QoS (Quality of Service) is a technology that can be applied in computer networks to provide optimal services for network users. With the existence of QoS (Quality of Service) allows network administrators to be able to perform bandwidth management to handle various effects due to congestion (congestion) in packet flow traffic in the network. In performing QoS (Quality of Service), a device that can do bandwidth management to the network is built. Abstrak: Penggunaan Jaringan komputer pada saat ini telah terbukti sebagai sarana komunikasi dan sumber informasi yang sangat diandalkan. Seluruh instansi pemerintahan, perkantoran saat ini sudah memanfaatkan jaringan sebagai media sarana penyebaran informasi. Saat ini dalam implementasinya jaringan komputer sangat butuh dilakukan manajemen guna optimalimalisasi jaringan itu sendiri. Maka dari itu perlu dilakukan Analasis QoS (Quality of Service), guna mendapatkan jaringan yang optimal. QoS (Quality of Service) merupakan teknologi yang dapat diterapkan dalam jaringan komputer guna memberikan layanan yang optimal bagi para pengguna jaringan. This study focuses on the analysis of hashtag trends related to general elections, such as #capres2024, #cawapres2024, and #pemilu2024, on Instagram, and their influence on user perceptions. It examines the role of hashtags in CMC practices on Instagram during electoral periods. Through the analysis of seven samples, the study reveals that while certain posts align with the electoral purposes of the hashtags, others use these hashtags for visibility without relevance to the elections. The research underscores Instagram’s potential for reshaping political branding and enhancing voter engagement. It demonstrates that the strategic application of hashtags, combined with high-quality visuals and interactive features, can amplify the visibility and impact of political messaging. By integrating CMC and political branding theories, this study presents a framework for understanding how digital tools can foster a more engaged and informed electorate.

This research uses a qualitative approach with a type of descriptive research, and the object of this study is carried out on natural objects. The data collection techniques used in this study are Observation, Documentation, and Interview. The researcher made observations by directly going into the field to see the object being studied. Then the researcher conducted interviews to explore information to data sources, namely the main informant, key informant, and supporting informant, then collected documents about the use of technology techniques in analyzing the data carried out in this study after data collection, then data reduction, data presentation, and conclusion or verification. Based on the results of the research, it was concluded that the Sisobahili Village Office still does not have adequate facilities to support administrative service activities to the community such as computers that are still not owned by the Sisobahili Village office, the facilities in the Sisobahili Village office, only in the form of laptops and printers . The limitations of these facilities are an obstacle for the Village apparatus in carrying out administrative activities related to the use of technology, so in this case information technology has not been used optimally. Human Resources in the use of information technology by the Sisobahili Village apparatus is still low, due to the low level of education of village apparatus in terms of technology utilization, so that some forms of services carried out still have obstacles, all forms of services related to technology are always charged to operators and other devices that are able to use technology, so it can be concluded based on the results of interviews at the level of human resources of the Village apparatus The use of technology is still minimal. kat (PKM) ini bertujuan mengatasi kendala operasional perangkat digital, kerentanan siber, serta mengoptimalkan administrasi publik di Desa Perapat Janji, Sumatera Utara. Melalui pendekatan Community-Based Education, program diwujudkan lewat dua klaster utama: Digital Literacy Academy untuk warga umum serta E-Government Literacy Workshop bagi aparatur desa. Hasil evaluasi menunjukkan dampak kuantitatif yang signifikan. Skor rata-rata literasi digital masyarakat umum melonjak sebesar 85,4%, naik dari nilai pre-test 42,5 menjadi 78,8 pada post-test. Sementara itu, kompetensi psikomotorik aparatur desa meningkat dari 48,0 menjadi 87,5, dengan tingkat keberhasilan 100% dalam pengarsipan berbasis cloud. Program ini berhasil mempercepat transformasi desa menjadi lebih cakap digital serta meningkatkan efisiensi layanan sosial kedesaan yang adaptif terhadap perkembangan teknologi.
The acceleration of information technology has triggered a significant digital divide in rural areas due to low digital literacy among non-productive communities and village officials. This Community Service (PKM) program aimed to overcome operational digital device limitations, cyber vulnerabilities, and sub-optimal public administration services in Perapat Janji Village, North Sumatra. Utilizing a Community-Based Education approach, the project implemented two main initiatives: the Digital Literacy Academy for the general public and the E-Government Literacy Workshop for village officials. The evaluation showed significant quantitative impacts. The general public's average digital literacy score jumped by 85.4%, increasing from a pre-test score of 42.5 to 78.8 in the post-test. Meanwhile, the psychomotor competence of village officials rose from 48.0 to 87.5, achieving a 100% success rate in cloud-based digital archiving. This program successfully accelerated rural transformation toward digital proficiency and enhanced the efficiency of adaptive village social services.

The population of this study was all students of class X MIA semester I of SMA Parulian 2 Medan which includes 2 subjects with a total of 30 students. Sampling was carried out by General Sampling where the number of samples was equal to the number of populations, so that the sample in this test changed to 15 students of class X MIA 1 as an experimental model, who were taught to use Canva. Assisted efforts based on the purchase of model information and 15 students of sophistication X MIA 2. as beauty manipulation were taught with a direct introduction model assisted with Canva. The research device used a multiple-desire view at along with 14 items with five choices (a, b, c, d, and e) which had been tested beforehand to determine the validity, reliability, level of difficulty, and item differentiation. Before examining the hypothesis, the normality and homogeneity of the records were checked first. The results show that the general pretest score for the test is 43.20 with a complete deviation of 8.23 and for the ordinary one is forty-two.75 with a standard deviation of seven, sixty-four. For preliminary competency tcount = 0.329 and ttable = 2.05. shows that tcount < ttable, then the initial talent of both classes is identical. After getting knowledge about ending, the post-test changed to finished for both lessons and the average trial cost changed to 80.79 with an average difference of 8.68 while for the elegance of manipulation the publication test cost became 72.67 with a current deviation of 8.15. Based on the interest in studying Malcolm X's speech further, the thesis writer decided to analyze Malcolm X's speech at the Oxford Union Debate using Fairclough's Critical Discourse Analysis framework with a qualitative method that will focus on linguistic issues as part of social and humanitarian issues. The results of this study showed deconstruction result of Malcolm X's speech text by analyzing various linguistic features from the dimensions of text practice (including positive and negative lexical items, key terms of ideology and belief, modality, and rhetorical devices), discursive practice (including intertextuality and shared knowledge), and sociocultural (including formality and personal pronouns), then continued with a discussion of the relationship between discourse, power, and ideology and the role of Malcolm X's speech in the historical context at that time. It can be concluded that Malcolm X's speech highlights his advocacy for revolutionary justice and self-defense for oppressed black people. He also challenged the power structures of his time, opposing segregation and exposing the hypocrisy of the American and Western governments with white supremacy and colonialism behind the mask of democracy.
