PARTICIPATION IN ABSORPTION AND DISTRIBUTION OF ASPIRATIONS IN THE FRAMEWORK OF STRENGTHENING THE FUNCTION OF THE DPRD OF WEST NIAS DISTRICT, NORTH SUMATRA PROVINCE

Abstract: Thus, continuous efforts are needed to increase community participation in democracy and participate in filling development. The higher level of community participation in providing suggestions, opinions, input, constructive… tive criticism and other forms of participation will indicate the level of quality of the development and governance process starting from planning, implementation / implementation, and control and supervision. The purpose of this study is to analyze the implementation of community aspiration absorption carried out by the West Nias Regency DPRD and analyze the participation carried out by the community in channeling their aspirations through the West Nias Regency DPRD. The research method used is a descriptive method with a qualitative approach. Descriptive research method is a method in examining a group of people in an object, a system of thought, or in a class of events in the present. The purpose of this descriptive research is to make a description, general picture or painting systematically, factually, and accurately regarding the facts, characteristics and relationships between the phenomena being investigated. The results of this study are 1) The absorption of community aspirations has not fully run well due to limited human resources, minimal facilities and budget, budget limitations and ineffective coordination and communication; 2) The absorption of aspirations is conveyed through formal activities such as the participation of DPRD members in the Musrenbang conducted by the West Nias Regency Government, Recess, Working Visits or sudden inspections and through informal activities carried out by council members on a daily basis (without a prior schedule). ; 3) Public participation in channeling their aspirations is conveyed through personal and/or group complaints, both directly and indirectly, such as through correspondence, mass media, social media and electronic media.

ORGANIZATIONAL COMMUNICATION CLIMATE IN IMPROVING THE PERFORMANCE OF EMPLOYEES OF THE REGIONAL DISASTER MANAGEMENT AGENCY (BPBD) OF KARO DISTRICT

Abstract: Poor communication is caused by a lack of communication , unclear task formulation, unclear responsibilities in units, which causes complicated procedures and work implementation, and employees are unaware of each other's&#8230; s cooperation. This condition will certainly lead to poor coordination and influence employee performance that is less than optimal. The purpose of this study was to determine the effect of organizational communication climate on employee performance at the Karo Regency Regional Disaster Management Agency (BPBD) . This research used the methods of validity testing of research instruments, reliability testing of research instruments, classical assumption testing, descriptive statistical analysis, multiple linear regression analysis, and research hypothesis testing. Linear regression equation Y = 7, 429 + 7 74 X. The results of the t-test of Organizational Communication Climate (X) with the calculated t-value of the Organizational Climate variable is 1 8.378 and the t- table value is 1.70814 , so the calculated t-value > t -table (1 8.378 > 1.70814 ) and the sig value < 0.05 (0.000 <0.05) . The results of the R- square coefficient of determination are 932. This shows the understanding that the increase in the Performance of Karo Regency Regional Disaster Management Agency (BPBD) Employees is influenced by 93.2% by the Organizational Communication Climate while the remaining 6.8% is influenced by other factors outside this study such as personal factors, situational factors, leadership style and compensation.

THE EFFECT OF DOLOMITE AND NPK FERTILIZER APPLICATION ON GROWTH

Abstract: This research was conducted at the UPT Benih Induk Palawija located in North Sumatra, precisely at Jl. Pendidikan No. 23, Tanjung Selamat, Sunggal District, Deli Serdang Regency, the research was conducted in the period&#8230; of June--September 2023. RAK or Randomized Block Design through factorial with two treatment factors was used as the method of this research. Three levels namely: D1 = 0 g / plot (0 kg / ha), D2 = 40 g / plot (270 kg / ha), D3 = 60 g / plot (400 kg / ha), the three of them became the first factor of dolomite (D) dosage which was grouped into three levels. In addition, N1 = 30 g / plot (200 kg / ha), N2 = 45 g / plot (300 kg / ha), N3 = 60 g / plot (400 kg / ha), the three of them became the second factor of NPK Mutiara fertilizer dosage which was divided into three levels. Dolomite application, 60 g/plot produces optimal yield and growth of peanut plants, namely the weight of 100 dry seeds, plant height, pod weight per plot, flowering age, pod weight per plant, number of branches, number of filled pods per plant, number of gynophores per plant, number of empty pods per plant, and total number of pods per plant are significantly affected by dolomite application. Meanwhile, application of NPK Mutiara fertilizer with a dose of 60 g/plot shows the same thing. The combination of dolomite and NPK Mutiara fertilizer only has a significant effect on the number of gynophores per plant.  

