orge C. Edward III's policy implementation theory—communication, resources, disposition, and bureaucratic structure—are employed as the analytical framework. Field data obtained through observation, interviews, and documentation were systematically analyzed using the data condensation, display, and conclusion drawing model of Miles, Huberman, and Saldana. The findings indicate that the policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City has been running fairly well but has not yet been optimal. In the communication aspect, coordination among implementers has been functioning well; however, information dissemination to target groups and the general public remains suboptimal. In the resources aspect, policy implementation has been supported by human resources, authority, and facilities, yet is still constrained by limited personnel and underutilized facilities and databases. In the disposition aspect, officials demonstrate commitment, responsibility, and a professional attitude in implementing the policy; however, guidance programs have not been able to reach all vagrants and beggars on a sustainable basis. In the bureaucratic structure aspect, policy implementation has been supported by Standard Operating Procedures (SOPs), clear task distribution, and inter-division coordination; nevertheless, SOP implementation in the field still needs optimization to ensure services reach all target groups. Based on these findings, the Social Affairs and Community Empowerment Office of Gorontalo City needs to enhance communication and socialization to target groups, strengthen human resources and supporting facilities, optimize guidance and empowerment programs, and improve inter-agency coordination so that the policy implementation on handling vagrants and beggars can be more effective in improving social welfare.

di Desa Mak Teduh, Kecamatan Kerumutan, Kabupaten Pelalawan, masih menggantungkan transaksi usahanya pada sistem pembayaran tunai. Kondisi ini menjadikan UMKM tertinggal dalam arus digitalisasi ekonomi nasional yang terus berkembang pesat, khususnya melalui perluasan penggunaan Quick Response Code Indonesian Standard (QRIS) oleh Bank Indonesia. Kegiatan pengabdian ini bertujuan untuk memberikan pendampingan pembuatan dan penggunaan QRIS kepada pelaku UMKM di Desa Mak Teduh sebagai upaya mendorong digitalisasi sistem pembayaran, memperluas inklusi keuangan, serta meningkatkan daya saing usaha di era ekonomi digital. Kegiatan dilaksanakan melalui program Kuliah Kerja Nyata (KUKERTA) Universitas Riau Tahun 2026 dengan tahapan observasi, identifikasi permasalahan, koordinasi dengan pemerintah desa, sosialisasi, pendampingan pendaftaran, hingga evaluasi. Hasil kegiatan menunjukkan peningkatan pemahaman pelaku UMKM terhadap manfaat QRIS, meningkatnya jumlah pelaku usaha yang berhasil mendaftarkan QRIS, serta respons positif terhadap kemudahan bertransaksi non-tunai. Meskipun demikian, kegiatan ini juga menghadapi kendala berupa keterbatasan jaringan internet, minimnya literasi digital pada pelaku usaha lanjut usia, dan ketiadaan dokumen legalitas usaha. Kegiatan pengabdian ini diharapkan dapat menjadi model pendampingan digitalisasi UMKM yang berkelanjutan bagi desa-desa dengan karakteristik serupa di wilayah Provinsi Riau.

Despite its increasing popularity, empirical research explaining the psychological mechanisms underlying Continuous Viewing Intention in short-form drama remains limited. This study investigates the influence of Viewing Motivation on Flow Experience and Continuous Viewing Intention. In this study, Viewing Motivation is conceptualized as a higher-order construct comprising Performance Expectancy, Social Influence, Hedonic Motivation, Habit, Substitute Expectancy, and Aesthetic Motivation. Data were collected through an online survey involving 140 respondents in Makassar who actively consume short-form drama content. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings indicate that Viewing Motivation significantly influences both Flow Experience and Continuous Viewing Intention. Furthermore, Flow Experience significantly affects Continuous Viewing Intention and mediates the relationship between Viewing Motivation and Continuous Viewing Intention. ed SIAKAD since 2018 to facilitate administrative ativities in line with its motto of a high technology campus. This study aims to measure the sucess of SIAKAD usage from the aspects of acceptance, satisfaction, suitability, and perceived benefits. The integration of the Unified Theory of Acceptance and Use of Technology (UTAUT), DeLone & McLean, and Task Technology Fit (TTF) models was carried out to obain a more comprehensive overview in assessing the success of SIAKAD. UTAUT explains the factors influencing the intention to use, DeLone & McLean emphasizes the relationship between system quality and both user satisfaction and net benefits, while TTF evaluates the fit between technology and user tasks. By combining these three models, the study addresses the limitations of each model and produces a more holistic approach in measuring acceptance, success, and the appropriateness of system use. The testing was conducted using SPSS and Structural Equation Modeling (SEM) analysis through AMOS.

Dengan menggunakan pendekatan kuantitatif dan metode survei terhadap 150 responden yang dipilih melalui teknik purposive sampling, data dikumpulkan melalui kuesioner dan dianalisis menggunakan uji validitas, reliabilitas, asumsi klasik, regresi linear, dan uji hipotesis. Hasil penelitian menunjukkan bahwa literasi keuangan berpengaruh positif dan signifikan terhadap tabungan mahasiswa dengan t-hitung 6,640 > t-tabel 1,976 dan kontribusi 57%, sedangkan perencanaan keuangan juga menunjukkan pengaruh positif dan signifikan dengan t-hitung 4,957 > t-tabel 1,976 dan kontribusi 53%. Secara simultan, kedua variabel tersebut berpengaruh secara positif dan signifikan terhadap tabungan mahasiswa dengan nilai F-hitung 130,357 > F-tabel 3,060 dan nilai determinasi sebesar 63%, serta diperoleh persamaan regresi Y = 3,330 + 0,435X₁ + 0,251X₂. Temuan ini menunjukkan bahwa semakin baik literasi dan perencanaan keuangan yang dimiliki mahasiswa, semakin besar pula kecenderungan mereka dalam membentuk perilaku menabung yang sehat dan terarah.
