INTEGRATED AHP-TOPSIS DECISION SYSTEM FOR FAIR STUDENT PERFORMANCE EVALUATION

Abstract: Giving awards is essential to motivate students; however, selecting outstanding students at the junior high school level is often conducted manually and subjectively, which can lead to unfairness and prolonged processing… time. This study develops a Decision Support System (DSS) that integrates the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to support objective and transparent student selection. A quantitative descriptive approach was employed, with data collected through questionnaires, interviews, and documentation at two state junior high schools in Banjarmasin City. Seven assessment criteria were applied: attendance, behavior, uniform neatness, extracurricular participation, academic grades, competition achievements, and disciplinary records. AHP was used to determine the weight of each criterion, while TOPSIS ranked students based on these weights. The web-based system was developed using PHP and MySQL and evaluated using the Technology Acceptance Model (TAM). Results show that academic grades had the highest weight (28.5%), followed by attendance (22.3%) and competition performance (15.2%). The TAM evaluation yielded average scores of 4.32 for Perceived Ease of Use, 4.40 for Perceived Usefulness, 4.15 for Attitudes Towards Use, and 4.28 for Behavioral Intention to Use. The DSS produces accurate rankings, is well-received by users, and offers an efficient, fair, and replicable solution for data-driven educational governance in the digital era.

AUTOMATIC SPEECH RECOGNITION (ASR) BASED ON PROGRESSIVE WEB APPS TO DEVELOP PRONUNCIATION LEARNING

Abstract: Abstract: Good pronunciation plays a crucial role in enhancing students' confidence, encouraging active participation in learning, and preparing them for academic and professional opportunities, such as English-language… interviews. Poor pronunciation during scholarship or job interviews can hinder the interviewer's understanding, thereby reducing the chances of acceptance. This study aims to improve students' pronunciation fluency and develop a learning medium based on Automatic Speech Recognition (ASR) technology. The method employed involves the development of Progressive Web Apps (PWA) integrated with ASR technology from the app.lumi.education platform, supported by manual labeling for pronunciation validation. The research was conducted at LKP Vijaya Learning Centre, Tanjungbalai City. The results demonstrate that ASR-based media significantly enhances students' pronunciation accuracy and confidence. Thus, the integration of ASR technology into PWA effectively supports innovative and efficient pronunciation learning.             Keywords: automatic speech recognition; language learning; pronunciation; web-based application.    Abstrak: Pengucapan yang baik berperan penting dalam meningkatkan kepercayaan diri siswa, mendorong partisipasi aktif dalam pembelajaran, dan mempersiapkan mereka menghadapi peluang akademik maupun profesional, seperti wawancara berbahasa Inggris. saat menghadapi wawancara beasiswa atau pekerjaan berbahasa Inggris, pengucapan yang buruk dapat mengurangi pemahaman pewawancara, sehingga mengurangi peluang diterima. Penelitian ini bertujuan untuk meningkatkan kelancaran pengucapan siswa dan mengembangkan media pembelajaran berbasis teknologi Automatic Speech Recognition (ASR). Metode yang digunakan adalah pengembangan Progressive Web Apps (PWA) yang terintegrasi dengan ASR dari aplikasi app.lumi.education, didukung oleh pelabelan manual untuk validasi pengucapan. Penelitian dilakukan di LKP Vijaya Learning Centre, Kota Tanjungbalai. Hasil penelitian menunjukkan bahwa media berbasis ASR secara signifikan meningkatkan akurasi pengucapan dan kepercayaan diri siswa. Dengan demikian, integrasi teknologi ASR dalam PWA terbukti mendukung pembelajaran pengucapan secara inovatif dan efisien. TOWARDS SPATIAL INFORMATION SYSTEM ADOPTION USING EXTENDED TAM AND IS SUCCESS MODEL

The Laporkitong website functions as an online reporting application aimed at documenting instances of spatial planning violations in the West Papua Province. The lack of public knowledge about the Laporkitong application has led to numerous issues. Therefore, an analysis of the adoption of the Laporkitong application is necessary. This study aims to investigate the influence of Perceived Quality, Perceived Control, and Perceived Ease of Use factors as determinants of the residents' willingness to use the Laporkitong application, employing the Technology Acceptance Model (TAM) and DeLone and McLean IS Success (IS D&M) theories. As many as 160 valid respondents are gathered based purposive sampling technique and evaluated using Partial Least Square Structural Equation Modeling (PLS-SEM). The results inform that all seven hypotheses are accepted with the R-square of the intention to use is 0.273 indicationg 27.3% variance of the model can determine the outcome. Further discussion and conclusion regarding the implication of theoretical and practical contribution are also discussed.             Keywords: laporkitong; perceived control; perceived ease of use; perceived quality; technology acceptance model   Abstrak: Dengan memanfaatkan teknologi digital, Laporkitong meningkatkan transparansi dan akuntabilitas, serta memfasilitasi partisipasi publik dalam proses pengawasan dan penegakan terkait penggunaan lahan dan pengelolaan sumber daya alam. Website Laporkitong berfungsi sebagai aplikasi pelaporan online yang bertujuan untuk mendokumentasikan pelanggaran perencanaan tata ruang di Provinsi Papua Barat. Minimnya pengetahuan masyarakat terhadap aplikasi Laporkitong menyebabkan banyak permasalahan. Maka dari itu perlu dilakukan analisis mengenai adopsi pada aplikasi Laporkitong. Penelitian ini bertujuan untuk menyelidiki pengaruh faktor Kualitas yang Dirasakan, Kendali yang Dirasakan, dan Kemudahan Penggunaan yang Dirasakan sebagai penentu keinginan penduduk untuk menggunakan aplikasi Laporkitong, dengan menggunakan Model Penerimaan Teknologi (TAM) dan teori Kesuksesan Sistem Informasi (IS D&M) DeLone dan McLean. Sebanyak 160 responden valid dikumpulkan berdasarkan teknik purposive sampling dan dievaluasi menggunakan Partial Least Square Structural Equation Modeling (PLS-SEM). Hasilnya menunjukkan bahwa semua tujuh hipotesis diterima dengan R-square niat untuk menggunakan adalah 0,273, menunjukkan bahwa 27,3% variasi model dapat menentukan hasilnya. FEASIBILITY ANALYSIS OF E-GOVERNMENT SERVICES USING TELOS METHOD

