actually delivers accessible financial information and whether such transparency strengthens sustainable public governance. This study addresses that gap by constructing an original, multi-dimensional, portal-level Digital Financial Transparency Index (DFTI) and linking it to sustainable public governance, an association not previously tested at the Indonesian subnational level. Using a quantitative, explanatory design, financial management and public information portals are assessed through content analysis. Twenty-one indicators covering organizational information, financial transparency, and website accessibility are aggregated into the DFTI. Sustainable public governance is proxied by the 2024 electronic-based government system (SPBE) index, the only nationally standardized, externally assessed, and annually published measure of digital public administration maturity in Indonesia. Ordinary least squares regression tests the hypothesis, complemented by Spearman correlation as a non-parametric robustness check suited to the small city and regency subsamples. The findings show DFTI has a positive and significant effect on SPBE (β = 0.026; p = 0.032). The effect operates through content rather than appearance: among regencies, organizational information and financial transparency correlate significantly (p < 0.05) with SPBE, website accessibility does not. The results provide recommendations that local governments should adopt a standardized minimum financial-disclosure content and prioritize the weakest indicators, which are raw data, citizen-friendly budget summaries, and personal data protection. Also the provincial government should channel budget-capacity support to low-DFTI regencies, where transparency and maturity are most strongly associated with budget resources to advance SDG 17.

rtujuan menganalisis kemampuan komunikasi interpersonal pegawai Kantor Pertanahan Kota Serang sebagai upaya membangun kepercayaan publik terhadap kualitas layanan yang diberikan. Penelitian menggunakan metode kuantitatif dengan pendekatan survei. Populasi penelitian berjumlah 102 pegawai, dengan sampel sebanyak populasi. Pengumpulan data dilakukan melalui kuesioner yang disusun berdasarkan indikator komunikasi interpersonal menurut DeVito, yaitu keterbukaan, empati, sikap mendukung, sikap positif, dan kesetaraan. Hasil uji instrumen menunjukkan seluruh item pernyataan valid dengan nilai corrected item-total correlation di atas 0,349 serta reliabel dengan nilai Cronbach’s Alpha sebesar 0,969. Temuan penelitian menunjukkan bahwa komunikasi interpersonal pegawai berperan penting dalam memperkuat koordinasi internal, meningkatkan kejelasan informasi, serta mengurangi potensi miskomunikasi yang dapat memengaruhi persepsi masyarakat terhadap pelayanan pertanahan. Komunikasi interpersonal yang efektif mendorong terciptanya pelayanan yang lebih transparan, responsif, dan akuntabel sehingga berkontribusi pada peningkatan kepercayaan publik terhadap Kantor Pertanahan Kota Serang.
Public trust is a crucial factor in the successful implementation of public services, including the land administration sector, which is characterized by complex administrative processes and extensive work coordination. This study aims to analyze the interpersonal communication competence of employees at the Serang City Land Office as an effort to build public trust in the quality of public services provided. This research employed a quantitative method with a survey approach. The study population consisted of 102 employees, all of whom were included as the research sample using a total sampling technique. Data were collected through a questionnaire developed based on DeVito’s interpersonal communication indicators, namely openness, empathy, supportiveness, positiveness, and equality. The instrument testing results indicated that all questionnaire items were valid, with corrected item-total correlation values exceeding 0.349, and reliable, with a Cronbach’s Alpha coefficient of 0.969. The findings reveal that employees’ interpersonal communication plays a significant role in strengthening internal coordination, improving information clarity, and minimizing the potential for miscommunication that may influence public perceptions of land services. Effective interpersonal communication contributes to more transparent, responsive, and accountable public services, thereby enhancing public trust in the Serang City Land Office.

However, the level of digital technology utilization by 3 Kg LPG distribution outlets remains varied, necessitating a more in-depth study of the impact of digitalization on business performance. This study aims to analyze the impact of digitalization on MSME performance based on interviews with owners and managers of 3 Kg LPG distribution outlets under PT Pinang Baris Langit Biru. The study employed a qualitative approach with descriptive methods. Data were collected through in-depth interviews, observations, and documentation of 3 Kg LPG distribution outlets that have implemented digitalization in their business activities. Data analysis was conducted using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The research results indicate that the implementation of digitalization has a positive impact on MSME performance, particularly at 3 Kg LPG distribution outlets, including increasing sales, expanding market share, accelerating transaction processes, improving promotional effectiveness, and simplifying business administration and financial management. However, several obstacles remain, such as low digital literacy, limited human resources, and limited access to technology. Therefore, support in the form of training, mentoring, and government policies is needed to improve digital capabilities at 3 Kg LPG distribution outlets so that digital transformation can proceed optimally.

uantitative targets as the measure of success. This approach fails to build long-term relational capacity among entrepreneurs, government, and the broader supporting ecosystem. This article analyses HETERO SPACE (House of Entrepreneurs, Technology-driven Ecosystem, Resource Optimization, Supportive Programs, Accessible Network, Collaborative Environment), a public service innovation developed by the Cooperatives and SME Office of Central Java Province, which received outstanding recognition in the 2025 Public Service Innovation Competition. The analysis applies a New Public Governance framework with emphasis on two sub-theoretical dimensions, namely co-production and collaborative networking. The research approach is a qualitative case study drawing on secondary data from the official Public Service Innovation System, implementation reports of the Central Java Cooperatives and SME Office, and relevant academic literature. The central argument is that HETERO SPACE is not merely an expanded MSME assistance programmed but a transition in the role of government from a sole service provider to an ecosystem orchestrator that mobilizes resources across actors. Findings indicate that HETERO SPACE success rests on three interrelated conditions, namely a platform design that facilitates inter-actor encounters, trust built through repeated interaction, and institutional commitment from the provincial government to share authority with non-state partners. The article contributes to Indonesian public administration literature by shifting the analytical arena of co-production from the social and health sectors to economic governance, and by demonstrating that New Public Governance principles can be operationalized concretely at the subnational level.

The research uses a qualitative descriptive approach by utilizing secondary data in the form of DGT performance reports, official publications, and literature related to tax modernization. The analysis was carried out by examining changes in administrative processes, data management, and supervision patterns after the implementation of CTAS. The results of the study show that CTAS plays a role in improving the quality and integration of tax data, strengthening risk-based supervision, and supporting more systematic compliance monitoring. However, the effectiveness of the implementation of CTAS still faces challenges, especially related to the readiness of human resources and the equitable distribution of technological infrastructure.

However, the main challenges lie in the limited insight of business administration, entrepreneurship education that has not been integrated with practice, and lack of access to government support. This research examines the role of business administration, entrepreneurship education, and government support in encouraging MSMEs in Pasuruan to upgrade. The research uses a qualitative method with a thematic analysis approach. Data were collected through in-depth interviews and observations. Data triangulation was carried out to ensure the validity of the findings. The results show that most MSME actors do not understand the importance of business administration, such as the ownership of NIB and NPWP, which are the basic requirements for accessing government programs and market expansion. Although there is a gap between the theory obtained and the practice implementation in the field, entrepreneurship education shows a fairly good level. The results of this study can be a guide for entrepreneurship education providers to design applicable practice-based programs, as well as for the government in facilitating business administration and entrepreneurial assistance. This synergy is expected to encourage Pasuruan MSMEs to upgrade, contribute to Sustainable Development (SDGs), and support the vision of Golden Indonesia 2045.
