APPLICATION OF THE WEIGHTED PRODUCT (WP) METHOD IN DOCTOR PERFORMANCE ASSESSMENT

Setia Husodo Hospital is one of the hospitals which is the center… r of health services in the city of Kisaran. In determining the performance assessment of doctors and leaders, they still use conventional methods. Doctors' performance evaluation is still done manually and the data processing process does not yet use application programs in making decisions. In the process of assessing the performance of doctors as the main professional staff in hospitals, it must be carried out realistically, objectively and based on evidence and specifically according to specialization and/or specific procedures. For this reason, a tool is needed in the form of designing a decision support system (DSS) in evaluating the performance of doctors which aims to understand the deficiencies of the performance that has been carried out, so that it can open up space for improvement or improvements to quality and efficiency in hospitals, for the purpose of providing incentives and reward programs and value-based purchasing strategies for doctors. The method in this study uses the Weighted Product method, with the concept of weighting the rating of an appraisal variable that will be selected as the best alternative. The system to be created is a decision support system using the Weighted Product (WP) method, which is a method of determining the order (priority) in multi-criteria analysis. The results of this system design are expected to be a tool for Setio Husodo Hospital in analyzing and deciding on the performance of doctors who will be given incentives and reward programs as well as value-based purchasing strategies for doctors.   Keywords: decision support system; performance of doctors; weighted product;   Abstrak: Untuk mendorong kinerja yang lebih baik dan semangat berprestasi, institusi memberikan penghargaan kepada dokter yang dianggap berprestasi.Metode tradisional masih digunakan untuk menilai kinerja dokter dan manajer. Evaluasi kinerja dokter masih bersifat manual, dan proses pengolahan data belum menggunakan program aplikasi untuk mengambil keputusan. Proses evaluasi kinerja dokter sebagai anggota staf rumah sakit penuh waktu harus realistis, objektif, berbasis bukti, dan spesifik untuk spesialisasi dan/atau prosedur tertentu. Oleh karena itu, diperlukan perancangan sistem pendukung keputusan (SPK) untuk evaluasi kinerja dokter sebagai alat yang bertujuan untuk memahami kekurangan dalam pelayanan yang diberikan dan memberikan ruang untuk perbaikan dan ruang untuk peningkatan kualitas dan efisiensi. Rumah sakit mendorong dan memberi dokter program penghargaan dan strategi pembelian berbasis nilai. Metode penelitian ini menggunakan metode weighted product dengan konsep pembobotan evaluasi terhadap satu variabel evaluasi yang dipilih sebagai pilihan terbaik. Sistem yang akan dibuat adalah sistem pendukung keputusan yang menggunakan metode WP (Weighted Product), yaitu metode untuk menentukan urutan (prioritas) dalam analisis multi kriteria. Hasil perancangan sistem ini dimaksudkan sebagai alat bagi RS Setio Husodo untuk menganalisis dan menentukan kinerja dokter penerima program insentif dan reward, serta strategi pembelian berbasis nilai dokter.   Kata kunci: kinerja dokter; sistem pendukung keputusan; weighted product  

PENILAIAN KINERJA KARYAWAN MENGGUNAKAN METODE TOPSIS

This study aims to create an employee performance appraisal system that can facilitate the hospital when evaluating employee performance. The assessment criteria used are competence, professionalism, communication, management and friendliness with. This research uses TOPSIS method, PHP and MySQL programming as database. The sample used is 10 employees. The final result obtained in the system is the result of ranking employee.             Keywords: employee performance appraisal; topsis.     Abstrak: Penilaian kinerja karyawan adalah hal yang harus dilakukan oleh perusahaan atau organisasi untuk dapat mengevaluasi perkembangan perusahaan. Rumah Sakit Permata Hati Duri melakukan penilaian kinerja terhadap karyawan pada setiap bulannya. Penelitian ini bertujuan membuat sistem penilaian kinerja karyawan yang dapat memudahkan pihak rumah sakit saat melakukan penilaian kinerja karyawan. Kriteria penilaian yang digunakan adalah kompetensi, profesionalisme, komunikasi, manajemen dan keramahan dengan. Penelitian ini menggunakan metode TOPSIS, pemograman PHP dan MySQL sebagai database. Adapun sampel yang digunakan adalah 10 karyawan. Hasil akhir yang didapatkan pada sistem berupa hasil perangkingan nilai karyawan.   Kata kunci: penilaian kinerja karyawan; topsis.