Tinjauan Hukum Administrasi Negara Terhadap Efektivitas Pemungutan Retribusi Sampah Berdasarkan Perda Bangkalan No. 1 Tahun 2024

Abstract: AbstrakPenelitian ini bertujuan mengkaji efektivitas pemungutan retribusi pelayanan persampahan di Kabupaten Bangkalan pasca berlakunya Peraturan Daerah Kabupaten Bangkalan Nomor 1 Tahun 2024 tentang Pajak Daerah dan Retribusi&#8230; ribusi Daerah. Melalui pendekatan Hukum Administrasi Negara, kajian ini membedah keabsahan wewenang, instrumen yuridis, dan hambatan operasional Dinas Lingkungan Hidup Kabupaten Bangkalan. Analisis dilakukan dengan menerapkan teori kewenangan Philipus M. Hadjon, teori instrumen pemerintahan Ridwan HR, serta teori efektivitas hukum Soerjono Soekanto. Hasil penelitian mengungkapkan bahwa rencana penerapan retribusi sampah bagi dapur Program Makan Bergizi Gratis sebesar dua ratus ribu rupiah per bulan berdasarkan Peraturan Daerah Nomor 3 Tahun 2024 dan Peraturan Bupati Nomor 9 Tahun 2025 belum berjalan efektif. Tingkat kepatuhan wajib retribusi sangat rendah karena hanya sekitar dua puluh pelaksana yang melakukan pembayaran. Penyebab utama meliputi ketidakjelasan skema pelayanan akibat tarif yang tidak mencakup biaya pengangkutan sampah, kelumpuhan infrastruktur di Tempat Pemrosesan Akhir Buluh, dan lemahnya penegakan sanksi administratif oleh aparat pemungut. Situasi ini memicu tindakan kedinasan non-prosedural serta konflik sosial-ekologis dengan masyarakat desa setempat. Guna menyelesaikan permasalahan tersebut, diperlukan klarifikasi skema pelayanan yang mencakup seluruh komponen biaya, rehabilitasi infrastruktur pemrosesan sampah, serta penguatan penegakan sanksi administratif untuk meningkatkan kepatuhan dan efektivitas pemungutan retribusi. AbstractThis study aims to examine the effectiveness of waste service retribution collection in Bangkalan Regency following the enactment of Bangkalan Regency Regional Regulation Number 1 of 2024 concerning Regional Taxes and Retributions. Using an Administrative Law approach, this research analyzes the legitimacy of authority, juridical instruments, and operational obstacles faced by the Environmental Agency of Bangkalan Regency. The analysis applies Philipus M. Hadjon’s theory of authority, Ridwan HR’s theory of government instruments, and Soerjono Soekanto’s theory of legal effectiveness. The findings reveal that the planned implementation of a waste retribution fee of two hundred thousand rupiah per month for kitchens under the Free Nutritious Meals Program (Program Makan Bergizi Gratis), based on Regional Regulation Number 3 of 2024 and Regent Regulation Number 9 of 2025, has not been effective. The level of compliance among retribution payers remains very low, with only approximately twenty operators making payments. The main causes include unclear service schemes due to tariffs that do not cover waste transportation costs, the dysfunction of infrastructure at the Buluh Final Processing Site (Tempat Pemrosesan Akhir Buluh), and weak enforcement of administrative sanctions by collection officers. This situation has triggered non-procedural administrative actions and socio-ecological conflicts with local village communities. To address these issues, it is necessary to clarify the service scheme to include all cost components, rehabilitate waste processing infrastructure, and strengthen the enforcement of administrative sanctions in order to improve compliance and the overall effectiveness of retribution collection. Tudang Sipulung Custom In Marannu Village Maros District

