n in realizing fisheries administration services that are fast, cheap, efficient and transparent. This research discusses matters related to the implementation of fisheries business services using technology and obstacles in application services. The aim of this research is to find out how application-based fisheries business services are at the Fisheries Business Services UPT, Kundur District, Karimun Regency. The method used in this research is a qualitative descriptive method with informants consisting of elements from the Fisheries Service, UPT and the community and using data collection techniques and tools in the form of observation, interviews and documentation. The overall research results of this application have been said to meet expectations based on the following 4 indicators: a) input: human resources, finances, adequate facilities and infrastructure. b). Process: easy procedure, more time and cost efficient. c). Output: service levels increase, such as Kube, fuel recommendations, benefits received by fisheries business actors increase. d). Outcome: fisheries business services are more effective and efficient. However, in terms of the implementation process it cannot be said to have met expectations because there are still obstacles or obstacles such as network problems, the community is not yet technologically independent.

This study uses a qualitative research method with a descriptive approach. The data collection technique uses observation, interview, and documentation techniques. The results of this study illustrate that the effectiveness of the work of village officials in improving services in Yanggandur Village, Sota District, Merauke Regency in the implementation of services has not been carried out effectively. This happens because there is still a lack of government responsibility, especially village officials in providing good services to the community. The lack of initiative of the village officials to adapt to the community environment and also the lack of village office facilities so that all activities do not run well and efficiently. For the Yanggandur village apparatus to be able to improve the quality of service, meet the needs of the community well and also build relationships with a more participatory approach with the community so that the services provided will produce good results.

The Treatment and Education of Autistic and Related Communication Handicapped Children (TEACCH) approach was developed to address the specific educational needs of this population through structured, visually based, and strengths-based learning. Although the effectiveness of TEACCH has been widely reported globally, studies systematically examining its application within the Indonesian educational context remain limited. This study aims to critically evaluate the effectiveness of the TEACCH approach in enhancing independent learning among children with ASD in Indonesia. Using a systematic review method based on the PRISMA protocol, 15 scholarly articles published between 2017 and 2024 were thematically analyzed to identify TEACCH’s contribution to increasing independence in academic contexts and activities of daily living (ADL). The analysis revealed that TEACCH implementation consistently enhances children’s independence, as indicated by significant improvements in academic task completion (with an average score increase of 34–50 points), as well as improvements in ADL skills such as dressing, eating, and maintaining personal hygiene. The success of this approach is determined by the integration of structural elements, such as environmental organization, the use of visual aids, consistent routines, and collaboration between teachers and parents. This study concludes that TEACCH is an adaptive, effective, and relevant approach for implementation within the Indonesian education system. The novelty of this research lies in its contextual focus on TEACCH application in Indonesia, as well as strategic recommendations for its integration into special education (SLB) and inclusive school curricula through systemic educator capacity-building.

This study aims to provide a comprehensive overview of the important role of Information Technology education in improving the quality of education, as well as the challenges and opportunities faced in its implementation. This research adopts a descriptive qualitative approach with a literature study to gather and analyze various relevant sources related to this topic. The data obtained indicate that despite significant challenges, such as the lack of adequate infrastructure and the readiness of educators to use technology, the implementation of IT in education has a significant positive impact on the quality of learning. The implementation of IT opens up great opportunities, particularly in terms of learning accessibility, which can be accessed by anyone, anytime, and anywhere. Technology also provides flexibility in teaching methods, both online and offline, allowing students to learn according to their needs and abilities. On the other hand, the use of IT can enhance the quality of learning through various innovations such as e-learning, simulations, and interactive learning tools that support a deeper and more enjoyable understanding of the material. The teaching of audio-visual media is inspired by the teaching method that the Lord Jesus applied when teaching the crowds and His disciples, “Look at the birds of the sky who neither plant nor reap nor gather into barns” (Matthew 6:34). In teaching, the Lord Jesus often used natural media as a way for Him to convey His Word. This research discusses the role of audio visual media used by teachers in delivering various topics. This research uses a qualitative approach with descriptive methods. Based on this research, it is concluded that the role of audio-visual media is so great in helping Sunday school teachers in teaching to be easily accepted and understood by children and recorded more easily in children’s memory.