Abstract: Abstract: The government continues to adopt various technologies to ensure effective and efficient public services in the new normal era. This study discusses the use of the TELOS method in measuring the feasibility level… l of e-government services through a review of five main feasibility dimensions, including technical feasibility, economic feasibility, legal feasibility, operational feasibility and schedule feasibility. This study identifies opportunities for developing village information system projects. The data collection process involved 15 users of e-government services. The results of this study indicate that based on the number of feasibility factors generated by the information system, it is 7.20 and is within the feasible threshold for development. The value of the system development risk obtained is quite low. It is necessary to add interactive features so that it can increase community participation in community services in the future.             Keywords: e-Government; feasibility Analysis; TELOS method;     Abstrak: Berbagai adopsi teknologi terus dilakukan pemerintah untuk menjamin pelayanan publik yang efektif dan efisien di era normal baru. studi ini membahas tentang Penggunaan Metode TELOS dalam pengukuran tingkat Kelayakan layanan e-government melalui peninjauan lima dimensi kelayakan utama antara lain kelayakan teknis, kelayakan ekonomis, kelayakan hukum, kelayakan operasional dan kelayakan jadwal. Studi ini mengidentifikasi peluang pengembangan proyek sistem informasi desa. Proses Pengumpulan data melibatkan 15 pengguna layanan e-government. Hasil penelitian ini menunjukan bahwa berdasarkan jumlah factor kelayakan yang dihasilkan sistem informasi tersebut sebesar 7,20 dan berada dalam ambang batas layak untuk dikembangkan. Nilai resiko pengembangan sistem yang diperoleh cukup rendah sehingga perlu adanya penambahan fitur-fitur yang bersifat interaktif untuk dapat meningkatkan partisipasi masyarakat terhadap layanan kemasyarakatan dimasa mendatang.   Kata kunci: Analisis Kelayakan; e-Government; Metode TELOS

The Transition from Conventional Constitutions to Digital Law: Constitutional Law Challenges in the Age of Artificial Intelligence

Abstract: The rapid advancement of digital technology and artificial intelligence (AI) in the twenty-first century has fundamentally transformed the structure of modern constitutional governance. Digitalization has reshaped the interactions… teractions between governments and citizens, altered the patterns of political participation, and presented major challenges to constitutional principles. This study aims to analyze the implications of technological development for constitutional law and propose the concept of a digital constitution as an adaptive framework in the AI era. This study employs a normative legal method, using both conceptual and statutory approaches. Legal materials consist of primary, secondary, and tertiary sources, which are analyzed qualitatively and descriptively. The findings reveal that, while digital transformation enhances governmental efficiency and public transparency, it also generates serious risks, including data misuse, digital surveillance, and political disinformation. These dynamics demand a reinterpretation of constitutional norms to protect citizens' digital rights in cyberspace. The concept of a digital constitution is proposed as a normative response that integrates digital rights into constitutional rights and reaffirms the principle of the rule of law within technological governance. To achieve a democratic and just constitutional order, it is crucial to strengthen regulatory frameworks, ensure algorithmic accountability, and foster collaboration among state institutions, civil society, and the private sector. Ultimately, constitutional law must evolve into an adaptive, transparent, and fair system that can address the profound challenges of the digital and AI-driven era.

