IMPLEMENTATION OF ACCELERATED CULTURAL HERITAGE DATA COLLECTION BASED ON GOVERNMENT REGULATION NO. 1 OF 2022 IN SERANG CITY

Abstract: Accelerating cultural heritage data collection in Serang City is a strategic step in efforts to preserve cultural heritage in accordance with the mandate of Law Number 11 of 2010 concerning Cultural Heritage and Government… nt Regulation Number 1 of 2022 concerning National Registers and Cultural Heritage Preservation, which aims to provide accurate cultural heritage data as a basis for legal protection and preservation policies. Implementation is not optimal, as there are still suspected reserve objects (ODCB) that have not been officially determined. This research identifies the problem, namely, How is the Implementation of Accelerated Cultural Heritage Data Collection in Supporting Cultural Heritage Preservation in Serang City and what are the obstacles. This research uses authority theory and cultural heritage conservation theory as the basis for analysis. The research method used is empirical juridical with a qualitative descriptive approach through literature studies and interviews with related parties. The research results show that the acceleration of data collection has been carried out through activities to identify, verify, and record cultural heritage objects in the Dapobud system. This step, according to regulations, produces more accurate data, so that it can be immediately protected and preserved. However, implementation has not been optimal due to obstacles in the form of limited facilities and infrastructure, budget, human resources, constraints on the Dapobud system, lack of local government support, and community participation. The conclusion is that the implementation of accelerated data collection on cultural heritage in Serang City has made a positive contribution to conservation efforts, even though it still faces obstacles. Recommendations are addressed to the Serang City Government to strengthen budget support, increase human resource capacity, prepare supporting facilities, and encourage collaboration and community participation so that preservation can be sustainable.

COLLABORATION IN COMMUNITY EMPOWERMENT INNOVATION FOR ACCELERATING SUSTAINABLE VILLAGE DEVELOPMENT IN SERANG DISTRICT

Abstract: Serang Regency has 326 villages with great agricultural, industrial, and coastal potential, but still faces north-south regional disparities, 18% stunting, and low digital literacy and female participation in the economy.… . This study examines the effectiveness of innovative pentahelix-based collaboration as a strategy for accelerating sustainable village development in Serang Regency within the framework of the Village SDGs and the 2025-2045 RPJPD vision. The objectives of this study are (1) to analyze the forms and mechanisms of pentahelix collaboration, (2) to evaluate its impact on improving the Village Development Index and achieving Village SDGs, and (3) to formulate concrete policy recommendations for the Serang Regency Government. The benefits of this study include operational guidelines for regional policy makers, replication of the model in similar areas in Banten, and contribution to the national target of independent villages towards Indonesia Emas 2045. The methodology used is descriptive qualitative with a systematic literature review and secondary document analysis. The results show that pentahelix collaboration has succeeded in increasing the average IDM by 18.71%, reducing village poverty by 4.08%, and strengthening the circular economy. Recommendations include allocating 15% of Village Funds for digital platforms and forming a district pentahelix task force.

GENDER ISSUES IN PUBLIC SPACES WITHIN MUSLIM COMMUNITIES: A SYSTEMATIC LITERATURE REVIEW

Abstract: Gender issues in public spaces and Muslim communities have increasingly gained attention in academic discourse due to their strong connection with social norms, cultural values, and religious interpretations that shape women's… omen's patterns of participation. This study aims to examine the influence of gender norms and values within Muslim communities on women’s engagement in public spaces, uncover the challenges they face, and formulate recommendations based on feminist and social constructionist perspectives to promote gender equality. The research employs a Systematic Literature Review (SLR) method by tracing reputable academic databases through rigorous selection and thematic analysis. The findings reveal that Muslim women’s participation in public spaces is often hindered by patriarchal constructions, discrimination, and limited access. Nevertheless, women have developed strategies of resistance and negotiation that expand their roles. Thematic analysis identifies three main patterns: women’s representation in public spaces, gender-based social practices that impose limitations, and resistance strategies through religious reinterpretation and community activism. This article contributes to theoretical development by enriching global feminist perspectives through the lived experiences of Muslim women while also offering practical contributions in the form of inclusive and socially–religiously sensitive public policy recommendations. The implications highlight the importance of cross-cultural studies and the exploration of women’s experiences at the local community level to broaden understanding of gender equality in contemporary Muslim societies.

