Implementation of the Waiting List Policy in the Administration of the Hajj Pilgrimage at the Office of the Ministry of Religious Affairs of Central Maluku Regency

Abstract: This study analyzes the implementation of the waiting list policy in the administration of the Hajj pilgrimage at the Office of the Ministry of Religious Affairs of Central Maluku Regency. A descriptive qualitative approach… ach was used to examine how the policy is translated into public service practices, particularly in a local context where the waiting period has reached approximately 18 years, with about 2,500 prospective pilgrims and an annual quota of 135 people. Data were obtained through interviews, observation, and document review involving officials responsible for Hajj and Umrah services and relevant community informants. The data were analyzed using the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings show that policy implementation is supported by four interrelated factors: bureaucratic structure, resources, communication, and the disposition of implementing officers. A clear organizational structure and standard operating procedures facilitate coordination and accountability. Competent human resources, adequate facilities, and the use of Siskohat strengthen service accuracy and transparency. Multi-channel communication helps reduce misunderstanding, while professional and empathetic officer attitudes build public trust. The novelty of this study lies in its local-level analysis of Hajj waiting list implementation in an archipelagic regency. The study implies that transparent, responsive, and humanistic public services are essential for maintaining fairness and legitimacy in long-term Hajj queue management.

Implementation of Justice Collaborators’ Rights in Obtaining Reduced Sentences in Murder Cases

Abstract: The rights of justice collaborators (JCs) to obtain sentence reductions in murder cases remain inconsistently applied within Indonesia’s criminal justice system. This research addresses three core issues: the normative legal… legal basis for JC rights, the consistency of judicial decisions in granting those rights, and the necessity for legal reform. Using a normative juridical approach supported by document analysis and expert interviews, the study examines Law No. 31/2014, SEMA No. 4/2011, and recent judicial decisions, including the high-profile cases of Richard Eliezer and Abdul Khoir. Findings reveal that while legal provisions exist, the absence of detailed indicators, formal mechanisms for status determination, and binding multi-institutional coordination leads to implementation gaps. Judicial discretion remains unchecked, resulting in unequal treatment of justice collaborators with similar contributions. The study concludes that a lex specialis law is urgently needed to standardize definitions, evaluation mechanisms, and inter-agency protection schemes. Recommendations include harmonization of technical norms, incorporation of JC recognition in verdicts, and alignment with UNCAC and UNTOC standards. This would strengthen legal certainty, uphold the principle of nulla poena sine lege, and enhance the effectiveness of the criminal justice system in addressing serious crimes through systemic cooperation.

The Transition from Conventional Constitutions to Digital Law: Constitutional Law Challenges in the Age of Artificial Intelligence

Abstract: The rapid advancement of digital technology and artificial intelligence (AI) in the twenty-first century has fundamentally transformed the structure of modern constitutional governance. Digitalization has reshaped the interactions… teractions between governments and citizens, altered the patterns of political participation, and presented major challenges to constitutional principles. This study aims to analyze the implications of technological development for constitutional law and propose the concept of a digital constitution as an adaptive framework in the AI era. This study employs a normative legal method, using both conceptual and statutory approaches. Legal materials consist of primary, secondary, and tertiary sources, which are analyzed qualitatively and descriptively. The findings reveal that, while digital transformation enhances governmental efficiency and public transparency, it also generates serious risks, including data misuse, digital surveillance, and political disinformation. These dynamics demand a reinterpretation of constitutional norms to protect citizens' digital rights in cyberspace. The concept of a digital constitution is proposed as a normative response that integrates digital rights into constitutional rights and reaffirms the principle of the rule of law within technological governance. To achieve a democratic and just constitutional order, it is crucial to strengthen regulatory frameworks, ensure algorithmic accountability, and foster collaboration among state institutions, civil society, and the private sector. Ultimately, constitutional law must evolve into an adaptive, transparent, and fair system that can address the profound challenges of the digital and AI-driven era.

