Abstract: This study aims to determine the role of human resource management (HRM) in helping to overcome student problems at the Student Press Institute (LPM) DINAMIKA, State Islamic University of North Sumatra (UIN SU), particularly… arly in improving member quality, overcoming member activity problems, and identifying obstacles faced in organizational HR management. This study uses a qualitative method with a descriptive approach. Data were obtained through interviews, observations, and documentation with informants consisting of the General Manager, Head of the Research and Development Division (Litbang), Head of the Member Resource Development Subdivision (PSDA), and members of LPM DINAMIKA UIN SU. The results of the study indicate that HRM plays a role in improving member quality through various coaching and competency development programs, and helps increase member activity through continuous motivation, coaching, and coordination. However, its implementation still faces several obstacles, such as low member commitment, time constraints, and differences in motivation levels. Therefore, more effective and sustainable HRM management is needed to support the development of the organization and its members.

Tinjauan Hukum Administrasi Negara Terhadap Efektivitas Pemungutan Retribusi Sampah Berdasarkan Perda Bangkalan No. 1 Tahun 2024

Abstract: AbstrakPenelitian ini bertujuan mengkaji efektivitas pemungutan retribusi pelayanan persampahan di Kabupaten Bangkalan pasca berlakunya Peraturan Daerah Kabupaten Bangkalan Nomor 1 Tahun 2024 tentang Pajak Daerah dan Retribusi… ribusi Daerah. Melalui pendekatan Hukum Administrasi Negara, kajian ini membedah keabsahan wewenang, instrumen yuridis, dan hambatan operasional Dinas Lingkungan Hidup Kabupaten Bangkalan. Analisis dilakukan dengan menerapkan teori kewenangan Philipus M. Hadjon, teori instrumen pemerintahan Ridwan HR, serta teori efektivitas hukum Soerjono Soekanto. Hasil penelitian mengungkapkan bahwa rencana penerapan retribusi sampah bagi dapur Program Makan Bergizi Gratis sebesar dua ratus ribu rupiah per bulan berdasarkan Peraturan Daerah Nomor 3 Tahun 2024 dan Peraturan Bupati Nomor 9 Tahun 2025 belum berjalan efektif. Tingkat kepatuhan wajib retribusi sangat rendah karena hanya sekitar dua puluh pelaksana yang melakukan pembayaran. Penyebab utama meliputi ketidakjelasan skema pelayanan akibat tarif yang tidak mencakup biaya pengangkutan sampah, kelumpuhan infrastruktur di Tempat Pemrosesan Akhir Buluh, dan lemahnya penegakan sanksi administratif oleh aparat pemungut. Situasi ini memicu tindakan kedinasan non-prosedural serta konflik sosial-ekologis dengan masyarakat desa setempat. Guna menyelesaikan permasalahan tersebut, diperlukan klarifikasi skema pelayanan yang mencakup seluruh komponen biaya, rehabilitasi infrastruktur pemrosesan sampah, serta penguatan penegakan sanksi administratif untuk meningkatkan kepatuhan dan efektivitas pemungutan retribusi. AbstractThis study aims to examine the effectiveness of waste service retribution collection in Bangkalan Regency following the enactment of Bangkalan Regency Regional Regulation Number 1 of 2024 concerning Regional Taxes and Retributions. Using an Administrative Law approach, this research analyzes the legitimacy of authority, juridical instruments, and operational obstacles faced by the Environmental Agency of Bangkalan Regency. The analysis applies Philipus M. Hadjon’s theory of authority, Ridwan HR’s theory of government instruments, and Soerjono Soekanto’s theory of legal effectiveness. The findings reveal that the planned implementation of a waste retribution fee of two hundred thousand rupiah per month for kitchens under the Free Nutritious Meals Program (Program Makan Bergizi Gratis), based on Regional Regulation Number 3 of 2024 and Regent Regulation Number 9 of 2025, has not been effective. The level of compliance among retribution payers remains very low, with only approximately twenty operators making payments. The main causes include unclear service schemes due to tariffs that do not cover waste transportation costs, the dysfunction of infrastructure at the Buluh Final Processing Site (Tempat Pemrosesan Akhir Buluh), and weak enforcement of administrative sanctions by collection officers. This situation has triggered non-procedural administrative actions and socio-ecological conflicts with local village communities. To address these issues, it is necessary to clarify the service scheme to include all cost components, rehabilitate waste processing infrastructure, and strengthen the enforcement of administrative sanctions in order to improve compliance and the overall effectiveness of retribution collection. Legal Certainty for Creditors Due to Legal Efforts to Postpone Debtors' Debt Payment Obligations