THE INFLUENCE OF SALES PROMOTION, UTILITARIAN, SELF ESTEEM, AND HEDONIC MOTIVE ON PURCHASE DECISION WITH IMPULSE BUYING AND BEHAVIOR INTENTION AS VARIABLE INTERVENINGS IN SHOPEE IN GEN Z

Abstract: This research aims to understand the influence of Sales Promotion, Utilitarian, Self-Esteem, and Hedonic Motive on Purchase Decisions with Impulse Buying and Behavior Intention as intervening variables in Shopee. The research… earch method used is quantitative with a descriptive approach using a Likert scale. Using the SEM data analysis method. The population of this study is Shopee application users in Indonesia, especially generation Z (1997-2012), with 285 respondents taken using non-probability sampling techniques. The research results show that Sales Promotion, Utilitarian, Self-Esteem, and Hedonic Motive have a positive effect on Purchase Decision. Apart from that, Sales Promotion also has a positive effect on Impulse Buying and Behavior Intention. The implication of this research is that companies can utilize the Self-Esteem motive to improve purchasing decisions. Personalized product recommendations and price offers that match consumer preferences can be implemented to increase consumer satisfaction and trust. Implementing algorithms can help companies provide better shopping experiences, improve purchasing decisions, and strengthen consumer behavioral intentions

THE QUR'AN AND SOCIAL SOLIDARITY: ANALYSIS OF CONTEMPORARY APPLICATIONS IN INDONESIAN URBAN SOCIETY

Abstract: This study examines the concept of social solidarity and religious values, especially those contained in the Qur'an. Social solidarity has long been the focus of discussion in various disciplines, ranging from sociology,… political science, to Islamic studies. In the midst of the increasingly complex dynamics of urbanization in Indonesia, the question of how religious values, especially those contained in the Qur'an, can encourage collective action based on social justice is very relevant. By examining in depth the relationship between the teachings of the Qur'an and social solidarity, this article contributes to the development of social theory and practice in urban Indonesian society. It is hoped that the findings and recommendations presented can be a reference for academics, researchers, and policymakers in formulating strategies for integrating Islamic values into contemporary social dynamics, so that in the end it can produce a more just, inclusive, and dignified society. The results of the study show that there is a strong integration between the theological message in the Qur'an and the dynamics of social interaction, as well as its implications in the formation of pro-people public policy. Thus, the conceptual framework proposed in this study not only makes a theoretical contribution to the development of Islamic studies and sociology, but also offers practical recommendations that are applicable to the strengthening of social solidarity in the modern era. This study suggests that further studies can explore more empirical aspects, involving field data and participatory analysis, to ensure that the values of the Qur'an are truly integrated into social life and public policy as a whole. This research invites further dialogue between stakeholders in an effort to realize solid social solidarity, as a tangible manifestation of the application of the principles of goodness and justice enshrined in the Qur'an.

ANALYSIS OF STRATEGIC COMMUNICATION DISCOURSE FOR THE ERADICATION OF THE FREE PAPUA ORGANIZATION BY TNI-POLRI OFFICIALS IN ONLINE MEDIA NEWS FRAMING

Abstract: The purpose of this article is to find out the Analysis of Strategic Communication Discourse for the Eradication of the Free Papua Organization (OPM) by TNI-POLRI Officials in Online Media News Framing. The theory used is… s Social Construction with a constructivist approach. Descriptive qualitative research method with analytical analysis referring to online media news texts. The research results show that strategic communication, TNI-POLRI received support from the Chairman of the MPR to carry out operations to eradicate OPM. Murder data in ( CNN Indonesia : 27: 12: 2023) states that the National Police recorded a total of 199 KKB attacks and 146 victims during 2023, while Jonh Roy Purba in detiknews (28/12/ 2022) stated that the Papua Regional Police recorded 90 cases of group crimes Armed criminals (KKB) will be handled throughout 2022. According to Johnson and Scholes (2005), strategy determines the direction and scope of an organization in the long term, and they say that it should determine how resources should be used and configured to meet market and stakeholder needs. Michael Porter, emphasizes the need for strategy to define and communicate an organization's unique position, and says that it must determine the organizational resources, skills, and competencies must be combined to create competitive advantage. MAQASHID AL-QUR'AN AND BUDGET EFFICIENCY

