Human Resource Management Transformation in The Digital Era: Innovations and Challenges In Startups

Abstract: The digital disruption era has significantly impacted startups, requiring them to adopt innovative Human Resource Management (HRM) strategies to remain competitive. This study examines HRM technology adoption, including AI-based… ng AI-based recruitment, cloud-based HRIS, and digital collaboration tools, and the challenges that hinder their full implementation. Despite the benefits, budget constraints, lack of managerial support, and low digital competencyremain major obstacles. Using a qualitative descriptive approach, data were collected from Indonesian startups through in-depth interviews, observations, and document analysis. Findings indicate that startups with clear digital transformation roadmaps, strong leadership engagement, and structured employee training programs are more successful in integrating HRM technology. However, many startups still rely on manual HR processes, limiting efficiency and innovation. This study highlights that HRM should be a strategic function rather than an administrative task, focusing on technology-driven efficiency, digital upskilling, and cultural adaptation. To ensure sustainable growth, startups must prioritize digital innovation, workforce development, and managerial commitment in their HRM transformation.

Abstract: Public procurement plays a pivotal role in driving economic development, particularly in developing nations like Ghana, where government spending accounts for a substantial 70% of the national budget, significantly impacting… ting GDP. This study critically examines the impact of public procurement reforms, notably the Public Procurement Act of 2003 (Act 663) and its subsequent amendments, on Ghana's economic trajectory. These reforms were strategically implemented to enhance transparency, accountability, and efficiency in public resource management. Analysis of key indicators reveals a mixed landscape of outcomes. While the Act has demonstrably improved procurement processes, reduced instances of corruption by a significant 25%, and streamlined public spending efficiency by 15% over the past decade, persistent challenges remain. These include inadequate institutional capacity, inconsistent enforcement of legal frameworks, and limited stakeholder engagement, collectively hindering the full realization of the reforms' transformative potential. Employing a mixed-methods approach, including secondary data analysis and in-depth interviews with government officials, procurement professionals, and civil society representatives, this study provides critical insights. While procurement reforms have made tangible contributions to economic growth  evident in an estimated 10% annual savings in government expenditure significant enhancements are imperative in areas such as capacity building, regulatory enforcement, and fostering robust public-private collaboration. The study concludes with a set of actionable recommendations for stakeholders, including the imperative to strengthen institutional frameworks, promote ethical procurement practices, and cultivate inclusive stakeholder engagement. These measures are crucial for maximizing the impact of procurement reforms and ensuring sustainable economic development in Ghana.

Semen Indonesia Unit Tonasa, a major player in the cement manufacturing industry, faced challenges in managing its large and diverse workforce, including slow recruitment processes, inconsistent performance evaluations, and inefficient data management. To address these challenges, the company adopted cloud-based HR management systems, automated recruitment tools, and performance management software, allowing for real-time monitoring and data-driven decision-making. The results of this digital transformation were notable: recruitment time was reduced by 30%, performance evaluations became more transparent and objective, and employee engagement increased through self-service portals and online learning platforms. The integration of real-time data analytics enabled HR managers to make more informed decisions, aligning HR practices with organizational goals. Despite facing resistance to change and technical challenges related to system integration, the company effectively managed the transition through comprehensive training and ongoing support. Abstract: The culinary industry in Indonesia has witnessed a surge in the growth of Micro, Small, and Medium Enterprises in recent years. These enterprises, known as culinary MSMEs, have played a pivotal role in the country's economic… omic development. To remain competitive in the dynamic market, these MSMEs need to embrace innovative and creative strategies that can drive their growth and sustainability. This paper aims to provide a comprehensive understanding of the innovation and creativity strategies employed by Indonesian culinary MSMEs and identify the key factors that contribute to their success. The study found that culinary MSMEs in Indonesia can adopt a range of innovative and creative strategies to enhance their competitiveness. These may entail developing novel and distinctive menu offerings, implementing efficient production processes, leveraging digital technologies for marketing and customer engagement, and fostering an organizational culture that promotes innovation. By adopting a customer-centric approach and remaining responsive to evolving market trends, these enterprises can distinguish themselves from competitors and maintain a leading position in the industry. A systematic review of the existing literature also reveals that culinary MSMEs in Indonesia face various challenges, including financial constraints, lack of human resources, and limited access to information and technology. To address these challenges, collaboration with external parties, such as the government, research institutions, and universities, can be a crucial step in enhancing the innovation capabilities of these enterprises.

Abstract: Artificial intelligence is likely to have a significant impact on marketing strategies and customer behaviors in the years ahead. Research in this field has grown considerably, demonstrating AI's ability to simulate human… n behavior and perform tasks intelligently. With growing interest among marketing researchers and practitioners, this research aims to provide an overview of the evolution of both marketing and AI research fields. This paper explores the emerging role of artificial intelligence in personalized engagement marketing, which focuses on creating, communicating, and delivering customized offerings to customers. Utilizing the Systematic Literature Review technique, we examined over 300 academic articles to uncover prevalent themes and gain a deeper understanding of current AI utilization in marketing. We then propose a plan for future research that examines potential changes in marketing strategies and customer behaviors while emphasizing critical policy considerations related to privacy, bias, and ethics. The implications for marketing managers are discussed along with predictions about how AI will impact branding and customer management practices going forward. Our research highlighted several benefits of integrating AI into marketing such as improved customer interactions, increased revenue, reduced expenses, and enhanced overall efficiency. However, this research also pointed out areas requiring further investigation including challenges posed by AI integration like shortage of skilled personnel and data privacy concerns.

Abstract: This international community service program aims to improve community welfare through the synergy of health technology and effective communication strategies in Timor Leste. The program was motivated by limited access to… o health services, low health literacy, and contextual challenges in health communication within the community. The implementation methods included health education, training on the use of simple health technologies, community mentoring, and strengthening culturally based health communication. The activities were conducted collaboratively by involving local health workers, community members, students, and lecturers as part of international cooperation. The results indicate an improvement in community understanding of basic health pravtices, more optimal use of health technology, and increased active participation in maintaining personal and community health. In addition, the establishment of international collaboration networks supported the exchange of knowledge and best practices. The evaluation shows that an integrative and participatory approach was effective in supporting program sustainability, despite challenges related to infrastructure limitations and digital literacy. Overall, this community service program contributes significantly to enhancing health literacy and community welfare and can serve as a model for international community engagement based on health technology and communication.

Abstract: Equivalency education is one of the nonformal education services that plays an important role in expanding educational access for individuals who are unable to complete formal education. The success of equivalency education… ion programs is determined not only by the availability of educational access but also by learners’ participation in the learning process. This study aims to analyze the strengthening of educational access and learner participation through the equivalency education program at PKBM Minda Utama, Bandung City. The study employed a qualitative approach using a case study method. Data were collected through in-depth interviews, observations, and document analysis involving PKBM managers, tutors, and learners. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña, consisting of data condensation, data display, and conclusion drawing. The findings indicate that educational access was strengthened through flexible learning schedules, simplified administrative requirements, and continuous program socialization to the community. Learner participation was reflected in active engagement during learning activities, supported by communicative, contextual, and needs-based learning approaches. The success of the program was supported by managerial commitment, tutor competence, and increasing public awareness of the importance of education, while economic constraints, work demands, and limited facilities remained challenges. The study concludes that educational access and learner participation are interrelated dimensions that determine the success of equivalency education programs. Therefore, strengthening both dimensions should be viewed as an integrated effort to improve the effectiveness of equivalency education and support lifelong learning
