EFFORTS OF THE NATIONAL NARCOTICS AGENCY OF SOUTH TAPANULI REGENCY IN PREVENTING AND OVERCOMING DRUG ABUSE AMONG YOUTH IN SOUTH TAPANULI REGION

Abstract: Drug abuse among teenagers is a social problem that requires serious attention because it can have negative impacts on their physical and psychological health, as well as their social lives. Teenagers, as an age group in… the process of discovering their identity, are highly vulnerable to environmental and social influences that can lead to drug abuse. This study aims to determine the efforts made by the National Narcotics Agency (BNNK) of South Tapanuli Regency in preventing and handling drug abuse among adolescents in the South Tapanuli area. This study used a qualitative approach with field research methods. Data were obtained through observation, interviews, and documentation. Informants in this study were employees of the BNNK of South Tapanuli, specifically the Prevention and Community Empowerment (P2M) team and the rehabilitation team. The results of the study indicate that prevention efforts are carried out through socialization, counseling, education, and collaboration with various parties in supporting the Prevention, Eradication of Drug Abuse and Illicit Trafficking (P4GN) program. Meanwhile, handling efforts are carried out through assessment, counseling, rehabilitation, and post-rehabilitation monitoring for drug abusers. The obstacles faced include low awareness in some communities, the influence of social circles, stigma against former drug users, and developments in technology and social media. Therefore, collaboration between families, schools, communities, and the government is necessary to support successful efforts to prevent and address drug abuse in teenagers.

Neurodiversity in Human Resource Management: A Bibliometric Analysis and Research Agenda for Indonesia

Abstract: Neurodiversity conceptualizes autism, attention-deficit/hyperactivity disorder (ADHD), dyslexia, and related cognitive differences as natural variations in human cognition rather than individual deficits. Although this perspective… erspective has gained increasing attention in human resource management (HRM), the intellectual structure and relevance of the existing literature to the Indonesian context remain insufficiently understood. This study maps the development of global research on neurodiversity and HRM and identifies research priorities for Indonesia. A bibliometric analysis was conducted using 993 records retrieved through a Boolean search combining neurodiversity- and HRM-related terms. Following a PRISMA-guided screening process, keyword co-occurrence, density, overlay, and total link-strength analyses were performed using VOSviewer. The analysis identified 43 dominant terms grouped into four thematic clusters: (1) inclusive HRM and diversity management, (2) workplace accommodation and disclosure, (3) intervention and school-to-work transition, and (4) ADHD and occupational mental health. The findings indicate that autism spectrum disorder and ADHD remain the most prominent topics in the literature. The field has gradually shifted from predominantly clinical and educational perspectives in 2020–2021 toward workplace accommodation in 2022 and more strategic HRM-oriented discussions during 2023–2024. However, link-strength analysis reveals that relationships between core HRM concepts and issues of accommodation, disclosure, and occupational mental health remain relatively fragmented. Moreover, Indonesia-specific and developing-country perspectives are absent from the dominant keyword structure. These findings demonstrate a substantial geographical and conceptual research gap. Accordingly, the study proposes five priority research themes to advance neurodiversity-inclusive HRM in Indonesia and provides a foundation for future empirical, policy-oriented, and organizational research.

Governing Food Security in The Low-Carbon Transition: A SEM Analysis of Sustainable Industrialization, Sustainable Remediation, and Circular Supply Chain Governance

Abstract: Food security in the low-carbon transition is increasingly shaped by industrial decarbonization, environmental restoration, and circular supply-chain coordination, yet these domains are often modeled as separate sustainability&#8230; bility agendas. This study addresses the gap by developing a governance-centered structural equation model that links sustainable industrialization, sustainable remediation, circular supply chain governance, and food-security outcomes. Using the available 455-response dataset, the empirical test operationalizes industrialization intensity (IND) as a proxy for sustainable industrialization, digital-institutional capability (DIC) as a proxy for circular governance capability, and social-economic resilience (SER) as a proxy for food-system security. Confirmatory factor analysis supports the measurement model: standardized loadings range from .778 to .849 for IND, .804 to .835 for DIC, and .800 to .843 for SER; CR values range from .901 to .914; AVE ranges from .646 to .681; and model fit is acceptable (chi-square/df = 2.108, CFI = .961, TLI = .951, RMSEA = .049, SRMR = .038). The SEM results show that IND significantly predicts DIC (beta = .537, p < .001), DIC predicts SER (beta = .424, p < .001), and IND retains a direct effect on SER (beta = .337, p < .001). The indirect effect is significant (beta = .228, 95% CI [.178, .282]). The article contributes a cautious, data-grounded framework for analyzing food security as a governance-mediated outcome of low-carbon industrial transition.

