The study employs a rigorous mixed-methods analysis, incorporating in-depth case studies from 35 districts, a national survey of 300 procurement officers, and comprehensive spend analytics, to illustrate the transformative outcomes associated with enhanced procurement maturity. Consolidated purchasing platforms reduce processing costs by 53% and capture 92% of rebates. Additionally, the new Procurement Simplicity Scorecard predicts 79% efficiency gains, offering leaders a practical diagnostic tool. Findings indicate that startups with clear digital transformation roadmaps, strong leadership engagement, and structured employee training programs are more successful in integrating HRM technology. However, many startups still rely on manual HR processes, limiting efficiency and innovation. This study highlights that HRM should be a strategic function rather than an administrative task, focusing on technology-driven efficiency, digital upskilling, and cultural adaptation. To ensure sustainable growth, startups must prioritize digital innovation, workforce development, and managerial commitment in their HRM transformation.

The research informants consisted of the principal, vice principal, teachers, and administrative staff. The results of the study indicate that the digitalization strategy has begun to be implemented through the use of technology in the learning process, the development of teachers' digital skills, and the integration of technology-based educational platforms. However, in its implementation, the school faces various obstacles, such as limited school internet (Wi-Fi) quota and low digital competence of some teachers. To overcome these obstacles, the school conducts internal training, utilizes offline learning media, and improves digital infrastructure. Golden Indonesia 2045 and the achievement of the SDGs. However, the main challenges lie in the limited insight of business administration, entrepreneurship education that has not been integrated with practice, and lack of access to government support. This research examines the role of business administration, entrepreneurship education, and government support in encouraging MSMEs in Pasuruan to upgrade. The research uses a qualitative method with a thematic analysis approach. Data were collected through in-depth interviews and observations. Data triangulation was carried out to ensure the validity of the findings. The results show that most MSME actors do not understand the importance of business administration, such as the ownership of NIB and NPWP, which are the basic requirements for accessing government programs and market expansion. Although there is a gap between the theory obtained and the practice implementation in the field, entrepreneurship education shows a fairly good level. The results of this study can be a guide for entrepreneurship education providers to design applicable practice-based programs, as well as for the government in facilitating business administration and entrepreneurial assistance. This synergy is expected to encourage Pasuruan MSMEs to upgrade, contribute to Sustainable Development (SDGs), and support the vision of Golden Indonesia 2045.

Hasil penelitian menunjukkan bahwa tata kelola yang terstruktur dalam pemantauan kualitas mengajar dan digitalisasi administrasi pembelajaran berfungsi sebagai katalis langsung bagi transparansi, responsivitas, dan akuntabilitas institusi. Meskipun demikian, tantangan sistemik masih ditemukan, terutama terkait distribusi sumber daya yang belum merata, kesenjangan literasi digital, dan kontinuitas pelatihan pedagogik. Kegiatan pengabdian masyarakat ini bertujuan untuk memperkuat identitas hukum dan memulihkan hak sipil Orang Mapur di Dusun Aik Abik melalui tindakan advokasi, sosialisasi, dan pendampingan partisipatif. Metode pelaksanaan menggunakan pendekatan Asset-Based Community Development yang berfokus pada pemanfaatan aset sosiokultural lokal berupa Gebong Memarong sebagai episentrum pergerakan. Hasil pengabdian menunjukkan bahwa kegiatan sosialisasi multipihak yang melibatkan Disdukcapil, pemerintah kecamatan, pemerintah desa, sektor swasta, dan lembaga adat berhasil mengikis keraguan sosiologis (pseudo-identity) dan membangun kesadaran hukum warga. Melalui strategi pendampingan langsung (door-to-door) dan posko pelayanan kolektif, tim berhasil melakukan inventarisasi, verifikasi, dan validasi berkas administrasi kependudukan yang sah bersama Lembaga Adat Mapur. Program ini tidak hanya memangkas rantai birokrasi formal, tetapi juga berhasil menginisiasi pemulihan hak-hak sipil dasar komunitas adat sekaligus memperkuat resiliensi kebudayaan mereka dari ancaman eksklusi sosial di era modern.