Principles of Emotions Affecting Learning and Social Learning in Elementary School

Abstract: This study aims to develop a comprehensive constellation model and identify optimal strategies for strengthening lecturers’ professional commitment in the largest private universities in Bogor. Penelitian ini mengkaji secara&#8230; secara mendalam bagaimana emosi dan belajar sosial memengaruhi proses pembelajaran di sekolah dasar melalui perspektif neuropedagogik dan brain‑based learning. A mixed methods approach was used by combining quantitative analysis (meta-analysis of 173 respondents and 47 indicators of NP, EC, OB, MS, BS) and descriptive qualitative analysis using thematic analysis techniques on semi-structured interviews with five elementary school teachers. The meta-analysis results showed a very strong average effect of the latent construct relationship (t(128) = 12.92; p < 0.001; r ≈ 1.00) with almost zero heterogeneity (Qₑ(128) = 1.67; τ² = 0; I² = 0%), and no significant moderating effects were found for all indicators; the partial meta-regression coefficients for all items were very close to zero and the R² value was 0.000. Qualitatively, three main themes emerged: (1) positive emotions as the foundation of learning readiness, (2) social interaction as a reinforcement of meaning formation, and (3) contextual learning that integrates cognitive, emotional, and social dimensions. Although most teachers have not yet mastered the concepts of neuropedagogy and brain-based learning theoretically, they have intuitively implemented its principles through motivation, praise, humor, group work, collaborative projects, and learning experiences relevant to students' real lives. These findings support the latest theory that places emotions and social interactions as the main drivers of brain function in learning (Immordino Yang, 2016; Tyng et al., 2017; Vygotsky, 1978; Jensen, 2008), and emphasizes the importance of strengthening teachers' competence in understanding and designing brain- and emotion-based learning to support the holistic development of elementary school students.

Legal Protection for Teachers Against Threats of Physical Violence from Parents at School

Abstract: The teaching profession plays a strategic role in advancing national education, as mandated by the 1945 Constitution of the Republic of Indonesia. However, teachers frequently face challenges, including threats of physical&#8230; al violence from students’ parents, which undermine their dignity and safety in the educational environment. This study addresses the problem of how legal frameworks provide protection for teachers and whether existing regulations adequately ensure their rights and security. The research aims to analyze the effectiveness of legal protection for teachers under the Criminal Code, Law No. 14 of 2005 on Teachers and Lecturers, Law No. 35 of 2014 on Child Protection, and Ministerial Regulations concerning teacher protection. The study employs a normative juridical method with a statute, conceptual, and case approach, relying on primary, secondary, and tertiary legal materials, analyzed through qualitative interpretation and juridical argumentation. The results indicate that although legal instruments exist, their implementation remains weak due to the absence of technical regulations, limited institutional coordination, and insufficient support systems for teachers at the school level. The study concludes that derivative regulations and integrated mechanisms are essential for ensuring effective protection. It recommends strengthening inter-agency coordination, establishing school-level protection units, and enhancing teachers’ legal literacy.

Optimizing The Strengthening Of Lecturer’s Professional Commitment Based On Local Wisdom And Organizational Support

Abstract: This study aims to construct an integrated constellation model and determine optimal strategies for reinforcing lecturers’ professional commitment at leading private universities in Bogor. Utilizing the POP-SDM (Modeling&#8230; ng and Optimization of Management Resources) framework, the research integrates elements of local wisdom and organizational support within a systemic approach to human resource development. The exploratory qualitative phase involved in-depth interviews and focus group discussions to uncover major determinants influencing professional commitment. From the thematic analysis, four principal variables emerged—teamwork, organizational climate, religiosity, and work motivation—which were validated through expert judgment. Quantitative verification was subsequently performed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) technique to examine both direct and indirect relationships among constructs. The analysis confirmed that all variables exert positive and significant effects on lecturers’ professional commitment, with work motivation being the most dominant factor. To refine improvement priorities, the SITOREM (Scientific Identification Theory for Conducting Operational Research in Educational Management) method was applied, identifying indicators that should be improved, maintained, or further developed. The findings offer empirical and practical insights, including: (1) a validated POP-SDM–based commitment model combining cultural and organizational dimensions; (2) evidence-based strategies to enhance lecturer professionalism; and (3) an optimization framework to guide sustainable lecturer development in higher education institutions.

