So that the waqf assets that were originally borrowed by the owner of the waqf rights can be disposed of if there is misuse of waqf assets. The Judge's reason for permitting the takeover of misused waqf assets in Decision no. 22/Pdt.G/2017/MS-MEDAN, based on the findings of the facts by the Judge, is of the opinion that legally there is no legal justification for the Defendant/Applicant to hold objects that are unlawfully and unlawfully owned and managed as YPI Bireuen's claim items.

This study uses a descriptive normative research method to analyze the legal issues related to such actions. The findings indicate that the legal recourse available to debtors in specific circumstances significantly impacts creditors. This leads to uncertainties regarding payment, especially if the debtor decides to file for legal action. Additionally, these uncertainties can affect the creditor's business operations. The Constitutional Court's decision, subsequently reinforced by a Circular Letter from the Supreme Court, does not adequately address the gaps in legal certainty faced by creditors. This situation complicates creditors' efforts to secure their rights, which are the obligations of the debtor.

Furthermore, freelance work has become increasingly popular due to its flexibility in time and location.
Therefore, solutions are needed to address employment issues in Bengkulu Province. Data collection in this study was conducted through interviews with the Bengkulu Provincial Manpower Office. Data analysis employed a qualitative approach. The findings indicate that many workers are engaged in seasonal sectors with unstable income. The Bengkulu Provincial Manpower Office has implemented programs such as job fairs, vocational training and education, and occupational health and safety socialization. Generation Z is perceived as less loyal and tends to frequently change jobs, showing a strong preference for freelance work due to its flexibility. Policy development is needed to provide legal protection for workers. Recommended actions include stricter enforcement against companies violating labor rights, particularly those committing violence against female workers, conducting awareness programs in collaboration with the Ministry of Women’s Empowerment and Child Protection and labor protection institutions, and optimizing integrated reporting systems to accelerate the resolution of such cases.

Meskipun undang-undang ini menjamin hak-hak ODGJ, data lapangan menunjukkan bahwa masih terdapat berbagai kendala dalam pelaksanaannya. Di antaranya adalah stigma sosial yang menghambat ODGJ untuk mengurus dokumen identitas, serta kurangnya pemahaman petugas administrasi mengenai hak-hak ODGJ. Aspek aksesibilitas fisik terhadap layanan publik juga menjadi hambatan utama, di mana lokasi pembuatan e-KTP sering kali tidak ramah terhadap aksesibilitas bagi ODGJ. Realita ini menunjukkan adanya kesenjangan antara ketentuan hukum dan pelaksanaan di lapangan, yang mengimplikasikan perlunya judicial review dan perbaikan kebijakan berbasis hak untuk menjamin aksesibilitas yang setara. Penelitian ini diharapkan dapat memberikan rekomendasi untuk perbaikan sistem pendukung bagi ODGJ dalam memenuhi hak identitas mereka.
