The need for freight forwarding services is increasing to meet people's needs. The number of goods delivery service partners makes it difficult for the community to choose and determine the best freight forwarding partners. The increasingly fierce competition conditions, making every company must be able to survive, even must be able to continue to grow. One important thing that needs to be done and considered by every company to be able to survive and develop is to maintain the quality of service to the consumer's satisfaction. In choosing the best freight forwarding partner, a mechanism is needed to be able to deliver goods that are truly feasible. One of them can be done using the Decision Support System using the TOPSIS method. based on predetermined criteria which will be considered to be the best partner in the delivery of goods services in Kota Kisaran based on the concept by comparing existing alternatives such as JNE, TIKI, Post Office Indonesia, J & T, and Indah Cargo. Based on each criterion by determining the value of the weight taken from the appropriate research from the object that has been determined Keywords: Decision Support System, Topsis Method, Freight Forwarding Partner   Abstrak: Perkembangan industri jasa pengiriman barang mengalami peningkatan yang cukup pesat. Era globalisasi menuntut manusia untuk memiliki mobilitas yang tinggi. Sejak diberlakukannya pasar bebas di Indonesia, membuka arus perdagangan barang atau jasa menjadi tidak terbatas. Kebutuhan akan jasa pengiriman barang semakin meningkat untuk memenuhi kebutuhan masyarakat. Banyaknya mitra jasa pengiriman barang membuat para masyarakat sulit dalam memilih dan menentukan mitra jasa pengiriman barang yang  paling baik. Kondisi persaingan yang semakin ketat, membuat setiap perusahaan harus mampu bertahan hidup, bahkan harus dapat terus berkembang. Salah satu hal penting yang perlu dilakukan dan diperhatikan oleh setiap perusahaan untuk dapat bertahan hidup dan berkembang adalah mempertahankan kualitas layanan terhadap kepuasaaan konsumen. Dalam pemilihan mitra jasa pengiriman barang yang terbaik diperlukan mekanisme untuk dapat mengirimkan barang yang benar-benar layak. Salah satunya dapat dilakukan dengan menggunakan Sistem Pendukung Keputusan dengan metode TOPSIS. berdasarkan kriteria yang sudah ditentukan yang akan dianggap menjadi mitra jasa pengiriman barang terbaik di Kota Kisaran berdasarkan konsep dengan membandingkan alternatif-alternatif yang ada seperti JNE, TIKI, Kantor Pos Indonesia, J&T, dan Indah Cargo. Problems… that occur on the system that is running, difficulty when looking for the required data, often occur repetition of data when writing data on lapora, error writing data so that the reported data does not match the actual data. With the ongoing system, resulting in ineffectiveness in working on reports and time to process data on the construction of road construction is inefficient. In the proposed system is a computerized system to help process the data construction of road construction so that the problems encountered so far can be resolved. The construction of the old system on the new system will apply the Waterfall method. Excess waterfall method, practical in their systems, Development of a structured and controlled make the quality of the software is maintained. Barettamuda Pratama Padang berjalan pada kegiatan pendistribusian bahan pembangunan jalan pada PU Bina Marga. Aplikasi yang digunakan untuk pengolahan data bahan konstruksi hanya sebatas Microsoft Office. Permasalahan yang terjadi pada sistem yang sedang berjalan, kesulitan ketika mencari data yang dibutuhkan, sering terjadi pengulangan data saat menuliskan data tersebut pada lapora, kesalahan penulisan data sehingga data yang dilaporkan tidak sesuai dengan data yang sebenarnya. Dengan sistem yang sedang berjalan,mengakibatkan ketidakefektifan dalam mengerjakan laporan dan waktu untuk mengolah data pelaksanaan konstruksi pembanguan jalan tidak efesien. Pada sistem yang diusulkan merupakan sistem yang sudah terkomputerisasi untuk membantu memproses data pelaksanaan konstruksi pembangunan jalan sehingga permasalahan yang dihdapi selama ini dapat teratasi. Pembangunan sistem lama pada sistem baru akan menerapkan metode Waterfall. Implementation of the Waiting List Policy in the Administration of the Hajj Pilgrimage at the Office of the Ministry of Religious Affairs of Central Maluku Regency

