Kenaikan usia ini justru meningkatkan permohonan… an dispensasi kawin ke Pengadilan Agama, sehingga menimbulkan pertanyaan mengenai kesesuaian pemberian dispensasi dengan ketentuan yang berlaku serta dasar pertimbangan hakim dalam mengabulkannya. Penelitian ini bertujuan untuk menganalisis kesesuaian pemberian dispensasi kawin pasca perubahan batas usia perkawinan berdasarkan Undang-Undang Nomor 16 Tahun 2019 dan PERMA Nomor 5 Tahun 2019, serta menganalisis dasar pertimbangan hakim dalam Penetapan Nomor 2006/Pdt.P/2024/PA.Srg berdasarkan PERMA RI Nomor 5 Tahun 2019. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan, kasus dan konseptual. Bahan hukum primer berupa Penetapan Nomor 2006/Pdt.P/2024/PA.Srg dan peraturan terkait dianalisis secara deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pemberian dispensasi kawin telah sesuai secara formal-prosedural dengan Undang-Undang Nomor 16 Tahun 2019 dan PERMA Nomor 5 Tahun 2019, karena hakim telah menempuh seluruh tahapan prosedural yang diwajibkan. Namun, dari sisi materiil alasan berupa kekhawatiran perbuatan menyimpang dari ajaran agama Islam bersifat umum sehingga standar "alasan sangat mendesak" cenderung diterapkan longgar. Dasar pertimbangan hakim terdiri atas unsur formil berupa kewenangan dan kelengkapan syarat administratif, serta unsur materiil berupa fakta hubungan asmara calon mempelai dan penerapan kaidah fikih dar'u al-mafasid muqaddamun ala jalbi al-mashalih, yang ditinjau dari Teori Perkawinan telah memuat sebagian aspek kesiapan calon mempelai namun belum komprehensif pada aspek kesiapan psikologis. Child marriage remains a legal issue in Indonesia even though the minimum age for marriage has been raised to 19 years through Law Number 16 of 2019. This increase in age has actually increased applications for marriage dispensation to the Religious Courts, raising questions regarding the conformity of granted dispensations with applicable regulations and the judge's basis for consideration in granting them. This study aims to analyze the conformity of granting marriage dispensation after the change in the minimum age limit for marriage based on Law Number 16 of 2019 and Supreme Court Regulation (PERMA) Number 5 of 2019, as well as to analyze the judge's basis for consideration in Decree Number 2006/Pdt.P/2024/PA.Srg based on PERMA Number 5 of 2019. This study uses a normative legal research method with a statutory, case, and conceptual approach. Primary legal materials, including Decree Number 2006/Pdt.P/2024/PA.Srg and related regulations, were analyzed descriptively and qualitatively. The research results show that the granting of marriage dispensation is formally and procedurally in conformity with Law Number 16 of 2019 and PERMA Number 5 of 2019, as the judge followed all required procedural steps. However, from a substantive standpoint, the reasoning concerning acts deviating from Islamic teachings is general in nature, so the "very urgent reason" standard tends to be applied loosely. The judge's basis for consideration consists of formal elements, namely authority and completeness of administrative requirements, and material elements, namely the fact of the romantic relationship between the prospective spouses and the application of the fiqh principle of dar'u al-mafasid muqaddamun ala jalbi al-mashalih, which, when reviewed through Marriage Theory, has addressed some aspects of the prospective spouses' readiness but has not been comprehensive regarding psychological readiness. 

PENGUATAN LITERASI DATA MELALUI ANALISIS PRODUKSI IKAN TEMBANG (SARDINELLA FIMBRIATA) KABUPATEN LAMONGAN TAHUN 1990–2024

Abstract: Statistik produksi perikanan penting untuk memahami perubahan jangka panjang perikanan pelagis kecil, tetapi data tahunan sering belum dimanfaatkan secara optimal karena keterbatasan literasi dan kemampuan interpretasi data.… ata. Kegiatan pengabdian ini bertujuan memperkuat literasi data perikanan mahasiswa melalui analisis produksi ikan tembang (Sardinella fimbriata) di Kabupaten Lamongan, Indonesia, tahun 1990–2024. Kegiatan melibatkan enam mahasiswa Program Studi Ilmu Kelautan, Fakultas Perikanan dan Ilmu Kelautan, Universitas Brawijaya, dengan pendekatan edukatif-partisipatif melalui pengenalan data, pengolahan menggunakan Microsoft Excel, visualisasi deret waktu, latihan perhitungan, interpretasi terbimbing, dan diskusi kritis. Dataset transparan yang terdiri atas 35 observasi tahunan dianalisis menggunakan total dan rata-rata produksi, nilai minimum dan maksimum, perubahan absolut dan relatif antartahun, perbandingan antarperiode, serta Compound Annual Growth Rate (CAGR). Total produksi mencapai 191.156,2 ton dengan rata-rata 5.461,61 ton per tahun dan CAGR keseluruhan 1,87% per tahun. Produksi terendah sebesar 248,5 ton terjadi pada 2009, sedangkan produksi tertinggi mencapai 24.676,8 ton pada 2016. Kenaikan terbesar terjadi pada 2015–2016 sebesar 21.567,8 ton atau 693,72%, sementara penurunan terbesar terjadi pada 2022–2023 sebesar 9.544,1 ton atau 53,84%. Pengamatan deskriptif terhadap luaran pembelajaran menunjukkan bahwa peserta mampu membaca tren produksi, membedakan perubahan absolut dan relatif, membandingkan rata-rata antarperiode dan CAGR, serta menjelaskan bahwa data produksi tidak dapat langsung diartikan sebagai kelimpahan stok ikan. Data perikanan jangka panjang yang transparan dapat digunakan sebagai media pembelajaran kontekstual untuk memperkuat literasi data perikanan yang kritis, sistematis, dan dapat direplikasi.