The research problem focuses on how visual elements are constructed as an effective persuasive communication strategy to capture attention, evoke emotions, and influence audience perceptions and interests through the peripheral route based on the Elaboration Likelihood Model framework. The study employs a qualitative approach using content analysis of 11 Instagram posts from @colorrunfestivalid selected through purposive sampling, supported by observation and interviews. The findings indicate that visual dominance reaches 82%, characterized by the use of bright colors, expressions of happiness, and interactive activities that effectively generate emotional appeal and rapid audience engagement. Most audiences pay greater attention to visuals than to text and demonstrate a willingness to participate after viewing the experiential representations presented. The psychological effect of fear of missing out further reinforces this response. The persuasion process is found to occur predominantly through the peripheral route, marked by low cognitive elaboration and a high reliance on visual cues. The study concludes that visuals function as the primary determinant of effective digital persuasive communication, as they simultaneously construct meaning, emotion, and experiential expectations. The novelty of this research lies in affirming visuals as the core of digital persuasion strategies through the integration of emotional, social, and psychological dimensions, while also reinforcing the dominance of the peripheral route as a key mechanism in contemporary media consumption.

s Tobi, was found legally and convincingly guilty of committing aggravated theft as stipulated under Article 363 paragraph (1) point 4 of the Indonesian Penal Code (KUHP). The objective of this research is to analyze the application of criminal law in the aforementioned case, with a particular focus on two principal legal issues: (1) how law enforcement was implemented in the case in question, and (2) how the judicial decision aligns with the foundational legal principles of justice, legal certainty, and utility. The research employs a normative juridical method with a descriptive-analytical approach, and utilizes both the theory of law enforcement and the theory of criminal acts as the conceptual framework. The findings indicate that all elements of the criminal offense under Article 363 paragraph (1) point 4 of the Penal Code were fulfilled, and that the panel of judges duly considered both aggravating and mitigating factors in a balanced manner. Nonetheless, further analysis reveals that the Defendant’s role in the commission of the offense was more auxiliary in nature, thereby suggesting that the normative application of Article 55 of the Penal Code would have been more appropriate. This misapplication of legal provisions potentially gives rise to substantive injustice and opens the possibility for further legal remedies. The study concludes that although the formal procedures of law enforcement were conducted in accordance with prevailing legal standards, there exists a substantive deficiency in the identification of the perpetrator’s role, which adversely affects the overall fairness of the verdict. The novelty of this research lies in its critical analysis of the accuracy of judicial application of substantive criminal norms and the imperative of rigorous judicial reasoning in sentencing, aimed at reinforcing the integrity and consistency of the Indonesian criminal justice system.

llenges, such as limited resources, a lack of community capacity in management, and dependence on external parties. This study aims to analyze community empowerment based on local participation through the management of the tourism village, using the community empowerment theory proposed by Jim Ife. The study emphasizes the importance of resource, opportunity, knowledge, and skill indicators in supporting the success of community empowerment. This research employs a qualitative descriptive method, collecting data through in-depth interviews, field observations, and documentation. The primary informants of the study include community leaders, local business actors, and tourism village managers. The findings reveal that empowerment through resource indicators has increased the income of craft businesses by 150%, from IDR 2 million to IDR 5 million per month. Furthermore, the opportunity indicator successfully opened avenues for the community to manage homestays, increasing income by up to 70% compared to previous levels. The knowledge and skill indicators also proved significant, with more than 90% of the community actively participating in training, which supports the sustainable economy of the tourism village. The conclusion of this study highlights that community empowerment based on local participation has a positive impact on the economic independence of the Panglipuran Village community. The novelty of this research lies in the integration of community empowerment elements with local wisdom values, such as mutual cooperation and cultural preservation. This model contributes not only to economic development but also serves as a best practice example in sustainable local participation-based tourism village management.