Abstract: This study examines the relationship between the concept of Maqashid Al-Quran and the optimization of budget management in the context of Islamic economics. Using the systematic literature review method, this article collects… lects and analyzes publications from Scopus indexed journals in the last 10 years to identify conceptual frameworks and indicators of budget efficiency that can be synergized with the principles of Maqashid Al-Quran. The findings of the study show that the implementation of maqashid values—such as the protection of soul, religion, intellect, descent, and property—can be the basis for formulating budgeting policies that are not only efficient but also socially just. In addition, this article develops an innovative analysis model, integrates budget efficiency indicators with the maqashid principle, and offers practical implementation recommendations for researchers and policymakers. The implications of this research are expected to help in the formulation of more holistic and progressive Islamic economic policies. This research has shown that the integration of the principles of Maqashid Al-Quran into budget management has the potential to improve fiscal policy by strengthening aspects of justice, transparency, and efficiency. Using the systematic literature review method, this article not only identifies gaps in the conventional literature, but also offers an innovative framework that can be used as a reference for researchers and practitioners in the development of Islamic economics. The implementation of this framework requires a joint commitment between stakeholders to reform fiscal governance and integrate ethical values at every policy stage. It is hoped that the results of this research will provide inspiration for the development of a long-term strategy that is progressive, based on maqashid in budget management, and will be an important contribution in realizing public governance that is fair, efficient, and oriented towards community welfare.  

FLOOD FACTORS AND HANDLING: CASE STUDY OF INDONESIA AND THE PHILIPPINES

Abstract: Flooding is a natural phenomenon that can cause disasters for humans, especially in Indonesia and the Philippines, which often experience significant impacts on the economy, transportation, and social life. This research… aims to analyze the factors that cause flooding in both countries, compare the management policies implemented, and provide recommendations for improved mitigation. The method used is a literature review to collect and analyze various scientific sources. The results show that in Indonesia, factors causing flooding include land subsidence, land use change, and climate change, while in the Philippines, flooding is often triggered by tropical storms and extreme rainfall. Indonesia's response strategy focuses on river normalization and drainage infrastructure, while the Philippines implements a National Disaster Risk Reduction and Management Plan that covers prevention, preparedness, and rehabilitation. Despite these efforts, challenges such as urbanization and land acquisition still hamper the effectiveness of flood management. Recommendations include improving infrastructure, sustainable spatial planning, and community education.

THE RELATIONSHIP BETWEEN HEALTH LOCUS OF CONTROL AND DIET COMPLIANCE IN TYPE 2 DIABETES MELLITUS PATIENTS IN THE WORK AREA OF KABILA COMMUNITY HEALTH CENTER BONE BOLANGO REGENCY

Abstract: Diabetes mellitus is a disease characterized by increased glucose levels that over time cause serious damage to the heart, blood vessels, eyes and kidneys ( World Health Organization) in 2024. Compliance is the degree to&#8230; which a person carries out health-related behavior, either taking medication, following diet therapy and changing lifestyle according to recommendations given by health workers. Diet or nutritional therapy is used to regulate the patient's food intake so that it remains fulfilled and does not result in an increase in blood sugar so that it is necessary to regulate the schedule, type and amount of food as nutrition. This study aims to determine whether there is a relationship between health locus of control and compliance with diet in patients with diabetes mellitus in the Kabila Health Center work area. The design in this study is quantitative correlational. The sampling technique in this study used the non-probability sampling method with a total sample of 52 diabetes mellitus participants at the Kabila Health Center. The instrument used in the study used a questionnaire instrument with open questions about the variable health locus of control and compliance with the diet of patients with diabetes mellitus. Based on the results of the study, there is a relationship between health locus of control and compliance with diet in diabetes mellitus patients in the Kabila Health Center work area, with a significance value or p-value showing 0.000 (p <0.05). This is based on the alternative Fisher exact test because there are 3 cells with an expect count value <5.  

INTEGRATING ISLAMIC ETHICS AND CLINICAL SAFETY IN SUNNAH CUPPING THERAPY SERVICES

Abstract: Sunnah cupping therapy (al-hijamah) is a popular Islamic healing method practiced globally. Despite its spiritual roots, it poses clinical risks, including infections, vasovagal shock, and procedural inconsistencies, often&#8230; en due to non-sterile tools and untrained practitioners. This study aims to explore how Islamic ethical values—sincerity (ikhlas), trust (amanah), and halal compliance—can be integrated with clinical responsibilities such as sterilization protocols, informed consent, and therapist competency. A thematic qualitative literature review was conducted using Islamic jurisprudence, fatwas (DSN-MUI), WHO and Ministry of Health (Indonesia) guidelines from 2015–2025. Findings reveal that neglecting the maqashid sharia principle of hifzh an-nafs (protection of life) contradicts both Islamic ethics and medical safety. Sunnah cupping services rooted in both spiritual values and professional protocols are more trusted by Muslim patients and improve therapeutic legitimacy. This study highlights the urgent need for national SOPs, certified training, and the development of Islamic cupping clinics with integrated protocols. These clinics can serve as models of sharia-compliant, clinically responsible health services. The research offers practical recommendations for Islamic medical institutions and policy-makers in strengthening Islamic-based complementary therapies in modern healthcare systems.
