Penelitian ini bertujuan untuk menganalisis optimalisasi peran perempuan dalam mewujudkan ketahanan pangan berbasis lingkungan melalui berbagai praktik pengelolaan sumber daya yang berkelanjutan. Metode yang digunakan adalah studi literatur (literature review) dengan mengkaji berbagai artikel ilmiah, buku, laporan penelitian, dan dokumen kebijakan yang relevan mengenai perempuan, ketahanan pangan, dan lingkungan. Analisis penelitian menggunakan Teori Optimalisasi (Siagian, 2014; Heizer et al., 2020) sebagai kerangka utama, dengan lima indikator yaitu efektivitas, efisiensi, produktivitas, kualitas, dan keberlanjutan, yang dilengkapi oleh Teori Pemberdayaan Perempuan (Women Empowerment Theory) yang dikembangkan oleh Naila Kabeer (1999) sebagai teori pendukung. Teori pemberdayaan ini menekankan bahwa akses terhadap sumber daya, kemampuan mengambil keputusan, dan pencapaian kesejahteraan menjadi faktor pelengkap dalam meningkatkan kapasitas perempuan dalam berbagai sektor pembangunan. Hasil kajian menunjukkan bahwa perempuan berkontribusi signifikan dalam menjaga ketahanan pangan melalui pengelolaan pekarangan pangan, diversifikasi konsumsi pangan keluarga, pengembangan pertanian ramah lingkungan, serta pemanfaatan teknologi sederhana berbasis sumber daya lokal, sebagaimana tercermin dari pencapaian indikator efektivitas, efisiensi, produktivitas, kualitas, dan keberlanjutan dalam Teori Optimalisasi. Namun demikian, optimalisasi peran perempuan masih menghadapi berbagai kendala, seperti keterbatasan akses terhadap lahan, modal, teknologi, dan pendidikan. Oleh karena itu, diperlukan kebijakan yang mendukung peningkatan kapasitas perempuan melalui pelatihan, akses pembiayaan, pendampingan usaha, serta penguatan kelembagaan masyarakat. Penelitian ini menyimpulkan bahwa optimalisasi peran perempuan yang didukung oleh pemberdayaan berbasis lingkungan merupakan strategi penting dalam memperkuat ketahanan pangan yang berkelanjutan serta mendukung pencapaian tujuan pembangunan berkelanjutan di tingkat lokal maupun nasional.

Penelitian ini bertujuan untuk menganalisis gambaran partisipasi pria dalam program KB, menilai responsivitas gender dalam implementasi kebijakan, serta mengidentifikasi kesenjangan antara desain dan praktik di tingkat daerah. Penelitian menggunakan pendekatan kualitatif deskriptif dengan analisis dokumen sebagai sumber data utama, meliputi laporan BKKBN, BPS, dan dokumen kebijakan daerah terkait KB. Analisis dilakukan dengan mengorganisir, mengkoding, dan mengidentifikasi tema utama sesuai kerangka Gender Responsiveness Theory. Hasil penelitian menunjukkan bahwa desain kebijakan KB nasional dan daerah sudah peka gender, tetapi implementasinya masih bersifat women-centric, dengan layanan dan sosialisasi lebih fokus pada perempuan. Faktor budaya patriarki, keterbatasan akses layanan untuk pria, dan kurangnya target khusus menyebabkan partisipasi laki-laki tetap rendah. Studi ini merekomendasikan penguatan kebijakan dan program berbasis gender-responsive, peningkatan akses layanan KB pria, serta kampanye edukasi yang menargetkan pria untuk mendorong kesetaraan peran reproduksi dan efektivitas program KB di Provinsi Banten.

Analisis dilakukan dengan menerapkan teori kewenangan Philipus M. Hadjon, teori instrumen pemerintahan Ridwan HR, serta teori efektivitas hukum Soerjono Soekanto.
Hasil penelitian mengungkapkan bahwa rencana penerapan retribusi sampah bagi dapur Program Makan Bergizi Gratis sebesar dua ratus ribu rupiah per bulan berdasarkan Peraturan Daerah Nomor 3 Tahun 2024 dan Peraturan Bupati Nomor 9 Tahun 2025 belum berjalan efektif. Tingkat kepatuhan wajib retribusi sangat rendah karena hanya sekitar dua puluh pelaksana yang melakukan pembayaran. Penyebab utama meliputi ketidakjelasan skema pelayanan akibat tarif yang tidak mencakup biaya pengangkutan sampah, kelumpuhan infrastruktur di Tempat Pemrosesan Akhir Buluh, dan lemahnya penegakan sanksi administratif oleh aparat pemungut. Situasi ini memicu tindakan kedinasan non-prosedural serta konflik sosial-ekologis dengan masyarakat desa setempat.
Guna menyelesaikan permasalahan tersebut, diperlukan klarifikasi skema pelayanan yang mencakup seluruh komponen biaya, rehabilitasi infrastruktur pemrosesan sampah, serta penguatan penegakan sanksi administratif untuk meningkatkan kepatuhan dan efektivitas pemungutan retribusi.