Does Dividend Stability Signal Firm Performance? Evidence from PT Telkom Indonesia (Persero) Tbk

Abstract: This study analyzes the dividend policy of PT Telkom Indonesia (Persero) Tbk (TLKM) during the 2020–2025 period using a quantitative descriptive approach and a longitudinal case study based on secondary data from audited&#8230; ed financial reports. The variables analyzed include Dividend Per Share (DPS), Earnings Per Share (EPS), Dividend Payout Ratio (DPR), Dividend Yield, and Free Cash Flow (FCF), with trend analysis using the Compound Annual Growth Rate (CAGR). The results show that DPS grows 6.05% per year, higher than EPS of 1.87%, resulting in DPR increasing from 80.00% to 93.95% in 2024. Nevertheless, strong and stable operating cash flow ensures that dividends remain supported by FCF, so there is no indication of financial distress. However, the increasing FCF-to-dividend ratio indicates the company's increasingly limited reinvestment space. The decline in net profit of 20.48% in 2025 also increases the risk of dividend policy sustainability. Furthermore, the increase in dividend yield was more influenced by stock price declines than dividend growth. This finding suggests that SOE dividend stability reflects not only fundamental performance but also institutional pressure from the government as the controlling shareholder, supporting the relevance of Agency Theory and Catering Theory in explaining dividend policy of state-owned enterprises in emerging markets

The Research Evolution of Financial Performance, Customer Trust, and Customer Loyalty in Sharia Banking Sector: a Bibliometric Analysis

Abstract: The transformation of the Islamic banking industry requires the integration of financial performance, customer trust, and customer loyalty as the foundation for institutional sustainability. This study aims to map the intellectual&#8230; tellectual evolution of this field of study and identify dominant themes, development trends, and opportunities for research gaps in the international literature. The method employed is a bibliometric analysis based on a Systematic Literature Review (SLR) using the PRISMA procedure on Scopus articles from 2018 to 2025. From a selection process of 2,009 documents, the study identified 37 articles meeting the inclusion criteria, which were then analyzed using co-authorship, co-occurrence, network, overlay, and density visualizations. The results indicate that the themes of customer loyalty, service quality, customer satisfaction, and customer trust form the core of the intellectual structure with the highest connectivity, while the themes of financial performance, digital trust, banking mergers, and Sharia banking mergers remain in low-density areas, signaling opportunities for research development. The novelty map also reveals a shift in focus from traditional loyalty models toward digital banking, customer experience, and e-CRM. The novelty of this study lies in its proposal of a new research agenda model that integrates financial performance–customer trust–customer loyalty within the context of digital transformation and the consolidation of Sharia banks. Thus, it is hoped that this study can provide a conceptual foundation for future cross-national empirical research

Analysis of Regional Fixed Asset Management at the Regional Finance and Asset Agency (BKAD) of South Sulawesi Province

Abstract: This study aims to analyze the compliance of regional fixed asset management at the Regional Finance and Asset Agency of South Sulawesi Province with the provisions of Minister of Home Affairs Regulation No. 19 of 2016,&#8230; with a focus on motorized two-wheeled vehicles. The research method used is qualitative descriptive, with data collection techniques involving interviews and documentation. The data used consists of primary data from the interviews as well as secondary data in the form of asset management documents and related reports. The results of the study indicate that asset management has generally been carried out in accordance with applicable regulations and covers all stages of management. However, there are still challenges regarding supervision, reporting, and asset user compliance, as well as relatively complex administrative procedures. Therefore, it is necessary to optimize controls and streamline procedures to improve accountability in asset management

Economic Loss Due To Mental Fragility in The Analysis of Provincial Economic Productivity in Indonesia

