Leadership Style Enhancing Work Motivation of Civil Servant at General Bureau of the Regional Secretariat of South Papua Province

Abstract: This study examines the role of leadership style in enhancing the work motivation of Civil Servants (Aparatur Sipil Negara/ASN) at the General Bureau of the Regional Secretariat of South Papua Province. The study is theoretically… retically grounded in Amirullah’s (2017) leadership framework, which emphasizes leader–member relations, task structure, and position power, and Sariani’s (2020) motivation theory, focusing on educational background, personal expectations, and job satisfaction. A qualitative descriptive approach was employed to capture in-depth perspectives on leadership practices and motivational dynamics within a newly established provincial government organization. Data were collected through observations, in-depth interviews, and document analysis. A total of 22 informants, comprising senior officials, section heads, and staff members, were purposively selected based on their institutional roles and direct involvement in organizational processes. The findings indicate that leadership style significantly influences employees’ work motivation. Effective leadership is reflected in open and transparent communication, participatory decision-making, clear task delegation, consistent supervision, and fair recognition of employee performance. Moreover, job satisfaction, clarity of work roles, coordination across organizational units, availability of work facilities, and opportunities for capacity building emerged as critical supporting factors in sustaining motivation. The study concludes that a communicative, participative, and supportive leadership style is essential for strengthening work motivation and improving organizational effectiveness in public sector institutions, particularly within developing regional government contexts.

Analysis of the Service Quality of the Social Security Administering Agency (BPJS) at the Merauke Regency Regional General Hospital

Abstract: BPJS services certainly cannot be separated from efforts to maintain service quality standards which at least include service procedures, completion time, service costs, service products, facilities and infrastructure, as… s well as the competence of service personnel. Therefore, BPJS as an institution that provides health insurance to the public should measure the quality of services provided, especially through the HIS program. The aim of this research is to describe how the Health Insurance Administering Agency (BPJS) provides services at the Merauke Regency Regional General Hospital (RSUD Merauke Regency). The research method used is a qualitative descriptive technique. Based on the research results, the availability of adequate health facilities and equipment at BPJS counters can help officers in carrying out their duties in providing services to BPJS participants and is a factor that influences services at BPJS counters in Merauke-General Region. the affected hospitals are physical evidence. In accessing health services, officers must be sensitive in handling patient complaints and nursing staff must be responsive in resolving complaints from BPJS participants. Apart from that, nurses or civil servants must be punctual and each have an educational background related to BPJS. This applies to both training in the health and non-health sectors and the last is certainty, namely that to get services from BPJS, patients must follow the procedures set out in regional regulations, do not follow

Etika Salib dalam Filipi 2:5-11; Formasi Spiritual Jemaat dalam Perspektif Kristologi Paulus

Abstract: Contemporary congregational spirituality faces significant challenges due to the rise of individualism, competition, and self-centered orientations that hinder the practice of humility, service, and unity among believers.… . This condition highlights the importance of a strong theological foundation for cultivating Christ-centered spirituality. This study aims to examine the concept of the ethics of the cross in Philippians 2:5–11 from the perspective of Pauline Christology, identify the ethical values embedded within the passage, and explain their implications for congregational spiritual formation. The study employs a qualitative method with a theological-expository approach through library research and exegetical analysis of Philippians 2:5–11. The findings reveal that the ethics of the cross is rooted in Christ’s self-emptying, His taking the form of a servant, His obedience unto death on the cross, and His subsequent exaltation by God. This ethical framework is expressed through three principal values: relinquishing personal rights and privileges, serving with humility, and demonstrating complete obedience to the will of God. The findings further indicate that congregational spiritual formation should be centered on the transformation of the mind, a life characterized by service, and communal relationships that reflect the character of Christ. The novelty of this study lies in its formulation of the ethics of the cross as a systematic and Christ-centered model of spiritual formation that bridges Pauline Christology and the spiritual development of contemporary congregations.

Pengaruh Budaya Organisasional dan Beban Kerja dengan Kepuasan Kerja sebagai Variabel Mediasi terhadap Kinerja Pegawai Negeri Sipil (PNS) Fungsional

Abstract: The purpose of this study is to investigate how organizational culture and workload affect the performance of functional Civil Servants (PNS) at the Regional People's Representative Council (DPRD) Secretariat of the Special… ial Region of Yogyakarta (DIY), with job satisfaction acting as a mediator between the two. This research uses a quantitative approach through a survey, where data is collected by distributing questionnaires to functional PNS at the DPRD Secretariat of DIY. The results of this study show that organizational culture has a significant positive effect on employee performance, with a ß value of 0.229 and a P-value of 0.004. In contrast, workload has a negative impact on employee performance, with a ß value of -0.252 and a P-value of 0.001. Job satisfaction is proven to play a mediating role in the relationship between organizational culture and employee performance, with a ß value of 0.268 and a P-value of 0.000. Additionally, job satisfaction also mediates the negative relationship between workload and employee performance, with a ß value of -0.186 and a P-value of 0.001. These findings indicate that a supportive organizational culture and effective workload management can encourage improved employee performance, while job satisfaction strengthens the positive impact of both factors. This study emphasizes the importance of creating a supportive work culture, efficient workload management, and efforts to enhance job satisfaction in order to achieve optimal employee performance.