AbstractThis study aims to examine the effectiveness of waste service retribution collection in Bangkalan Regency following the enactment of Bangkalan Regency Regional Regulation Number 1 of 2024 concerning Regional Taxes and Retributions. Using an Administrative Law approach, this research analyzes the legitimacy of authority, juridical instruments, and operational obstacles faced by the Environmental Agency of Bangkalan Regency. The analysis applies Philipus M. Hadjon’s theory of authority, Ridwan HR’s theory of government instruments, and Soerjono Soekanto’s theory of legal effectiveness.
The findings reveal that the planned implementation of a waste retribution fee of two hundred thousand rupiah per month for kitchens under the Free Nutritious Meals Program (Program Makan Bergizi Gratis), based on Regional Regulation Number 3 of 2024 and Regent Regulation Number 9 of 2025, has not been effective. The level of compliance among retribution payers remains very low, with only approximately twenty operators making payments. The main causes include unclear service schemes due to tariffs that do not cover waste transportation costs, the dysfunction of infrastructure at the Buluh Final Processing Site (Tempat Pemrosesan Akhir Buluh), and weak enforcement of administrative sanctions by collection officers. This situation has triggered non-procedural administrative actions and socio-ecological conflicts with local village communities.
To address these issues, it is necessary to clarify the service scheme to include all cost components, rehabilitate waste processing infrastructure, and strengthen the enforcement of administrative sanctions in order to improve compliance and the overall effectiveness of retribution collection.

Data reduction, data presentation, and conclusion drawing are utilized as analytical stages to dissect the entire lecture recording based on Aristotle's rhetorical triangle theory. The results show that the element of ethos or credibility is built through the adjustment of local sarong clothing, a humble attitude toward elders, respectful etiquette toward Madurese kiai, and authoritative hadith references. The element of pathos or emotional appeal is manifested through dramatic narratives of a mother's struggle in giving birth, the physical sacrifice of a father in the orchard, the story of his own mother's passing, and the analogy of an old Quranic mushaf for the elderly to arouse the congregation's pity and regret. The element of logos or logical argument is proven through the syllogism of moral priority over material wealth, the law of direct causal retribution for rebellious children, and textual historical proof regarding the inclusivity of the prophet's social relations with non-Muslims. The synchronization of these three rhetorical elements successfully packages weighty morality material into a logical yet deeply touching spiritual presentation for the congregation.

This study conducts a bibliometric analysis of 489 Scopus-indexed articles published between 1977 and 2025 to examine publication trends, key contributors, and thematic structures. Results indicate that the United States (32.5%), United Kingdom (15.8%), Germany (9.6%), and Canada (7.3%) are the leading contributors, with emerging research from Slovenia (2.1%) and Uruguay (1.7%). Institutional collaborations highlight strong interdisciplinary ties, particularly between the Center for Addictive Disorders and the Faculty of Medicine and Health. Co-authorship analysis identifies Nikos Ntoumanis (98 publications) and Jennifer Cumming (76 publications) as pivotal researchers, while citation network analysis highlights influential clusters led by Joan L. Duda (4,532 citations) and Andreas Ivarsson (3,215 citations). Bradford’s Law identifies Psychology of Sport and Exercise and Journal of Applied Sport Psychology as core journals. Thematic mapping reveals that mental toughness (18.4%) and resilience (14.7%) are dominant topics, while psychometrics (6.3%) and competitive anxiety (5.1%) remain underexplored. Core”. The main objective is to understand how conversational maxims and implicatures are applied in the context of podcasts to convey messages about self-confidence and self-love to listeners. The methods used are conversational analysis based on pragmatics theory, conversational analysis based on Grice's (1975), theory of maxims and qualitative methods based on Creswell's (2007), theory then the data analyzed are transcriptions of Selena Gomez podcasts that have been selected based on their relevance to the research topic. The analysis is done by looking at how each conversational maxim (maxims of quantity, quality, relevance, and manner) and the two existing implicatures (conventional implicature and conversational implicature) are applied in the verbal expressions in the podcast. The result is that the four maxims and two implicatures are all found in Selena Gomez's podcast.