Abstract: The Tudang Sipulung tradition represents the crystallization of deliberative consensus values that persist within the agrarian communities of South Sulawesi. This study aims to describe and analyze the implementation process&#8230; cess of the Tudang Sipulung custom in Marannu Village, Maros Regency. Employing a qualitative research method with a distinct anthropological approach, data were gathered through participant observation and in-depth interviews with key informants. The findings reveal that the execution of Tudang Sipulung in Marannu Village is not merely a ceremonial ritual but a structured forum for collective decision-making. This procession involves a synergy between traditional leaders, village government officials, agricultural extension workers, and the farming community, particularly in preparation for the rice planting season. The primary agenda includes determining planting schedules, selecting seed varieties, and managing irrigation systems to minimize the risk of crop failure. Anthropologically, this tradition serves as a medium for social integration, bridging local wisdom with technical government policies. This study concludes that the sustainability of Tudang Sipulung is a crucial factor in maintaining food security and social harmony within the Marannu Village community.

Practices Of Productive Waqf Management, Development And Utilisation By Waqf Managers In Islamic Boarding Schools In Maros Regency

Abstract: The study aims to explain the practices of productive waqf management, development, and utilisation by waqf managers in Islamic boarding schools in Maros Regency. This is a qualitative study. The research design is field&#8230; research. The results of this study indicate that: The management of productive endowments at the Raudaturrasyidin DDI Cambalagi Islamic boarding school is categorised as unproductive with insignificant income growth due to irregular harvests throughout the year. The realisation of the utilisation of profits from productive endowment income at the Raudaturrasyidin DDI Cambalagi Islamic Boarding School. Meanwhile, the management of productive endowments at the Nurul Ikhwan Islamic Boarding School through the boarding school canteen is categorised as productive with a significant increase in income. Meanwhile, the management of productive endowments at the Nahdlatul 'Ulum Islamic Boarding School through the mini market Aminah demonstrates productive management of productive endowments on endowed assets, namely the Mini Market Aminah, which is categorised as moderately productive with significant income growth from May to December 2023 and May to December 2024. Each portion of the income from productive endowments at the three boarding schools has a designated allocation for utilisation. On the other hand, development aspects are not being implemented at the pond managed by the al-Irsyad Foundation.

Government Digital Marketing Communications for Tourism Development in Bejijong Village

Abstract: This study aims to analyze the tourism potential and marketing strategies in Bejijong Village, a village with a rich history and culture from the Majapahit Kingdom era located in Mojokerto Regency, East Java Province. This&#8230; is study explores how village managers conduct managerial and marketing activities to attract tourists and promote local products. The research method involves a SWOT analysis to evaluate the strengths, weaknesses, opportunities, and threats in the Marketing Mix’s 7P approach implemented by the village. The results of the study indicate that Bejijong Village has several significant advantages, including historical heritage such as Brahu Temple, Petilasan Siti Inggil, and Maha Vihara Majapahit, as well as local products such as smoked salted eggs, lemon juice, pukis lumer (melting) bertoping, tahu lontong (compress rice), and Cempaka batik handicrafts and wayang kulit. However, the challenges faced include less than optimal website management, lack of effective digital marketing strategies, and entrance fees that may be insufficient to support maintenance. This study introduces novelty in marketing strategy analysis by integrating the SWOT and Marketing Mix’s 7P approaches to provide in-depth insights into how management and marketing can be improved. These findings are expected to be a reference for other villages in designing more effective marketing strategies and suggesting improvement steps that can increase the attractiveness and sustainability of culture-based tourist destinations. Communication Strategy for Nagari Government Apparatus in Resolving Management Problems in the Rabaa Nagari Padang Tarok Feed Market, Baso District, Agam Regency, Indonesia