The Influence of Employee Motivation on the Quality of Administrative Services at the Leihitu Sub-District Office, Central Maluku Regency

Abstract: Public service quality is one of the fundamental indicators in assessing the performance of government institutions, especially at the district level where direct interactions with citizens take place. This study aims to&#8230; analyze the influence of employee motivation on the quality of administrative services at the Leihitu Sub-district Office, Central Maluku Regency. The research employs a quantitative approach with an explanatory design to identify causal relationships between variables. The population in this study consists of all employees involved in administrative services, and total sampling was used due to the manageable number of staff. Data were collected through a structured questionnaire using a Likert scale to measure motivation and service quality indicators. The data were analyzed using descriptive statistics and linear regression to determine the effect of motivation on service quality. The results show that employee motivation significantly and positively influences administrative service quality. Employees with higher intrinsic and extrinsic motivation tend to demonstrate better responsiveness, discipline, communication, and consistency in carrying out public service functions. The study concludes that strengthening motivation is essential to improve public service performance. Therefore, organizational leaders are encouraged to enhance work motivation through recognition, supportive leadership, fair reward systems, and professional development opportunities to ensure services meet community expectations.

Profil Program Latihan Federasi Arung Jeram Indonesia Kabupaten Cilacap Tahun 2025

Abstract: Olahraga Prestasi adalah Olahraga yang membina dan mengembangkan olahragawan secara terencana, berjenjang, dan berkelanjutan melalui kompetisi untuk mencapai prestasi dengan dukungan ilmu pengetahuan dan teknologi keolahragaan.&#8230; ragaan. Pembinaan olahraga prestasi memerlukan perencanaan yang sistematis dan berkelanjutan untuk mencapai hasil yang maksimal. Arung jeram merupakan olahraga prestasi dan olahraga rekreasi yang biasa dilakukan di sungai-sungai yang memiliki arus deras ataupun air tenang dengan menggunakan perahu karet yang dikendalikan atau diarahkan oleh awak perahu. International Rafting Federation. Faktor yang memberikan dukungan agar tercapai prestasi olahra adalah dari pembinaan dan pembangunan olahraga itu sendiri. Hal tersebut dikarenakan adanya persaingan yang ketat untuk mendapatkan prestasi olahraga yang masimal. Bersaingan ketat tersebut terjalin dalam kanca nasional maupun internasional. Ketertinggalan prestasi olahraga nasional merupakan masalah besar bagi sebuah bangsa. Inti dari tujuan olahraga itu sendiri merupakan pengembangan keharmonisan umat manusia secara paripuna. Kabupaten Cilacap terletak di ujung barat Jawa Tengah, kabupaten Cilacap sebagai Kabupaten yang memiliki FAJI menjadi salah satu kabupaten yang di aliri air sungai serayu yang berhilir dilaut selatan tepatnya dikabupaten Cilacap. Walaupun kabupaten cilacap merupakan daerah pinggir laut yang dimana tidak memiliki sungai yang berjeram tidak mengurangi potensi kabupaten cilacap untuk tidak bisa berprestasi di olahraga arung jeram, banyak mahasiswa dari kabupaten cilacap yang mencari ilmu diluar kabupaten cilacap seperti di purwokerto kabupaten banyumas, mahasiswa tersebut dapat belajar di pencinta alam ataupun di unit kegiatan mahasiswa cabang olahraga arung jeram misalnya, sehingga menjadi potensi untuk pembinaan prestasi arung jeram untuk kabupaten Cilacap. Perkembangan prestasi Federasi arung jeram FAJI Cilacap dalam pelaksanaan program latihan sudah cukup bagus, dibuktikan dengan adanya program latihan. namun dalam aspek sarana prasarana harus perlu di optimalkan karena sarana prasarana adalah faktor penunjang untuk meraih prestasi yang bagus.  