Abstract: The Suspension of Debt Payment Obligations (PKPU) is a legal procedure that allows debtors who are unable, or expect to be unable, to continue paying their due and collectible debts to seek legal recourse. Debtors in such… h situations can initiate legal action during the PKPU process. However, the question arises: what is the legal certainty for creditors following the Constitutional Court's decision that encourages debtors to pursue legal action? This study uses a descriptive normative research method to analyze the legal issues related to such actions. The findings indicate that the legal recourse available to debtors in specific circumstances significantly impacts creditors. This leads to uncertainties regarding payment, especially if the debtor decides to file for legal action. Additionally, these uncertainties can affect the creditor's business operations. The Constitutional Court's decision, subsequently reinforced by a Circular Letter from the Supreme Court, does not adequately address the gaps in legal certainty faced by creditors. This situation complicates creditors' efforts to secure their rights, which are the obligations of the debtor.

Socialization and Training on Income Tax Article 21 Based on the Average Effective Rate (TER) for MSMEs in Watesprojo Village

Abstract: Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in the national economy; however, tax compliance, particularly related to Income Tax Article 21, remains relatively low. The main challenges faced by MSME… E actors include limited tax literacy, complexity in tax calculations, and insufficient understanding of recent regulatory changes. To address these issues, the government introduced the Average Effective Rate (TER) scheme as an administrative simplification for calculating Income Tax Article 21. Nevertheless, the implementation of this scheme has not been fully understood by MSMEs at the village level. This study aims to conduct socialization and training on Income Tax Article 21 based on the TER scheme for MSMEs in Watesprojo Village and to evaluate its effectiveness in improving tax understanding and technical capability. The research method involved initial observation, regulatory socialization, practical tax calculation training, and participant evaluation. The results indicate a noticeable improvement in MSME actors’ understanding of the legal basis of Income Tax Article 21, the changes in the calculation scheme, and the practical application of the TER mechanism without disrupting business activities. Overall, the socialization and training activities proved effective in enhancing tax literacy and supporting sustainable tax compliance among MSMEs.

Sustainability Practices And Corporate Performance: A Global Perspective

In an era of rapid technological advancements and heightened environmental awareness, companies are increasingly… ncreasingly integrating sustainability strategies, such as Corporate Social Responsibility (CSR), environmental management, and sustainable financial policies, into their operations. The research identifies the main issues faced by businesses in implementing these practices and explores the impact of sustainability on both financial and non-financial performance. The findings indicate that companies adopting sustainability practices show improvements in profitability, efficiency, customer loyalty, and employee satisfaction. For instance, companies in sectors such as energy and manufacturing experienced a notable increase in Return on Assets (ROA) and Return on Equity (ROE) after integrating sustainability efforts. Furthermore, the study highlights the significant role of external factors such as government policies and corporate culture in the success of sustainability initiatives. The results contribute to the understanding of how businesses can leverage sustainability to achieve competitive advantage while addressing environmental and social challenges.

Government Digital Marketing Communications for Tourism Development in Bejijong Village

Abstract: This study aims to analyze the tourism potential and marketing strategies in Bejijong Village, a village with a rich history and culture from the Majapahit Kingdom era located in Mojokerto Regency, East Java Province. This… is study explores how village managers conduct managerial and marketing activities to attract tourists and promote local products. The research method involves a SWOT analysis to evaluate the strengths, weaknesses, opportunities, and threats in the Marketing Mix’s 7P approach implemented by the village. The results of the study indicate that Bejijong Village has several significant advantages, including historical heritage such as Brahu Temple, Petilasan Siti Inggil, and Maha Vihara Majapahit, as well as local products such as smoked salted eggs, lemon juice, pukis lumer (melting) bertoping, tahu lontong (compress rice), and Cempaka batik handicrafts and wayang kulit. However, the challenges faced include less than optimal website management, lack of effective digital marketing strategies, and entrance fees that may be insufficient to support maintenance. This study introduces novelty in marketing strategy analysis by integrating the SWOT and Marketing Mix’s 7P approaches to provide in-depth insights into how management and marketing can be improved. These findings are expected to be a reference for other villages in designing more effective marketing strategies and suggesting improvement steps that can increase the attractiveness and sustainability of culture-based tourist destinations. The results of this research reveal the potential for increased efficiency in processing systems, the need to adapt marketing strategies according to market changes, and production constraints that require sustainable solutions to increase productivity in this sector. This study provides in-depth insights that can be the basis for operational and policy improvements at PTPN 1 Regional 5.