Abstract: This research aims to examine the communication strategies of nagari government officials in resolving nagari market management problems in Agam Regency. Agam Regency has many traditional markets spread across several regions.&#8230; gions. One of them is Rabaa Market which is located in Nagari Padang Tarok District. Baso, Agam Regency. The market is located on the side of the road connecting Bukittinggi-Payakumbuh-Pekan Baru. There are various problems, including administrative problems regarding ownership of the market land, and there is a tug-of-war regarding land ownership status between the local community and the Agam Regency Government, which in this case is the Nagari Padang Tarok Government, which becomes an obstacle in developing market management. The method used in this research is the Osgood and Wilbur Schramm communication model and the Swot Analysis method. The problem of asset ownership status and the status of Pakan Rabaa Nagari Padang Tarok is still unresolved and still triggers disputes . The results of this research found that the communication strategy used was the Osgood and Wilbur Schramm model of communication approach , which was very effective in resolving Nagari market disputes.

Analisis Sistem Informasi Akuntansi Berbasis Syariah Pada Penjualan UMKM Pabrik Tahu Di Desa Tegalgusi Kabupaten Jember

Abstract: Usaha Mikro, Kecil, dan Menengah (UMKM) memiliki peran penting dalam perekonomian sehingga memerlukan pengelolaan keuangan yang akuntabel melalui Sistem Informasi Akuntansi (SIA). Penelitian ini bertujuan menganalisis penerapan&#8230; nerapan Sistem Informasi Akuntansi berbasis syariah pada penjualan UMKM Pabrik Tahu di Desa Tegalgusi Kabupaten Jember serta mengidentifikasi potensi dan kendala penerapan prinsip akuntansi syariah dalam mendukung akuntabilitas usaha. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa sistem pencatatan transaksi masih dilakukan secara manual melalui pencatatan pemasukan dan pengeluaran dalam buku harian. Penerapan tersebut telah mencerminkan nilai amanah, kejujuran, transparansi, dan prinsip maqashid syariah, khususnya hifz al-mal (perlindungan harta). Potensi penerapan prinsip syariah terlihat dari adanya pencatatan transaksi yang dapat ditelusuri sehingga mendukung akuntabilitas usaha. Namun, masih terdapat kendala berupa belum tersusunnya laporan keuangan formal, keterbatasan pemahaman akuntansi, serta belum adanya pemisahan keuangan usaha dan pribadi. Penelitian ini memberikan kontribusi dalam pengembangan Sistem Informasi Akuntansi berbasis syariah pada UMKM sektor pangan. Micro, Small, and Medium Enterprises (MSMEs) play an important role in the national economy and require accountable financial management through an Accounting Information System (AIS). This study aims to analyze the implementation of a Sharia-based Accounting Information System in the sales activities of a tofu manufacturing MSME in Tegalgusi Village, Jember Regency, and to identify the potential and challenges of applying Sharia accounting principles in supporting business accountability. This study employed a descriptive qualitative approach with data collected through interviews, observations, and documentation. The findings indicate that the accounting information system is still implemented manually through the recording of cash inflows and outflows in a daily bookkeeping system. Despite its simplicity, the system reflects the values of trustworthiness, honesty, transparency, and the maqashid sharia principle, particularly hifz al-mal (protection of wealth). The potential of applying Sharia principles is evident in the existence of traceable transaction records that support business accountability. However, several challenges remain, including the absence of formal financial statements, limited accounting knowledge, and the lack of separation between business and personal finances. This study contributes to the development of Sharia-based Accounting Information Systems for MSMEs in the food industry sector.

Implementation Of the National Movement Program To Increase The Production And Quality Of Cocoa Plants In Sigi District

Abstract: This study aims to determine and understand the performance of plantation field extension workers who work in the context of managing the National movement program of cocoa in Sigi Regency. This research uses the performance&#8230; ance theory proposed by Robbins, consisting of 3 main aspects of assessment, namely: motivation, ability, and opportunity. The research method used, qualitative with a descriptive approach, involved a number of informants interviewed during the study, in addition to displaying as supporting data secondary, the results of the study of literature and the study of documents. This study concluded that the performance of agricultural extension workers working in the National movement program for cocoa in Sigi Regency has not been maximized, not only due to aspects of: motivation, ability, and opportunity, but also caused by various other factors.
