The research method used is a descriptive method with a qualitative approach. Descriptive research method is a method in examining a group of people in an object, a system of thought, or in a class of events in the present. The purpose of this descriptive research is to make a description, general picture or painting systematically, factually, and accurately regarding the facts, characteristics and relationships between the phenomena being investigated. The results of this study are 1) The absorption of community aspirations has not fully run well due to limited human resources, minimal facilities and budget, budget limitations and ineffective coordination and communication; 2) The absorption of aspirations is conveyed through formal activities such as the participation of DPRD members in the Musrenbang conducted by the West Nias Regency Government, Recess, Working Visits or sudden inspections and through informal activities carried out by council members on a daily basis (without a prior schedule). ; 3) Public participation in channeling their aspirations is conveyed through personal and/or group complaints, both directly and indirectly, such as through correspondence, mass media, social media and electronic media.

Leadership Communication that makes HR as planners, implementers and controllers who always play an active role in achieving organizational goals, and have thoughts, feelings and desires that can influence their attitudes in work. Conversely, the organization where they are sheltered is expected to provide rewards and awards fairly or objectively so that through these rewards ASN can be motivated to improve the quality and quantity of their work. This study aims to describe the form of leadership communication strategies, employee work motivation, and at the same time determine the effect of leadership communication strategies in increasing employee work motivation at the Medan City Cultural Office. The study used a descriptive qualitative approach and type of research through interviews and observations of informants to obtain research data. The results of the study indicate that the leadership communication strategy of the Cultural Office still needs to be improved in the area of clarity and even distribution of organizational messages that should be adjusted to its main duties and functions. Furthermore, it was found that intrinsic motivational factors, such as recognition, were the dominant factor in driving work motivation. Finally, it was found that the leadership communication strategy implemented influenced the increase or decrease in employee work motivation at the Medan City Cultural Service.

Penggunaan berlebihan ini membuat remaja kesulitan mengelola waktu, mengurangi konsentrasi, sering menunda-nunda tugas, dan mempengaruhi motivasi belajar mereka. Penelitian ini bertujuan untuk mengetahui hubungan antara motivasi belajar dan penggunaan smartphone pada remaja kelas VIII di SMP Negeri 25 Padang Tahun 2025, dengan pengumpulan data dilakukan pada 26-28 Mei 2025. Populasi penelitian terdiri dari 261 siswa kelas VIII di SMP Negeri 25 Padang pada tahun 2025. Sampel sebanyak 72 responden diambil menggunakan rumus Slovin dengan teknik sampling acak. Pengumpulan data dilakukan menggunakan lembar observasi dan kuesioner MSLQ, dianalisis secara univariat dan bivariat menggunakan uji Chi-Square. Hasil menunjukkan bahwa 45,8% remaja memiliki motivasi belajar rendah, sementara 44,4% memiliki penggunaan smartphone yang tinggi. Secara bivariat, terdapat hubungan antara motivasi belajar dan penggunaan smartphone pada remaja kelas VIII di SMP Negeri 25 Padang tahun 2025. Diharapkan guru dapat meningkatkan program pendidikan tentang penggunaan smartphone yang sehat dan menciptakan lingkungan belajar yang kondusif.
Smartphone use among adolescents is increasing along with easier acces to information, entertainment, and social media. According to APJII (2024), 98% of adolescents use smartphones, while data from the West Sumatra Statistics Agency (2024) shows that 67,78% of adolescents have acces to smartphones. This excessive use makes it difficult for teenager to manage their time, reduces their concentration, causes them to frequently procrastinate, and affects their motivation to learn. This study aims to determine the relationship between learning motivation and smartphone use among eight-grade students at SMP Negeri 25 Padang in August 2025, with data collection carried out on May 26-28, 2025. The study population consisted of 261 eight-grade students at SMP Negeri 25 Padang in 2025. A sample of 72 respondents was taken using the Slovin formula with random sampling technique. Data collection was conducted using observation sheets and MSLQ questionnaires,analyzed univariately and bivariately using the Chi-Square test. The results showed that 45,8% of adolescents had low learning motivation, while 44,4% had high smartphone usage. Bivariate there is a relationship between learning motivation and smartphone use among eight-grade students at SMP Negeri 25 Padang in 2025. It is hoped that teachers can improve educational programs on healthy smartphone use and create a create a conducive learning environment.

