Abstract: Increased productivity in SMEs in terms of quality service delivery is crucial for economic growth and development. Most SMEs are bedevilled with destructive workplace deviant behaviour, particularly the incivility of owners/managers… ners/managers and employees towards customers, which have different consequences for workplace performance parameters such as a decline in sales, low patronage, and by extension, weak gross domestic product contribution. This condition has an impact on school closures, students learn from… m home and teachers teach from home. The condition of the Covid-19 pandemic as a new era of Distance Learning. Distance Learning with online/offline/hybrid learning modes as an effort to provide educational services to students. The purpose of this study was to identify and analyze the management of learning strategies in elementary schools during the Covid-19 pandemic to maintain the quality of education. The policy that underlies this research is the Decree of the Minister of Education and Culture Number 719/P/2020 concerning Guidelines for Implementing Curriculum in Education Units in Special Conditions. This research is based on George R. Terry's Theory of Management Functions, according to him “There are 4 management functions, which in the management world are known as POAC; Namely: planning, organizing, actuating and controlling. The approach in this research is a qualitative approach, with a case study type of research method. The research was conducted at Sirnagalih State Elementary School and Al Azhar Syifa Budi Parahyangan Elementary School (ASBP) West Bandung Regency with the research subjects being students. Research results: 1) Schools implement learning strategy management by preparing program plans (materials, strategies, assessments) that are adapted to the Emergency Curriculum and synergize with related parties to carry out learning during the Covid-19 pandemic. 2) Schools have carried out efforts to maintain the quality of education during the Covid-19 pandemic but have not been optimal. This is evidenced by the vast differences between one school and another. On the one hand, there are schools that implement very good distance learning with learning programs and strategies during the Covid-19 pandemic that are well planned by organizing human resources by conducting in-house training, but in other schools distance learning is carried out simply because schools have not establish learning policy guidelines during the Covid-19 pandemic. 3) Implementation of elementary school learning during the Covid-19 pandemic with online/offline/hybrid learning modes. 4) There are several obstacles in primary school learning during the Covid-19 pandemic, including the limitations of studying the Emergency Curriculum with studies on the selection of Core Competencies and Basic Competencies, the fulfillment of facilities and infrastructure, the condition of teachers who when carrying out learning still refers to student books as learning resources. 5) There are solutions to overcome obstacles including schools being required to improve teacher competence to be technology literate, designing adaptive curricula and facilitating adequate infrastructure, as well as Hybrid Learning with visiting teachers (Jarunjung). The conclusion of this study is that the management of learning strategies in elementary schools during the Covid-19 pandemic to maintain the quality of education has been attempted by implementing Distance Learning both online/offline/hybrid learning, but the results have not been optimal.

Arrest and Detention in Indonesian Criminal Procedure Code under Human Rights Perspective

Arif Setiawan, Muhammad
Abstract: This paper aims to analyze the regulatory framework on arrest and detention in Indonesian Criminal Procedure Code under human rights perspective. This study employed doctrinal legal research using statute and conceptual… approaches. The findings of this research reveal that the principles of law enforcement and human rights, which include the principles of legality, necessity, and proportionality, are essentially general principles that can be used to determine whether state actions that interfere with citizens' rights and freedoms violate or do not violate human rights. The legal provisions concerning arrest and detention did not fit the human rights standpoint particularly in the context of procedure and the length of detention. The proportionality and the necessity principle have not been fully considered as the ethical basis for arresting the perpetrator of a crime. Hence, what is needed is to amend the Criminal Procedure Code considering the adoption of both necessity and proportionality principle in the arrest and detention.

Toward the Specific Criminal Procedures for Disabled Persons in Indonesia

Amin, Muhammad
Abstract: This paper aims to analyze the need for the specific criminal procedure for disabled persons in Indonesian criminal justice system. This study employed doctrinal legal research using statute and conceptual approaches. The… e findings of this research reveal that the criminal justice system is based on the normalcy concept, which holds that everyone is physically and cognitively normal. As a result, the investigation, prosecution, and examination processes in court proceedings are exclusively aimed at and created for regular people. Persons with disabilities have been pushed to the margins and perhaps ignored. Persons with disabilities' rights are frequently infringed, both as perpetrators and as witnesses/victims of criminal activities. The medical method should be abandoned in favor of a social approach for the criminal justice system to be pro-people. What's needed is for law enforcement to do their jobs at each stage of the criminal justice system so that people with disabilities can have a fair trial. In the early phases of the criminal justice process, a profile assessment is required to determine the character, challenges, and requirements of people with disabilities.

Model Hybrid Fuzzy-Weighted Product Evaluasi Kinerja Honorer

Lia Umbari Putri, Rolly Yesputra, Jeperson Hutahaean
Performance evaluation of honorary employees in public institutions often relies on subjective linguistic assessments, leading to evaluator bias and limited accountability. To address this, this paper proposes a Hybrid Fuzzy-Weighted Product (Fuzzy-Weighted Product) model. Fuzzy Logic is adopted to transform linguistic terms into Triangular Fuzzy Numbers (TFN) and crisp scores, while the Weighted Product method aggregates these scores based on multi-criteria weights. The model was evaluated using a case study of ten honorary employees across five criteria: discipline, responsibility, work quality, cooperation, and initiative. The experimental results demonstrate that the hybrid model successfully minimizes evaluator subjectivity and delivers mathematically reproducible rankings. A sensitivity analysis confirms the stability of the final rankings, making the proposed Hybrid Fuzzy–Weighted Product model highly suitable as a core framework for decision-support systems in public sector performance appraisal.