Implementation of the Waiting List Policy in the Administration of the Hajj Pilgrimage at the Office of the Ministry of Religious Affairs of Central Maluku Regency

Abstract: This study analyzes the implementation of the waiting list policy in the administration of the Hajj pilgrimage at the Office of the Ministry of Religious Affairs of Central Maluku Regency. A descriptive qualitative approach… ach was used to examine how the policy is translated into public service practices, particularly in a local context where the waiting period has reached approximately 18 years, with about 2,500 prospective pilgrims and an annual quota of 135 people. Data were obtained through interviews, observation, and document review involving officials responsible for Hajj and Umrah services and relevant community informants. The data were analyzed using the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings show that policy implementation is supported by four interrelated factors: bureaucratic structure, resources, communication, and the disposition of implementing officers. A clear organizational structure and standard operating procedures facilitate coordination and accountability. Competent human resources, adequate facilities, and the use of Siskohat strengthen service accuracy and transparency. Multi-channel communication helps reduce misunderstanding, while professional and empathetic officer attitudes build public trust. The novelty of this study lies in its local-level analysis of Hajj waiting list implementation in an archipelagic regency. The study implies that transparent, responsive, and humanistic public services are essential for maintaining fairness and legitimacy in long-term Hajj queue management.

Principles of Emotions Affecting Learning and Social Learning in Elementary School

Abstract: This study aims to develop a comprehensive constellation model and identify optimal strategies for strengthening lecturers’ professional commitment in the largest private universities in Bogor. Penelitian ini mengkaji secara&#8230; secara mendalam bagaimana emosi dan belajar sosial memengaruhi proses pembelajaran di sekolah dasar melalui perspektif neuropedagogik dan brain‑based learning. A mixed methods approach was used by combining quantitative analysis (meta-analysis of 173 respondents and 47 indicators of NP, EC, OB, MS, BS) and descriptive qualitative analysis using thematic analysis techniques on semi-structured interviews with five elementary school teachers. The meta-analysis results showed a very strong average effect of the latent construct relationship (t(128) = 12.92; p < 0.001; r ≈ 1.00) with almost zero heterogeneity (Qₑ(128) = 1.67; τ² = 0; I² = 0%), and no significant moderating effects were found for all indicators; the partial meta-regression coefficients for all items were very close to zero and the R² value was 0.000. Qualitatively, three main themes emerged: (1) positive emotions as the foundation of learning readiness, (2) social interaction as a reinforcement of meaning formation, and (3) contextual learning that integrates cognitive, emotional, and social dimensions. Although most teachers have not yet mastered the concepts of neuropedagogy and brain-based learning theoretically, they have intuitively implemented its principles through motivation, praise, humor, group work, collaborative projects, and learning experiences relevant to students' real lives. These findings support the latest theory that places emotions and social interactions as the main drivers of brain function in learning (Immordino Yang, 2016; Tyng et al., 2017; Vygotsky, 1978; Jensen, 2008), and emphasizes the importance of strengthening teachers' competence in understanding and designing brain- and emotion-based learning to support the holistic development of elementary school students.

Optimizing The Strengthening Of Lecturer’s Professional Commitment Based On Local Wisdom And Organizational Support

Abstract: This study aims to construct an integrated constellation model and determine optimal strategies for reinforcing lecturers’ professional commitment at leading private universities in Bogor. Utilizing the POP-SDM (Modeling&#8230; ng and Optimization of Management Resources) framework, the research integrates elements of local wisdom and organizational support within a systemic approach to human resource development. The exploratory qualitative phase involved in-depth interviews and focus group discussions to uncover major determinants influencing professional commitment. From the thematic analysis, four principal variables emerged—teamwork, organizational climate, religiosity, and work motivation—which were validated through expert judgment. Quantitative verification was subsequently performed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) technique to examine both direct and indirect relationships among constructs. The analysis confirmed that all variables exert positive and significant effects on lecturers’ professional commitment, with work motivation being the most dominant factor. To refine improvement priorities, the SITOREM (Scientific Identification Theory for Conducting Operational Research in Educational Management) method was applied, identifying indicators that should be improved, maintained, or further developed. The findings offer empirical and practical insights, including: (1) a validated POP-SDM–based commitment model combining cultural and organizational dimensions; (2) evidence-based strategies to enhance lecturer professionalism; and (3) an optimization framework to guide sustainable lecturer development in higher education institutions.

The Influence of Employee Motivation on the Quality of Administrative Services at the Leihitu Sub-District Office, Central Maluku Regency

Abstract: Public service quality is one of the fundamental indicators in assessing the performance of government institutions, especially at the district level where direct interactions with citizens take place. This study aims to&#8230; analyze the influence of employee motivation on the quality of administrative services at the Leihitu Sub-district Office, Central Maluku Regency. The research employs a quantitative approach with an explanatory design to identify causal relationships between variables. The population in this study consists of all employees involved in administrative services, and total sampling was used due to the manageable number of staff. Data were collected through a structured questionnaire using a Likert scale to measure motivation and service quality indicators. The data were analyzed using descriptive statistics and linear regression to determine the effect of motivation on service quality. The results show that employee motivation significantly and positively influences administrative service quality. Employees with higher intrinsic and extrinsic motivation tend to demonstrate better responsiveness, discipline, communication, and consistency in carrying out public service functions. The study concludes that strengthening motivation is essential to improve public service performance. Therefore, organizational leaders are encouraged to enhance work motivation through recognition, supportive leadership, fair reward systems, and professional development opportunities to ensure services meet community expectations.