Constitutionality Testing of Presidential Candidacy Thresholds in Elections Based on the Principle of Popular Sovereignty

Abstract: This study critically examines the constitutionality of Indonesia’s presidential candidacy threshold under Article 222 of Law No. 7 of 2017 in relation to the principle of popular sovereignty in Article 1(2) of the 1945… 5 Constitution. The threshold requiring a party or coalition to hold 20% of DPR seats or 25% of the popular vote has been controversial for limiting voter choice and reinforcing oligarchic dominance. Using a normative legal research method, the study applies doctrinal interpretation through grammatical, systematic, historical, and teleological approaches to evaluate whether the threshold is consistent with constitutional democracy. The analysis identifies a disconnect between the legislative rule and the constitutional concept of sovereignty residing with the people, informed by theories of democracy, sovereignty, and progressive legal thought. While procedurally legitimate, the threshold lacks substantive constitutional validity because of its exclusionary impact on political participation. The study proposes four reform options: repeal, proportional adjustment, judicial reinterpretation, and constitutional amendment. These reforms would realign electoral rules with democratic principles and restore voters’ political agency. A doctrinal reinterpretation model is offered, framing the threshold as a regulatory instrument rather than a rigid barrier, advocating a legal structure that promotes inclusivity and reflects the people’s general will.

The Performance of the Maluku Provincial General Election Commission   in the 2024 Presidential and Vice Presidential Election in Ambon City

Abstract: This study aims to analyze and describe the performance of the General Election Commission (KPU) of Maluku Province in organizing the 2024 Presidential Election, and the influencing factors in Ambon City. The research problems… oblems addressed in this study are: 1) How is the performance of the KPU of Maluku Province in organizing the 2024 Presidential Election? and 2) What are the supporting and inhibiting factors in Ambon City? The study involved 14 informants. The research method used is a descriptive qualitative approach, with data collection techniques including interviews, observation, and documentation. Data were analyzed using descriptive qualitative analysis techniques. The findings show that the performance of the KPU of Maluku Province in organizing the 2024 Presidential Election in Ambon City is in good condition, based on dimensions such as work responsiveness, work accountability, work effectiveness, and work efficiency. This performance is influenced by factors such as human resources (HR), technological support, collaboration with stakeholders, and community participation.

Factors Associated With The Covid-19 Vaccination Participation In The Area Of Noyontaan Primary Healthcare Center Pekalongan City

Abstract: This research article aims to analyze factors associated to participation in the COVID-19 vaccine in the Noyontaan Primary Healthcare Center area, Pekalongan City. This research is a type of analytical research and the design… esign used in this research is case control. This research uses primary data and secondary data. Samples were 46 cases and 46 controls using random sampling technique. The instrument used was a structured questionnaire. Data were analyzed with chi-square test. Results showed that knowledge (OR=4.136; 95% Cl=1.692-10.110), perception towards vaccine safety (OR=2.46; 95% Cl=1.055-5.736) were associated to COVID-19 vaccine participation. Meanwhile attitude (OR=1.312; 95% Cl=0.569-3.026), history of comorbid disease (OR=0.54; 95% Cl=0.236-1.237), perception towards AEFI (OR=0.825; 95% Cl=0.35-1.949), perception towards COVID-19 impact (OR=1.192; 95% Cl=0.524-2.709) were not were associated to COVID-19 vaccine participation.

Analysis of Community Participation in Development in Lingat Village, Selaru District, Tanimbar Islands Regency.

Abstract: This research was conducted in Lingat Village, Selaru District, Tanimbar Islands Regency. Primary data collection was carried out through interviews with a number of informants who were considered to be directly involved… in the development processes taking place in Lingat Village. The results of this research show that first, the participation of personnel from the Lingat village community in development programs taking place in Lingat village is still minimal because the community's awareness of responsibility for development programs is low for which people are willing to work if they are given wages. Second, there are also material participants from the Lingat village community who give for free or willingly, but there are also those who give by asking for something in return. Third, community participation in maintaining and enjoying development in Lingat village is good, because the community participates in enjoying the results of development in the village, for this reason the Lingat village community is responsible for maintaining development in Lingat village so that it can be used together.Based on the results of the research above, the Lingat village government is advised to look at and follow up on these matters by providing socialization to the Lingat village community about the responsibilities, rights and obligations of the community in every development program that occurs in the village, especially in Lingat village, Selaru sub-district. Tanimbar Islands Regency.

Family Participation in The Integrated Management of Childhood Illness Implementation Process: Systematic Literature Review

Abstract: This study aims to analyze the role and contribution of families in the implementation of Integrated Management of Childhood Illness (IMCI) and the impact of family participation on child health outcomes. In addition, this… is study also identified factors that support or hinder family participation in the IMCI program. The method used was a systematic literature review of various published studies. The method used is a systematic literature review with the main data source of 15 previous studies on the theme to be examined in this study so that the data makes a new finding. The main findings of this study show that family education, social and community support, health policies, and family experiences and perceptions of IMCI are important themes that influence the successful implementation of IMCI. Effective education of families improves their understanding and skills in managing childhood illnesses, while support from health workers and the community can increase family participation in IMCI programs. Supportive health policies and appropriate interventions also play an important role in ensuring the program's effectiveness. However, lack of motivation and adequate information from health workers can be barriers to family participation. This study confirms the importance of active family participation in IMCI implementation to improve child health outcomes. Recommendations for further research include evaluation of the most effective educational methods, the influence of technology in supporting IMCI, and longitudinal studies to monitor the long-term impact of family participation. From a health policy perspective, improved training for health workers, strengthened social and community support networks, and improved accessibility of health information through various media are suggested to support better implementation of IMCI programs.