Penerapan Sistem Manajemen Di Koprasi Konsumen Polres Jember Dalam Upaya Mensejahterakan Anggota

Abstract: Primkoppol, a cooperative designed to serve the needs of its police members, plays a crucial role in enhancing member welfare through various programs and services. This study aims to analyze the management system implemented… ented by Primkoppol and how this system contributes to the improvement of its members' welfare. Employing a descriptive analytical approach, this research delves into the organizational structure, operational mechanisms, and strategies adopted by Primkoppol in executing its functions and objectives. Focusing on the evaluation of management practices, including resource management, profit allocation, and member development programs, this study seeks to identify the keys to success and the challenges faced by Primkoppol in its efforts to enhance member welfare. This analysis is supplemented with secondary data and direct survey results from members to capture their perceptions and experiences regarding the effectiveness of the services provided by Primkoppol. The findings indicate that Primkoppol has implemented various positive initiatives oriented towards improving member welfare, including innovations in financial services, enhancement of product and service quality, and member capacity development through education and training. However, there is also room for improvement, especially in terms of enhancing management transparency, operational efficiency, and adaptation to digital technology. This study concludes that to continue improving its members' welfare, Primkoppol needs to further optimize an adaptive and responsive management system to environmental changes and member needs. Recommendations include improvements in two-way communication between management and members, integration of information technology, and strengthening of institutional capacity.

Abstract: Guidance and counseling is a service provided by schools, one of the functions of which is to help students identify various kinds of problems inherent in them in order to realize effective learning. The various problems… faced by students in classes towards the school, adjustments to the curriculum, study habits as well as the future and aspirations obtained from the Problem Checklist filled in by students. The research was conducted using descriptive quantitative research with a sample of 109 students using the Slovin formula. The research results were analyzed using percentages and produced findings that the problems faced by students were very diverse, thus hindering the learning process.

CURRICULUM REFORM IN INDONESIA

Artikel tersebut berpendapat… erpendapat bahwa reformasi kurikulum sangat penting bagi sistem pendidikan Indonesia untuk memenuhi kebutuhan siswanya dan mempersiapkan mereka menghadapi tantangan abad ke-21. Sistem pendidikan Indonesia menghadapi beberapa tantangan, khususnya di bidang kurikulum. Salah satu permasalahan utamanya adalah tidak adanya keselarasan antara kurikulum dan kebutuhan tenaga kerja, sehingga terjadi ketidaksesuaian antara keterampilan yang diajarkan di sekolah dengan yang dibutuhkan oleh pasar tenaga kerja. Selain itu, sistem pendidikan telah dikritik karena penekanannya yang berat pada hafalan dan hafalan, yang dipandang sebagai penghalang pengembangan pemikiran kritis dan keterampilan pemecahan masalah di kalangan siswa. Untuk mengatasi tantangan tersebut dan meningkatkan kualitas pendidikan di Indonesia, telah dilakukan berbagai upaya untuk mereformasi kurikulum selama bertahun-tahun. Reformasi kurikulum terbaru, Kurikulum 2013, bertujuan untuk meningkatkan relevansi kurikulum dengan kebutuhan dunia kerja, mempromosikan keterampilan berpikir kritis dan pemecahan masalah, serta membekali siswa dengan keterampilan yang dibutuhkan untuk abad ke-21. Namun, penerapan Kurikulum baru menghadapi beberapa tantangan, termasuk pelatihan guru yang tidak memadai, kurangnya sumber daya, dan penolakan dari pemangku kepentingan. Artikel ini diakhiri dengan menyoroti perlunya upaya berkelanjutan untuk memastikan keberhasilan penerapan Kurikulum baru dan memaksimalkan potensi dampaknya terhadap kualitas pendidikan di Indonesia.    Abstract This article provides an overview of the history of curriculum reform in Indonesia, the current state of the curriculum, the process of curriculum reform, and the challenges and implications of implementing the new Curriculum. The article argues that curriculum reform is crucial for Indonesia's education system to meet the needs of its students and prepare them for the challenges of the 21st century. The Indonesian education system has been facing several challenges, particularly in the area of curriculum. One of the main issues is the lack of alignment between the curriculum and the needs of the workforce, resulting in a mismatch between the skills taught in schools and those required by the labor market. Moreover, the education system has been criticized for its heavy emphasis on rote learning and memorization, which has been seen as a barrier to the development of critical thinking and problem-solving skills among students. To address these challenges and improve the quality of education in Indonesia, there have been multiple attempts to reform the curriculum over the years. The most recent curriculum reform, the 2013 Curriculum, aims to improve the relevance of the curriculum to the needs of the workforce, promote critical thinking and problem-solving skills, and equip students with the skills required for the 21st century. However, the implementation of the new Curriculum has faced several challenges, including inadequate teacher training, lack of resources, and resistance from stakeholders. The article concludes by highlighting the need for continued efforts to ensure the successful implementation of the new Curriculum and maximize its potential impact on the quality of education in Indonesia.
