Indonesia's Social Enterprise: Policy Challenges and Support Needs

Sebastian Billy Anggara, Irma Tsuraya Choirinnida
Abstract: This research investigates the policy landscape surrounding social entrepreneurship in Indonesia, encompassing legal and regulatory frameworks, government initiatives, and institutional support for social enterprises. The… e study is crucial as it addresses an understudied area, aiming to inform policymakers, foster collaboration, stimulate economic development, and promote sustainable growth. The methodology involved qualitative interviews with eight social entrepreneurs across Indonesia. Collected data was analyzed using content analysis techniques, facilitated by the MAXQDA platform. Findings indicate that despite social entrepreneurship being an emerging field in Indonesia, there is a notable lack of effective policies and regulations. Six of eight respondents perceived inadequate current regulatory support, and half cited financial challenges as a significant issue. Conversely, seven respondents acknowledged existing government assistance, suggesting a willingness to support the sector. Based on these results, key recommendations for the government to foster a supportive ecosystem include developing non-overlapping policies, implementing substantive policy changes, promoting useful policies, simplifying bureaucracy, and engaging in direct dialogue with social entrepreneurs. The research concludes that addressing these areas can empower social entrepreneurs to create lasting social impact. This study uniquely fills a gap by directly engaging social entrepreneurs, though future research should include government representatives for broader perspectives.

Bibliometric Mapping of Research on Decentralization and Performance Evaluation

Rostini, Ergicho, Yisihak
Abstract: This study aims to analyze trends, developments, and directions of scientific research related to decentralization and performance evaluation between 2015 and 2025. Using a bibliometric approach and data from the Scopus… database, this study evaluates scientific publications based on the number of documents, country contributions, institutional affiliations, keywords, and collaborative networks between authors. The analysis shows that the number of publications fluctuates, with a significant spike in 2024. China is the country with the highest contribution to publications, while contributions from Indonesia remain very minimal. In terms of affiliations, Chinese universities dominate scientific production in this field. Network visualization shows that collaboration between researchers remains low and fragmented. The most dominant keywords are decentralization, blockchain, and performance evaluation, which form several research clusters that show links to financial management and public policy topics. These findings indicate the need to increase the involvement of Indonesian researchers and strengthen global collaborative networks on the topic of decentralization and performance evaluation.

Maula, Farij, Sutomo, Setyawati, Amelia, Susantiningrum, Rahma, Adelia, Pratesa, Dimas Putri Mega, Mufidah, Eva
Abstract: In the era of competitive globalization, MSMEs face pressure to improve their performance to compete in the domestic and international markets. In Indonesia, MSMEs are expected to be the backbone of the economy towards a… Golden Indonesia 2045 and the achievement of the SDGs. However, the main challenges lie in the limited insight of business administration, entrepreneurship education that has not been integrated with practice, and lack of access to government support. This research examines the role of business administration, entrepreneurship education, and government support in encouraging MSMEs in Pasuruan to upgrade. The research uses a qualitative method with a thematic analysis approach. Data were collected through in-depth interviews and observations. Data triangulation was carried out to ensure the validity of the findings. The results show that most MSME actors do not understand the importance of business administration, such as the ownership of NIB and NPWP, which are the basic requirements for accessing government programs and market expansion. Although there is a gap between the theory obtained and the practice implementation in the field, entrepreneurship education shows a fairly good level. The results of this study can be a guide for entrepreneurship education providers to design applicable practice-based programs, as well as for the government in facilitating business administration and entrepreneurial assistance. This synergy is expected to encourage Pasuruan MSMEs to upgrade, contribute to Sustainable Development (SDGs), and support the vision of Golden Indonesia 2045.