The Influence of Organizational Culture, Principal Leadership and Work Motivation to Teacher Commitment at SMPN Kepulauan Riau

Abstract: Abstract In schools, up to now there are still symptoms of problems related to organizational culture, principal leadership and work motivation with teacher commitment, so that in the aspect of teacher hard work it is still… till in the sufficient category and needs improvement. It is necessary to examine the influence of organizational culture, principal leadership and work motivation on teacher commitment. This research aims to examine the direct and indirect influence of organizational culture, principal leadership, and work motivation to teacher commitment at SMPN Kepulauan Riau. This research is research with an associative quantitative approach with a survey design taking the location of SMPN Kepulauan Riau. The population in this study was 801 teachers with civil servant status and the sample was 80 teachers. The results of the analysis show that there is a simultaneous direct influence between organizational culture, principal leadership and work motivation to teacher commitment at SMPN Kepulauan Riau with a multiple correlation coefficient of (0.460) with a contribution of (73.96%). The conclusion is that organizational culture, principal leadership and teacher work motivation partially or simultaneously influence teacher commitment. The implication is that the better the organizational culture, principal leadership and work motivation, the higher the teacher commitment at SMPN Kepulauan Riau.

Abstract: Local wisdom refers to the cultural values ​​and norms that regulate people's daily lives. These values ​​and norms, which are ingrained and considered correct, guide the behavior of the local community. God's servants are… rvants are individuals chosen and appointed by God to serve His people. Willingness to serve, loyalty in carrying out service, and no discrimination in serving others are manifestations of the commitment and motivation that exist within the servant. The aim of this research is to provide an overview of local wisdom related to commitment to love and devotion to God. To achieve this goal, a qualitative descriptive approach was used, which includes describing a commitment to love God, understanding God's work throughout history, and exploring its practical applications. The research methodology includes a thorough review of relevant literature and Biblical texts to gather comprehensive information. The findings of this research reveal that commitment to God is a fundamental aspect of local wisdom. By continuing to obey His commandments, Christians can protect themselves from the effects of their current circumstances. Therefore, the findings of this research emphasize the need for unwavering faith and obedience in upholding our devotion as a community in worship.

Advokasi Revolusi Mental ASN Kota Jayapura: Peningkatan Kapasitas ASN Untuk Akselerasi Pembangunan Ekonomi Daerah

Abstract: Abstract: The 2024 Bureaucratic Reform Index (IRB) of Jayapura City, categorized as "CC", reflects sub-optimal civil servant management and public service quality, rooted in weak work culture and organizational capacity.… This Community Service activity aims to enhance civil servants' understanding of the strategic position of Mental Revolution in bureaucratic reform through the lens of Public Value Governance. The method used is participatory advocacy through material presentation and Focused Group Discussion (FGD) involving the Government Division, Inspectorate, and Organization and Management Division of the Jayapura City Regional Secretariat. The results showed an increase in collective understanding among civil servants regarding the importance of behavioral transformation for substantive public services. The concrete output of this activity is the presentation of strategic recommendations containing proposals for the 2025-2030 Mental Revolution roadmap and the reorientation of training curricula based on local competencies. In conclusion, strengthening integrity, work ethic, and mutual cooperation through this approach serves as a strategic foundation to reinforce governance and increase public value in Jayapura City. Kegiatan Pengabdian kepada Masyarakat (PKM) ini bertujuan meningkatkan pemahaman ASN mengenai posisi strategis Revolusi Mental dalam reformasi birokrasi melalui lensa Public Value Governance. Metode yang digunakan adalah advokasi partisipatif melalui paparan materi dan diskusi terfokus (Focused Group Discussion) yang melibatkan Bagian Pemerintahan, Inspektorat, dan Bagian Organisasi dan Tata Laksana Sekretariat Daerah Kota Jayapura. Hasil kegiatan menunjukkan peningkatan pemahaman kolektif ASN mengenai pentingnya transformasi perilaku untuk pelayanan publik substantif. Output nyata kegiatan ini berupa paparan rekomendasi strategis terkait roadmap Revolusi Mental ASN 2025-2030 dan reorientasi kurikulum diklat berbasis kompetensi lokal. Kesimpulannya, penguatan integritas, etos kerja, dan gotong royong melalui pendekatan ini menjadi fondasi strategis untuk memperkuat tata kelola dan meningkatkan nilai publik di Kota Jayapura. Pelatihan Pembuatan Laporan Keuangan Bagi Kelompok Pembudidaya Ikan Mina Lestari