Flipped Classroom in Islamic Education: A Systematic Review of Pedagogical Impact at Junior and Senior High School Levels

Abstract: The flipped classroom model has increasingly been implemented as an alternative instructional approach in the digital era, including in Islamic Religious Education (IRE) at junior and senior high school levels. This article&#8230; cle aims to systematically examine eight empirical publications from 2021 to 2025 that explore the application of this model within IRE contexts. The review focuses on instructional design, pedagogical outcomes, and implementation challenges. Findings from the analyzed studies suggest that applying the flipped classroom model in IRE can enhance students’ cognitive understanding, foster learning motivation, and develop critical and collaborative thinking skills. However, the effectiveness of this model depends heavily on the quality of digital learning design, the teacher’s readiness to facilitate active learning, and the ability to meaningfully integrate Islamic values into the learning process. In addition, this model faces several challenges, including limitations in technological infrastructure, lack of professional teacher training, and the need for curriculum adaptation. This study highlights the importance of systemic support and digital competency development among educators to ensure that flipped classroom implementation is not merely a technical strategy, but a means of strengthening the spiritual dimension and core values of Islamic education in the digital age.

Analysis of the Influence of Audit Service Quality on Auditee Satisfaction in the Internal Audit Division

Abstract: The increasing complexity and dynamics of the business environment at local, regional, and global levels have driven PT PLN (Persero)’s Internal Audit Unit (SPI) to adopt a Purpose-Driven Internal Audit approach, positioning&#8230; ioning the audit function as a strategic partner for long-term organizational success. However, the Internal Stakeholder Satisfaction Index for assurance services in the Construction, Generation, and New Renewable Energy Audit Division (AKP) fell short of its targets in 2023 and 2024. This study aims to analyze the impact of audit service quality—comprising tangibles, reliability, responsiveness, assurance, and empathy—on auditee satisfaction. Using a quantitative approach with PLS-SEM and Importance–Performance Map Analysis (IPMA), data were collected from AKP Division auditees in 2024. The results show that all dimensions of audit service quality positively and significantly influence satisfaction, with responsiveness and empathy being the most dominant factors. The findings offer practical insights for SPI PLN in prioritizing service improvements based on user perceptions and provide theoretical support for the SERVQUAL model as a key psychological mechanism in fostering satisfaction within trust-based professional services

Exploring HR Experiences at Bunda Sarini Clinic: Digitalization, MIS, Service Quality, and Operational Efficiency

Abstract: The integration of digitalization and Management Information Systems (MIS) has profoundly enhanced human resource efficiency, service quality, and operational effectiveness at Klinik Pratama Bunda Sarini. This study explores&#8230; ores the role of MIS in optimizing workforce management and improving patient-centered care, highlighting both its advantages and the challenges encountered during implementation. Researchers employed a qualitative case study approach, utilizing semi-structured interviews and document analysis to examine HR professionals' experiences with digital transformation. The findings indicate that MIS has streamlined administrative workflows, reduced clerical inefficiencies, and improved real-time data accessibility, facilitating faster decision-making and higher patient satisfaction. However, workforce resistance, digital literacy limitations, and data security concerns created obstacles in the transition process. Structured HR-led training programs and phased implementation strategies effectively addressed these challenges. The study underscores the importance of sustained investment in workforce development, cybersecurity measures, and digital infrastructure to support long-term healthcare digitalization. Future research should evaluate the long-term impact of digital adoption in small-scale healthcare institutions.

Employee Perspectives on Professional Growth: A Qualitative Study of Human Resource Development Initiatives

Abstract: This research examines the perspectives and experiences of workers about Human Resource Development (HRD) programs in order to determine the aspects that influence engagement, satisfaction, and overall effectiveness. Employing&#8230; loying a qualitative methodology, the study included semi-structured interviews and focus groups with personnel from several departments. The results indicate that HRD programs are most efficient when they are congruent with individuals' specific career objectives and professional requirements, and when they have sufficient organizational resources and management support. The identification of challenges such as program rigidity and lack of relevance emphasizes the need for HRD methods that are more flexible and responsive. The research highlights the need of customizing HRD programs to cater to the varied requirements of employees and adjusting to rapid changes in the work environment. The findings provide practical and effective guidance for firms to improve their HRD processes and give stronger support for employee development. Further investigation is recommended to examine the incorporation of emerging technologies in HRD and evaluate their influence on employee engagement and development.