Profil Managemen Soedirman Swimming Club Purwokerto Tahun 2025

Abstract: Renang adalah aktivitas yang sangat digemari oleh banyak orang di seluruh dunia, termasuk di Indonesia. Kesuksesan dalam olahraga termasuk cabang olahraga renang dapat dicapai dengan mempertimbangkan beberapa elemen penting,&#8230; ing, termasuk faktor intrinsik dan ekstrinsik. Faktor ekstrinsik yang relevan dengan pengembangan olahraga meliputi sistem pengembangan yang efektif, pengelolaan yang baik, dan infrastruktur olahraga yang memadai. Soedirman Swimming Club  adalah club renang yang dirintis pada tahun 2021 dengan diajukan legalitas pada tahun 2024 secara resmi oleh FAI Jawa Tengah. Hasil observasi didapatkan informasi mengenai permasalahan yang di alami klub pada proses latihan yaitu ketersediaan  sarana  kolam  renang  yang kurang   memadai,   sebab   kolam   renang   yang digunakan  untuk  latihan  harus berbagi dengan club lain. Soedirman Swimming Club sejauh ini belum memiliki pendanaan dari manapun termasuk dari KONI. Dana kas didapat dari uang bulanan atlet dari orang tua atlet untuk menunjang latihan para atlet. Disisi lain dari hasil penelitian yang dilakukan, atlet Soedirman Swimming Club sudah mendapatkan sarana yang baik seperti baju renang, kaca mata renang, dan topi renang. Selain itu, untuk sarana lain yang didapatkan adalah alat-alat pemanasan dan pendinginan yang dilakukan sebelum dan sesudah berenang.

Analisis Pengaruh Kompensasi Dan Beban Kerja Terhadap Kinerja Yang Dimediasi Oleh Motivasi Kerja Karyawan Pada Lembaga Sertifikasi Profesi Permodalan Nasional Madani

Abstract: Penelitian ini bertujuan untuk menganalisis pengaruh kompensasi dan beban kerja terhadap kinerja karyawan yang dimediasi oleh motivasi kerja pada Lembaga Sertifikasi Profesi Permodalan Nasional Madani (LSP PNM). Metode penelitian&#8230; enelitian menggunakan pendekatan kuantitatif dengan pengumpulan data melalui survei kepada karyawan LSP PNM. Hasil penelitian menunjukkan bahwa kompensasi berpengaruh positif dan signifikan terhadap motivasi kerja serta kinerja karyawan. Beban kerja juga berpengaruh positif signifikan terhadap motivasi kerja, namun pengaruh langsung beban kerja terhadap kinerja tidak signifikan. Motivasi kerja terbukti memegang peranan penting sebagai mediator dalam hubungan antara kompensasi dan beban kerja terhadap kinerja karyawan. Secara khusus, motivasi kerja memediasi pengaruh kompensasi terhadap kinerja secara parsial, sedangkan mediasi motivasi kerja pada hubungan beban kerja dan kinerja bersifat penuh. Temuan ini menegaskan pentingnya pemberian kompensasi yang adil dan pengelolaan beban kerja yang proporsional guna meningkatkan motivasi dan kinerja karyawan. Penelitian ini memberikan rekomendasi bagi manajemen untuk terus mengoptimalkan sistem kompensasi dan beban kerja yang seimbang serta mendorong komunikasi terbuka dengan karyawan demi peningkatan kinerja organisasi. Selain itu, penelitian selanjutnya disarankan untuk mengkaji variabel lain yang berpotensi memengaruhi kinerja serta memperluas cakupan responden.