Abstract: Mental health is a strategic issue in economics because it affects the quality of human resources and regional economic productivity. This study aims to analyze the impact of schizophrenia, depression, and suicidal ideation&#8230; ion on economic losses across provinces in Indonesia and to examine the role of depression treatment as a mediating variable. The study employs a quantitative approach using explanatory research and a cross-sectional design based on secondary data from 2023. Data were obtained from the Indonesian Health Survey (SKI) by the Ministry of Health of the Republic of Indonesia and Regional Gross Domestic Product (PDRB) data from the Central Statistics Agency, with 38 provinces in Indonesia as the units of analysis. Data analysis was conducted using descriptive statistics, multiple linear regression, and causal mediation analysis. The results of the study indicate that schizophrenia, depression, and suicidal ideation have a significant negative effect on economic loss, as proxied by per capita GRDP. Depression is the variable with the greatest negative impact on regional economic productivity. Furthermore, treatment for depression was found to act as a significant mediator capable of mitigating the negative impact of depression on economic loss. These findings indicate that improved access to mental health services contributes to increased community economic productivity and a reduction in regional economic losses. This study makes a theoretical contribution to the development of development economics and health economics research through the integration of mental health variables and regional economic productivity. Practically, the research results underscore the importance of integrating mental health services into regional development policies to improve the quality of human resources and reduce economic loss in Indonesia.

The Influence of Government Financial Report Accountability on The Achievement of SDGS 1 in Indonesia

Abstract: This study aims to analyze the effect of government financial report accountability on the achievement of Sustainable Development Goals (SDGs) 1 in Indonesia. The study used secondary data obtained from the Central Statistics&#8230; stics Agency (BPS) and the Supreme Audit Agency (BPK). The study sample consisted of 456 local governments with an observation period of 2021–2022, resulting in 912 observations. The analytical method used was panel data regression with the Generalized Least Squares (GLS) approach and the Random Effects Model (REM). The results showed that government financial report accountability has a positive and significant effect on the achievement of SDG 1. The coefficient value of 0.645 with a significance level of 0.000 indicates that the better the level of local government accountability, the higher the achievement of poverty alleviation. This study proves that transparent, accountable, and effective financial governance can support the success of government programs in improving public welfare and accelerating the achievement of sustainable development in Indonesia.

The Influence of Accountability and Transparency of Government Financial Reports on The Achievement of Sustainable Development Goals (SDGS 11) in Indonesia

Abstract: This study aims to analyze the influence of accountability and transparency in local government financial reports on the achievement of Sustainable Development Goals (SDGs) 11, specifically the indicator of access to decent&#8230; ent and affordable housing in Indonesia. The study used panel data from 31 provinces during the 2021–2024 period with a total of 124 observations. The research data were obtained from the Central Statistics Agency (BPS), the Supreme Audit Agency (BPK), and official local government websites related to the publication of financial reports. Data analysis was conducted using the Generalized Least Squares (GLS) method with a Random Effect Model (REM) approach. The results of the study indicate that accountability has a positive and significant effect on the achievement of SDG 11. These findings indicate that accountable regional financial management can increase the effectiveness of housing and settlement development programs. Transparency also has a positive and significant effect on the achievement of SDG 11, with a stronger effect than accountability. Openness of financial information encourages public oversight of regional budget use and increases the efficiency of development program implementation. The results of simultaneous testing indicate that accountability and transparency together have a significant effect on the achievement of the indicator of access to decent and affordable housing. The research findings support the theory of good governance, which places accountability and transparency as essential elements in improving the quality of local government governance. This study provides an empirical contribution regarding the relationship between local government financial governance and the achievement of sustainable settlement development in Indonesia.

Core Tax Administration System and Transformation of Risk-Based Taxpayer Compliance Supervision in Indonesia

Abstract: Digital transformation is an important agenda in tax administration reform in Indonesia. One of the strategic steps taken by the Directorate General of Taxes (DGT) is the implementation of the Core Tax Administration System&#8230; tem (CTAS) as a core system that integrates all tax administration processes. This study aims to examine the role of CTAS in strengthening taxpayer compliance supervision in Indonesia. The research uses a qualitative descriptive approach by utilizing secondary data in the form of DGT performance reports, official publications, and literature related to tax modernization. The analysis was carried out by examining changes in administrative processes, data management, and supervision patterns after the implementation of CTAS. The results of the study show that CTAS plays a role in improving the quality and integration of tax data, strengthening risk-based supervision, and supporting more systematic compliance monitoring. However, the effectiveness of the implementation of CTAS still faces challenges, especially related to the readiness of human resources and the equitable distribution of technological infrastructure.
