three main objectives: (1) to determine the form of human resource policies implemented to improve performance quality, (2) to identify supporting and inhibiting factors in the implementation of these policies, and (3) to formulate appropriate strategies to improve employee performance. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The results show that the implemented human resource policies include training and competency development, performance assessment based on work indicators, and a reward system and work discipline. Supporting factors for the implementation of these policies include leadership support, active employee participation, and the availability of a training budget. However, there are also inhibiting factors such as a lack of professional human resources, limited supporting facilities and infrastructure, and low work motivation among some employees. The strategies implemented to improve performance quality include strengthening supervision, developing a collaborative work culture, improving the quality of training, and regular evaluation of policy implementation. This study concludes that appropriate and consistent human resource policies play a crucial role in building more optimal employee performance within the service environment.

Primary data in this study were obtained directly from the Nias Tofu business through observations and interviews, while secondary data were obtained from the company in the form of production data from the Nias Tofu Product business in 2024. Data analysis was conducted using descriptive analysis techniques and the steps taken in the method analysis.MRP. According to the analysis results, the 2024 soybean raw material purchasing and demand data using the conventional method showed a shortage of raw materials of 14,200 kg with an order frequency of 14 times. Inventory management experienced inefficiencies, namely storage costs of IDR 1,600,000 and ordering costs of IDR 400,000, and raw material shortages still occurred, while the application of the MRP method resulted in order planning with an order frequency of 6 times, a fixed order quantity of 16,784 kg, and a much lower total inventory cost of IDR 335,160. The implementation of the MRP method has proven successful in eliminating raw material shortages and reducing operational costs so that the production process runs more smoothly and efficiently. This study proves that the application of MRP is effective in managing raw materials and optimizing production in the Nias Tofu business, making a significant contribution to smooth production and inventory cost efficiency.

e lack of staff understanding in managing social media, especially Instagram, which impacts weak brand awareness and brand identity. This study uses a descriptive qualitative approach with a project-based learning method, in which researchers are actively involved in the planning, implementation, and evaluation of the training program. Data were collected through participant observation, semi-structured interviews, and documentation during the training process. The training objectives were formulated specifically, measurable, achievable, relevant, and time-limited, in accordance with the SMART principles. The results showed a significant increase in staff understanding of content planning, creating visual materials consistent with brand identity, and using Instagram analytics features. The post-test showed an increase in the average score of participants, and the MSMEs' digital activities became more structured. These findings indicate that internal training designed with the SMART approach is effective in building staff digital competencies and supporting brand image strengthening on social media. Overall, this study shows that improving internal digital literacy is a strategic step that can strengthen the competitiveness of MSMEs in the ever-evolving digital ecosystem

Using a qualitative phenomenological approach and adopting an active participatory method, data were collected through in-depth interviews, document reviews, and observations with purposive sampling (management, DPS, IT/cybersecurity units, and customers). The analysis refers to the Miles & Huberman model (data reduction–data presentation–conclusion drawing); validity is maintained through source triangulation, member checking, and audit trails. The findings consolidate five key domains: (1) the role of DPS in digital decisions and ongoing supervision, (2) human resource capabilities and risk culture, (3) IT & cybersecurity architecture (data protection, incident response, business continuity), (4) risk management–compliance (synchronization of OJK–DSN–MUI guidelines), and (5) digital customer literacy and experience. The theoretical contribution integrates the Institutional, Accountability, and TAM/UTAUT perspectives to explain the drivers and barriers to adoption. Practically, a risk-based digital governance roadmap is developed that prioritizes cybersecurity governance, strengthening the role of the DPS through digital oversight, and data governance policies.

Technical scalability in resource-limited situations, governance structures that promote meaningful multi-stakeholder engagement, and quantifiable inclusion results for small-scale farmers are thoroughly examined. Comparative case study, agent-based adoption modeling, and quasi-experimental effect evaluation by Propensity Score matching reveal that blockchain's potential is not automatic nor inherent in eight nations. Techno-institutional synergy, not technological complexity, improves democracy, the research shows. Hybrid governance systems with farmer-controlled validator nodes and tokenized decision-making rights enhanced smallholder involvement by 58% and premium retention by 78% over corporate-controlled systems. However, technologically sophisticated deployments without institutional expertise frequently increase power concentration and exclusion. The blockchain viability index helps identify optimal deployment conditions for different commodities, empirical evidence challenges the idea that decentralization automatically promotes inclusion, and the inclusion-by-design framework helps policymakers embed equitable principles into decentralized agri-tech from the start. This study shows food system digitization practitioners and scholars that genuine democratization occurs when technology drives institutional transformation.

Employing a quantitative approach, data were collected through structured questionnaires and analyzed using Structural Equation Modeling (SEM). The findings reveal a significant positive relationship between knowledge management and employee competencies, with a path coefficient of 0.512 and a t-statistic of 7.245. Among the dimensions, knowledge sharing emerged as the strongest contributor to competency development, fostering collaboration and collective learning. Employees reported significant improvements in technical expertise, problem-solving skills, and adaptability. However, challenges such as resistance to change, uneven participation, and resource constraints were identified as barriers to the full implementation of knowledge management initiatives. This study underscores the importance of structured knowledge management practices in developing a skilled and adaptable workforce. The research findings indicate that the community lacks sufficient education regarding financial literacy in the use of digital tools for managing family finances. This lack of education poses a significant challenge in adopting digital finance for financial management among low-income communities. This study highlights that HRM should be a strategic function rather than an administrative task, focusing on technology-driven efficiency, digital upskilling, and cultural adaptation. The research informants consisted of the principal, vice principal, teachers, and administrative staff. The results of the study indicate that the digitalization strategy has begun to be implemented through the use of technology in the learning process, the development of teachers' digital skills, and the integration of technology-based educational platforms. However, in its implementation, the school faces various obstacles, such as limited school internet (Wi-Fi) quota and low digital competence of some teachers. To overcome these obstacles, the school conducts internal training, utilizes offline learning media, and improves digital infrastructure. unication skills, and work attitudes, are important factors in determining the success of implementing government duties, especially in the digital era and the implementation of the Electronic-Based Government System (SPBE). This study uses a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The results show that most employees have adequate technical skills in operating information technology devices, and demonstrate discipline and responsibility in carrying out their duties. The Communication and Information Agency has also exceeded several strategic performance targets, including improving digital services, public participation, and increasing the SPBE index value. This study recommends the importance of increasing regular training, updating digital infrastructure, and strengthening the competency-based performance evaluation system. Overall findings indicate that the development of HR competencies has a significant contribution to achieving effective, efficient, and adaptive institutional performance to the demands of the digital era.