Abstract: This study analyzes the implementation of the waiting list policy in the administration of the Hajj pilgrimage at the Office of the Ministry of Religious Affairs of Central Maluku Regency. A descriptive qualitative approach… ach was used to examine how the policy is translated into public service practices, particularly in a local context where the waiting period has reached approximately 18 years, with about 2,500 prospective pilgrims and an annual quota of 135 people. Data were obtained through interviews, observation, and document review involving officials responsible for Hajj and Umrah services and relevant community informants. The data were analyzed using the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings show that policy implementation is supported by four interrelated factors: bureaucratic structure, resources, communication, and the disposition of implementing officers. A clear organizational structure and standard operating procedures facilitate coordination and accountability. Competent human resources, adequate facilities, and the use of Siskohat strengthen service accuracy and transparency. Multi-channel communication helps reduce misunderstanding, while professional and empathetic officer attitudes build public trust. The novelty of this study lies in its local-level analysis of Hajj waiting list implementation in an archipelagic regency. The study implies that transparent, responsive, and humanistic public services are essential for maintaining fairness and legitimacy in long-term Hajj queue management.

The Effect of Timeliness, Transparency, and Effectiveness of Recommendations on Audit Quality (Study at the Audit Board of Southeast Sulawesi Province)

Abstract: This study aims to analyze the influence of timeliness, transparency, and the effectiveness of recommendations on audit quality at the Audit Board(BPK) of Southeast Sulawesi Province. The research focuses on an economic-financial… financial perspective, namely how these three variables play a role in improving the efficiency of fiscal governance, public spending accountability, and the effectiveness of state financial oversight. Research data were obtained through questionnaire distribution and audit document analysis. The results show that timeliness has a significant effect on audit quality because it is able to maintain the relevance of findings and accelerate follow-up. Transparency has a significant effect on increasing public trust and auditor credibility. The effectiveness of recommendations has the strongest influence on audit quality because it determines the implementation of financial governance improvements in audited entities. This study emphasizes the importance of promoting a fast, open, and responsive audit system to improve the quality of state financial management

Optimizing The Strengthening Of Lecturer’s Professional Commitment Based On Local Wisdom And Organizational Support

Abstract: This study aims to construct an integrated constellation model and determine optimal strategies for reinforcing lecturers’ professional commitment at leading private universities in Bogor. Utilizing the POP-SDM (Modeling… ng and Optimization of Management Resources) framework, the research integrates elements of local wisdom and organizational support within a systemic approach to human resource development. The exploratory qualitative phase involved in-depth interviews and focus group discussions to uncover major determinants influencing professional commitment. From the thematic analysis, four principal variables emerged—teamwork, organizational climate, religiosity, and work motivation—which were validated through expert judgment. Quantitative verification was subsequently performed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) technique to examine both direct and indirect relationships among constructs. The analysis confirmed that all variables exert positive and significant effects on lecturers’ professional commitment, with work motivation being the most dominant factor. To refine improvement priorities, the SITOREM (Scientific Identification Theory for Conducting Operational Research in Educational Management) method was applied, identifying indicators that should be improved, maintained, or further developed. The findings offer empirical and practical insights, including: (1) a validated POP-SDM–based commitment model combining cultural and organizational dimensions; (2) evidence-based strategies to enhance lecturer professionalism; and (3) an optimization framework to guide sustainable lecturer development in higher education institutions.

Legal Protection for Investors in Case of Stock Fraud in the Capital Market

Abstract: The Indonesian capital market plays a pivotal role in mobilising long-term financing for corporations and providing investment opportunities to the public. However, persistent stock fraud cases undermine market integrity… and investor confidence. This study aims to evaluate the effectiveness of the existing legal framework for investor protection against stock fraud, analyse its practical implementation, and recommend measures to strengthen both preventive and repressive mechanisms. Employing a normative legal research design with a qualitative approach, the study integrates statute, conceptual, and case approaches, focusing on Law No. 8 of 1995 on Capital Markets, OJK regulations, the Criminal Code, and notable cases such as PT Hanson International Tbk. The findings reveal that while the legal framework normatively aligns with the Legal Protection Theory, Justice Theory, and Legal Effectiveness Theory, substantial gaps remain between regulation and enforcement. Weak supervisory coordination, delayed intervention, lengthy judicial processes, and low investor legal literacy reduce effectiveness. Recommended reforms include adopting regtech and suptech, enhancing cross-agency data integration, implementing AI-based surveillance, establishing a specialised capital market court, and strengthening investor education. The study concludes that combining regulatory improvements, adaptive enforcement, and public legal empowerment is essential to safeguard investors, maintain market integrity, and promote sustainable economic growth.

