on, healthcare, education, and licensing, as well as the challenges encountered in accessing these services, particularly in remote rural areas. The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders.
The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services.
Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

n this context, youth not only act as users of technology, but also as developers of innovations that support the efficiency, transparency, and responsiveness of public services. Secondary data collected through document searches of literature, journal articles, government reports, and other official documents form the basis of this research analysis. The descriptive-analytical qualitative method is used to describe and criticise various aspects of the role of youth in e-government. Case studies such as "LAPOR!" and "Qlue," as well as hackathon initiatives, show how youth directly contribute to the development of digital solutions. In addition, their participation in e-participation platforms such as "Musrenbang Online" shows active engagement in technology-based decision-making processes. Youth also play a role in digital literacy campaigns, helping less tech-savvy communities to utilise e-government services. Involvement in advocacy and research further underlines the potential of youth as a source of innovative ideas and solutions. The results of this study confirm that the contribution of youth in supporting e-government is significant and covers various aspects, from technology development, participation in policy processes, to education and advocacy. Thus, youth are the main key in accelerating the digital transformation of government, ensuring that technology can be maximally utilised to improve the quality of public services and meet the needs of society in the digital era 5.0.

This study aims to analyze PAI teachers’ understanding of resilience, the forms of resilience they develop, and its relevance to adaptive learning competencies at SMP Asy-Syafi’iyah Lohgung Brondong. The study employed a phenomenological qualitative approach with a case study design. Data were collected through observation, semi-structured interviews, and documentation involving PAI teachers, the school principal, and curriculum personnel selected purposively. The findings reveal that PAI teachers perceive resilience as the ability to endure, adapt, and remain productive in responding to digital educational changes through emotional, spiritual, social, and professional strengths. Resilience is manifested through the use of digital media, individualized learning assistance, and collaboration with schools and students’ families. The study concludes that resilience plays a crucial role in strengthening teachers’ adaptive capacities by fostering innovation, openness to change, and more communicative learning practices. The novelty of this research lies in the finding that the resilience of PAI teachers in coastal schools functions not merely as a coping mechanism against educational pressures but also as the primary foundation for developing adaptive learning in the Society 5.0 era. These findings underscore the necessity of strengthening resilience through continuous professional development, institutional support, and digital literacy to ensure that PAI learning remains relevant and adaptive.

The background of the study indicates persistent issues in teacher performance, including suboptimal lesson planning, less innovative teaching methods, and limited integration of educational technology. The research problem is formulated as how principals manage academic supervision to enhance teacher performance through planning, implementation, evaluation, and follow-up processes. This study employs a qualitative case study approach involving eleven public elementary schools. The findings reveal that academic supervision is conducted systematically, collaboratively, and continuously through classroom observations, reflective discussions, workshops, and On-the-Job Training supported by the Academic Learning System. The results indicate a 15 percent improvement in teacher performance, increasing from 75 to 95, as well as an 80 percent improvement in school learning achievement. The study concludes that integrated, collaborative, and technology-based academic supervision management significantly enhances teacher professionalism. The novelty of this research lies in the development of a digital-collaborative supervision model that integrates teacher participation, continuous professional development, and real-time digital monitoring systems to ensure more effective, efficient, and measurable teacher performance management. Supporting factors include principal commitment, teacher openness, collaborative school culture, and technological support. In contrast, the main obstacles include time constraints, administrative workload, and variations in teacher competence. The findings imply that academic supervision should be managed as adaptive, participatory, and sustainable professional development oriented toward continuous improvement of learning quality in Indonesian elementary schools, serving as a reference for developing a more effective, systematic, and sustainable digital-collaborative supervision model.

es, advances in educational technology, and the demands of 21st-century learning require teachers to possess adaptive, reflective, and collaborative professional competencies. The research problem focused on the influence of reflective practice and best practice on the professional competence of teachers at A-accredited public elementary schools in Cilegon City. The study employed a quantitative approach with a causal-comparative design involving 105 teachers selected through proportionate stratified random sampling. Data were collected using Likert-scale questionnaires and analyzed through multiple linear regression using EViews 12. The results revealed that reflective practice had a positive and significant effect on teachers’ professional competence, with a t-value of 4.697 and a significance value of 0.000. Best practice also demonstrated a positive and significant effect, with a t-value of 5.065 and a significance value of 0.000. Simultaneous testing indicated that reflective practice and best practice jointly had a significant effect on teachers’ professional competence, with an F-value of 43.72 and a coefficient of determination of 52.2%. The findings confirm that reflective and collaborative cultures are capable of improving teachers’ professional quality continuously through learning evaluation, sharing teaching experiences, and developing innovative instructional strategies. The novelty of this study lies in the simultaneous examination of reflective practice and best practice through a quantitative approach within the context of A-accredited public elementary schools in Cilegon City. lem arises from the low level of students’ gross motor abilities, as indicated by weak coordination, agility, balance, and muscle strength, resulting from limited structured physical activity and the dominance of conventional teaching approaches. A quantitative approach was employed using a quasi-experimental pretest–posttest control group design to evaluate the effectiveness of systematically designed volleyball instruction. The findings reveal a significant improvement in the experimental group, with the mean score increasing from 64.28 to 78.45, while the control group showed only a modest increase from 63.91 to 68.12. Statistical analysis indicates a significant difference with a t-value of 6.214 and a significance level of 0.000, supported by an effect size of 1.28, which falls into the large category. These results confirm that volleyball-based learning is effective in enhancing overall gross motor skills through structured and varied movement activities. The novelty of this study lies in its comprehensive approach that integrates multiple motor components within a unified analytical framework, as well as the use of effect size to strengthen the practical significance of the findings. This study provides a meaningful contribution to the development of more innovative, interactive, and movement-based physical education learning models to optimize students’ motor development sustainably.