This is where the need for certainty of law in settling the dispute in question arises, and how the Constitutional Court's decision for certainty of law can be realized in Islamic banking disputes. Research results explain that the Decision of the Constitutional Court Number 93/PUU/X/2012 confirms certainty of law by deleting dualism of authority justice, making the Religious Court as an institution the sole authority to finish Islamic banking through track litigation. Thus, it can be concluded that this decision cancels the explanation of Article 55 paragraph (2) of the Sharia Banking Law, eliminates forum selection to the District Court; however, it still allows non-litigation settlement, such as Sharia arbitration. The settlement process of disputes in Islamic banking, as arranged in Article 55 paragraph (1), (2), and (3) of the Sharia Banking Law, has given duties and authorities to courts in the neighborhood religious courts.

This study uses a descriptive normative research method to analyze the legal issues related to such actions. The findings indicate that the legal recourse available to debtors in specific circumstances significantly impacts creditors. This leads to uncertainties regarding payment, especially if the debtor decides to file for legal action. Additionally, these uncertainties can affect the creditor's business operations. The Constitutional Court's decision, subsequently reinforced by a Circular Letter from the Supreme Court, does not adequately address the gaps in legal certainty faced by creditors. This situation complicates creditors' efforts to secure their rights, which are the obligations of the debtor.

outh Sulawesi. Using a quantitative explanatory approach and survey method, data were collected from 120 respondents and analyzed through Structural Equation Modeling (SEM) using SmartPLS. The study examines three leadership styles—transformational, transactional, and distributed—and their impact on teaching quality, institutional governance, student outcomes, and academic services. The findings reveal that all three leadership styles positively affect higher education quality, with transformational leadership having the most significant impact, followed by distributed and transactional styles. These results underscore the importance of visionary and participative leadership in improving institutional performance, particularly in regional universities facing resource and structural limitations. The study contributes theoretically by validating leadership models in a non-Western context and practically by offering insights for leadership development policies. It highlights the need for adaptive leadership strategies tailored to local academic cultures and institutional dynamics to enhance educational quality in Indonesian higher education.

research. The informants in this study consisted of MUI officials in North Sulawesi Province and non-Muslim MSME actors in Manado City. The results of this study indicate that: Non-Muslim SME actors have demonstrated a high level of adaptation to halal certification regulations through gradual and pragmatic strategies. They began by improving hygiene, recording raw materials, and participating in training and capacity-building programs. These strategies reflect that the actors do not reject the regulations but require an approach tailored to their capacities. In many cases, halal certification is even positioned as a branding tool and a means of market expansion, rather than merely legal compliance. This adaptation also reflects the success of a values-based approach rooted in the principles of maqasid, where regulations are accepted as meaningful and beneficial ethical business practices. Through a dialogic and contextual approach, non-Muslim SME operators have successfully transformed halal certification into an opportunity rather than a threat to their identity.

Core”. The main objective is to understand how conversational maxims and implicatures are applied in the context of podcasts to convey messages about self-confidence and self-love to listeners. The methods used are conversational analysis based on pragmatics theory, conversational analysis based on Grice's (1975), theory of maxims and qualitative methods based on Creswell's (2007), theory then the data analyzed are transcriptions of Selena Gomez podcasts that have been selected based on their relevance to the research topic. The analysis is done by looking at how each conversational maxim (maxims of quantity, quality, relevance, and manner) and the two existing implicatures (conventional implicature and conversational implicature) are applied in the verbal expressions in the podcast. The result is that the four maxims and two implicatures are all found in Selena Gomez's podcast.