Islamic Education Management In The Society 5.0 Era: Building A Educational System That Is Responsive To Technological And Social Changes

Abstract: This research aims to analyze Islamic education management in facing the Society 5.0 era, characterized by the integration of digital technology in social and educational life. Using a mixed-methods approach, this research… ch collected quantitative data through surveys of 150 respondents from Islamic educational institutions and qualitative data through in-depth interviews with 15 school principals and pesantren administrators. The research results show that although technology has been adopted by most Islamic educational institutions, significant challenges arise related to infrastructure limitations, teachers' digital skills, and access disparities in various regions. Adaptive and technology-based leadership plays a crucial role in designing policies that support digital transformation in Islamic educational institutions. Moreover, the integration of Islamic values with technology has also proven to be important in maintaining the identity and morality of Islamic education. This research suggests the importance of intensive training for educators and equitable access to technology so that Islamic education management can be more responsive to social and technological changes, and capable of improving the quality of education in the future.

The Function of the Deposit Insurance Corporation (LPS) as a Legal Protection Strategy for Customer Deposits Due to Bank Liquidation

Abstract: This research aims to explore the role of the Deposit Insurance Corporation (LPS) in protecting customers when banks fail. The research methods used include policy analysis, case studies of failed banks, and reviews of related… elated laws. It is hoped that the research results will provide a deeper understanding of the effectiveness of the legal protection provided by LPS to customers in the context of bank failures and the related compensation claims process. The Deposit Insurance Corporation (LPS) has a crucial role in protecting customer deposits when banks experience liquidation. In this context, LPS functions as a legal protection strategy for customer deposits held in banks. This action is important to maintain public confidence in banking amidst economic uncertainty. In response to the 1998 monetary crisis, the Indonesian government issued a policy of guaranteeing bank payments, including public deposits, through LPS. The importance of LPS is revealed when banks experience failures that have the potential to threaten the security of customer funds. In this situation, LPS guarantees the customer's refund up to a certain limit, providing the necessary financial protection. This creates a sense of security for customers and promotes banking system stability. With LPS, customers can be assured that their funds are safe even if unexpected events occur in the banking world. The role of LPS as a deposit insurance institution is inherent in the government's efforts to regulate and supervise the financial sector. LPS plays a role as the front guard in protecting customer interests, maintaining financial system stability, and preventing potential losses that could arise due to the possibility of bank failure.

Qualitative Study: Compliance with the Implementation of Covid-19 Health Protocols at Jambi City Tourist Attractions

Abstract: The Corona Virus Disease 2019 (Covid-19) pandemic was first known to have appeared in Wuhan City, China in December 2019 and was declared a global pandemic by the World Health Organization (WHO) on March 12 2020. This virus… rus has spread very quickly to several countries in the world, including Indonesia where the Covid-19 pandemic has been designated as a type of disease that causes a Public Health Emergency on March 31 2020. With this determination, mitigation efforts must be carried out in accordance with statutory regulations in emergency response period for handling Covid-19. Tourist attractions have the potential to become a locus for the spread of COVID-19 if there is a gathering of visitors while traveling, causing the need for health protocols in carrying out activities at that location. This research uses qualitative research which aims to gather information about the compliance of people at tourist attractions with the health protocols implemented in Jambi City. The results of this research show that the implementation of the health protocol, namely 5M (wearing a mask, washing hands, maintaining distance, staying away from crowds and reducing mobility) is carried out well and is carried out directly by the government and tourist attraction owners through CHSE (Clean Health Safety and Environment). And the community has good knowledge, attitudes and behavior in complying with the health protocols implemented. The conclusion of this research is that the implementation of health protocols at various tourist attractions in Jambi City has gone well with supervision carried out by the government and tourist owners.