Abstract: Abstract: Business development can be hampered if the owner does not understand financial report. This happened to members of the Mina Lestari Fish Cultivators Group. Most of the mebers are unable to make financial reports.… ts. This absence of these financial reports will also hinder access to capital which will ultimately hinder business development. The purpose of this sevice is to provide training on making reports on cost of production and income statements. These financial reports can be used to access capital and develop their business. This community service is carried out using counseling method. The service team begins the service by introducing financial report and their elements. After that the servant teaches to make a report on the cost of production and income statements directly on the members’ catfish ponds. The service team also provides an overview of access to capital and business development to increas profit margin. The members of Mina Lestari Fish Cultivators Group are directly involved in every actifity. Through cooperation with various parties, this service can run smoothly so that the purpose of this service can be achieved.             Keywords: business development, cost of production, financial report, income statement     Abstrak: Perkembangan usaha bisa terhambat jika pemiliknya tidak memahami laporan keuangan. Hal tersebut terjadi pada anggota Kelompok Pembudidaya Ikan Mina Lestari. Sebagian besar anggota Kelompok Pembudidaya Ikan Mina Lestari tidak mampu membuat laporan keuangan. Tidak adanya laporan keuangan ini juga akan menghambat akses ke permodalan yang pada akhirnya akan menghambat perkembangan usaha. Tujuan dari pengabdian ini adalah memberikan pelatihan mengenai pembuatan laporan harga pokok produksi dan laporan laba rugi. Laporan keuangan tersebut bisa digunakan dalam mengakses permodalan dan mengembangkan usaha. Pengabdian ini dilakukan dengan metode penyuluhan. Tim pengabdi memulai pengabdian dengan mengenalkan laporan keuangan dan elemen-elemennya. Setelah itu pengabdi memengajarkan membuat laporan harga pokok produksi dan laporan laba rugi secara langsung pada kolam lele anggota. Tim pengabdi juga memberikan gambaran mengenai akses ke permodalan dan pengembangan usaha untuk meningkatkan margin laba. Anggota Kelompok Pembudidaya Ikan Mina Lestari terlibat secara langsung dalam setiap praktik penghitungan laba rugi usaha. Melalui Kerjasama dengan berbagai pihak, pengabdian ini dapat berjalan dengan lancar sehingga tujuan pengabdian ini bisa tercapai. Diharapkan nantinya, dengan bekal pengetahuan ini, para istri dapat melakukannya di rumah masing-masing dan nantinya akan dapat dengan mudah menyediakan sayuran segar dan bebas pestisida bagi keluarganya, sekalipun pada area pekarangan yang terbatas, dan sekaligus dapat pula dijadikan peluang usaha untuk menambah pendapatan keluarga. ANALYSIS OF THE ACCEPTANCE OF THE SINAGA ATTENDANCE APPLICATION AT SMA NEGERI 1 JATILAWANG USING THE TECHNOLOGY ACCEPTANCE MODEL (TAM)

Abstract: This study analyzes the acceptance of teachers and ASN employees of the SINAGA (Sistem Informasi Layanan Kepegawaian) attendance application at SMA Negeri 1 Jatilawang using a modified Technology Acceptance Model (TAM).… The model was extended by incorporating two external variables: Information Quality and Complexity. This explanatory quantitative research employed the Structural Equation Modeling–Partial Least Square (SEM-PLS) method involving 60 respondents who are civil servants, consisting of teachers and administrative staff. The results reveal that Information Quality has a positive and significant influence on both Perceived Usefulness (PU) and Perceived Ease of Use (PEOU), while Complexity does not show a significant effect on either variable. Furthermore, PEOU and PU have a positive impact on Attitude Toward Use (ATU), which subsequently affects Behavioral Intention to Use (BIU). Behavioral intention, in turn, strongly influences Actual Use (AU). These findings indicate that teachers’ acceptance of the SINAGA digital attendance system in educational settings is primarily driven by information quality and users’ positive attitudes rather than by system complexity. Theoretically, this study contributes to the expansion of TAM application in the educational context. Practically, it provides valuable insights for improving the effectiveness of SINAGA implementation through better information quality and enhanced user experience.