Audio-tactile media represents an innovation that simultaneously integrates sound and touch stimulation to facilitate multisensorial conceptual understanding and enhance the cognitive construction of visually impaired students. This study employs a qualitative descriptive approach utilizing observation, in-depth interviews, and documentation techniques to evaluate the effectiveness of audio-tactile media in the context of science learning within inclusive classrooms. The results indicate that audio-tactile media significantly improves conceptual understanding, learning motivation, and active participation among visually impaired students. Additionally, this media strengthens social interaction among students and supports teachers in delivering material inclusively and responsively to individual learner needs. The novelty of this research lies in the application of learning media that combines two sensory modalities as an innovative pedagogical strategy to overcome cognitive barriers caused by visual impairment, while simultaneously enriching the multisensorial learning experience. These findings contribute significantly to the development of an adaptive, inclusive, and equitable science learning model for students with special needs. Accordingly, audio-tactile media is recommended as an effective alternative to create an inclusive and high-quality learning environment.

This study aims to evaluate the effectiveness of the Contextual Teaching and Learning (CTL) strategy in improving students’ conceptual understanding in Social Studies through a literature review of various recent research findings and scholarly publications. CTL, as a learning approach that emphasizes the connection between subject matter and students’ real-life contexts, is believed to address these pedagogical challenges. Analysis of the literature sources shows that the consistent implementation of CTL positively contributes to enhancing student engagement, learning outcomes, and the development of critical and analytical thinking skills. Learning that is linked to concrete social experiences encourages students to actively construct meaning, understand interconceptual relationships, and apply knowledge meaningfully in daily life. The conclusion of this review affirms that the CTL strategy is effective in creating a more interactive, meaningful, and deeply comprehensible Social Studies learning process. The novelty of this research lies in its comprehensive synthesis of previous findings, demonstrating that CTL is not only relevant as an innovative teaching method but also holds potential as a systematic approach to pedagogical transformation in Social Studies education at the elementary and secondary levels.

The research employed a Research and Development (R&D) approach, modifying the Borg and Gall model into nine systematic development stages, including needs analysis, design, validation, and field testing. The research subjects consisted of 30 seventh-grade students for the limited trial and 60 students for the field trial. Validation by subject matter and media experts yielded an average score of 87%, indicating that the media is highly feasible. The limited trial results showed increased student participation across three learning domains: affective (72%), cognitive (68%), and psychomotor (70%). The subsequent field trial confirmed these findings, with an average active participation score of 81%, categorized as excellent. Additionally, quantitative data from questionnaires indicated positive responses from both students and teachers, with an average score of 85%, while qualitative data from observations and interviews revealed that the media significantly improved student motivation, engagement, and conceptual understanding. The results conclude that the developed interactive learning media is content-valid, practical for implementation, and effective in enhancing students’ active participation. These findings offer empirical contributions to the development of innovative, contextual, and applicable learning media in physical education and support the reinforcement of active participation-based pedagogy at the basic education level.

However, the success of implementing this technology is highly influenced by several factors, including infrastructure readiness, teachers' competencies in integrating technology, and equitable access to technology. Adequate infrastructure readiness and teachers' ability to effectively utilize technology are key factors in creating engaging and meaningful learning experiences. Additionally, ensuring equitable access to technology for all students is crucial to ensure that every student can benefit from technology in learning. Based on these findings, this study recommends the development of continuous training programs for teachers to enhance their digital competencies and emphasizes the importance of implementing innovative teaching methods that can fully leverage the potential of technology. On the other hand, strengthening technology-based educational policies is also necessary to ensure that the implementation of technology in learning can be optimal and equitable. With the proper use of digital technology, IPS learning at the Junior High School level can become more engaging, interactive, and effective, thus supporting the overall improvement of education quality.