Application Of Mamdani's Fuzzy Logic In Modeling The Prediction Of Drug Abuse Levels In Padang City

Abstract: Drug abuse is a problem that can be influenced by various interrelated factors. This study aims to apply Mamdani Fuzzy logic in predicting the level of drug abuse in Padang City based on several factors obtained from documentation… umentation and interviews. The input variables used consist of the Age of the Perpetrator, Environment, Socializing, Gender, and Family, while the output variable is the Level of Drug Abuse with Low and High categories. The research stages include data collection, determining variables and fuzzy sets, fuzzification, forming if-then rules, inference using the minimum operator, composition using the maximum operator, and defuzzification using the centroid method. A total of 64 fuzzy rules are used to connect the combination of input variables with the output. Testing is done through manual calculations and implementation using MATLAB. The test results show that the output categories from manual calculations and MATLAB are the same in three test data, namely High, High, and Low. These results indicate that the Mamdani Fuzzy method can be used in modeling the level of drug abuse based on the variables used.

Development Of A Non-Intrusive RFID Elevator Access Control System For Residential Buildings

Abstract: This study developed and evaluated a standalone, non-intrusive radio frequency identification (RFID)-based elevator access control system for a four-story residential building. The system used an Arduino Uno, an MFRC522… RFID reader, and relay interfaces to regulate access to Floors 2, 3, and 4. Authorized card identifiers and floor permissions were stored locally, enabling offline operation without an external database or network connection. The relays interfaced only with the elevator push-button circuits and did not modify the original controller, motor drive, door mechanism, or safety system. Performance was evaluated using 47 registered cards and three unregistered cards, with each card tested 50 times, producing 2,500 authentication trials. Under the tested conditions, all registered cards were correctly authenticated according to their assigned floor permissions, while all unregistered cards were rejected. The system achieved 100% authentication accuracy, 100% correct relay activation, and 100% unauthorized-card rejection. Stable card detection was obtained at distances of up to approximately 1 cm. The first-floor button remained independent of the RFID module to preserve minimum accessibility during module failure. The proposed system provides a practical and low-cost retrofit solution for floor-specific elevator access control in small residential buildings.

IMPROVING CHILDREN'S SONG SINGING SKILLS THROUGH INSTRUCTIONAL VIDEOS IN GRADE II AT SDN 6 KABILA, BONE BOLANGO REGENCY

Abstract: This study aims to improve children's singing ability through the use of video-based learning in second-grade students at SDN 6 Kabila, Bone Bolango Regency. The research problem identified was the low singing ability of… students due to the lack of engaging learning media. Video-based learning was employed to help students understand pitch, rhythm, and lyrics, thereby enhancing their confidence, interest, and singing skills in music education. This study adopted a Classroom Action Research (CAR) design following the Kemmis and McTaggart spiral model, conducted in two cycles (Cycle I with two meetings and Cycle II with one meeting). The subjects were 21 second-grade students (9 males and 12 females). Data collection techniques included observation, tests (performance assessments), interviews, and documentation. Data were analyzed descriptively to determine improvements in students' singing ability across four indicators: pitch accuracy, rhythmic accuracy, lyric mastery, and expression with self-confidence. The results showed that students' initial singing ability was low, with only 28% achieving the minimum mastery criterion (KKM). After implementing video-based learning, students' mastery increased to 43% in Cycle I Meeting I, 62% in Cycle I Meeting II, and 90% in Cycle II Meeting I. Teacher activity improved from 60% (adequate) to 96% (excellent), and student activity increased from 59% (adequate) to 96% (excellent). These findings demonstrate that video-based learning effectively improves children's singing ability, confidence, and active participation in music education at the elementary school level.

Digital Financial Transparency and Sustainable Public Governance: Evidence From Local Governments in West Java Province

Abstract: Digital financial transparency is crucial for achieving the Sustainable Development Goals (SDGs), particularly for building accountable and trustworthy public institutions. Limited studies examine whether digitalization&#8230; actually delivers accessible financial information and whether such transparency strengthens sustainable public governance. This study addresses that gap by constructing an original, multi-dimensional, portal-level Digital Financial Transparency Index (DFTI) and linking it to sustainable public governance, an association not previously tested at the Indonesian subnational level. Using a quantitative, explanatory design, financial management and public information portals are assessed through content analysis. Twenty-one indicators covering organizational information, financial transparency, and website accessibility are aggregated into the DFTI. Sustainable public governance is proxied by the 2024 electronic-based government system (SPBE) index, the only nationally standardized, externally assessed, and annually published measure of digital public administration maturity in Indonesia. Ordinary least squares regression tests the hypothesis, complemented by Spearman correlation as a non-parametric robustness check suited to the small city and regency subsamples. The findings show DFTI has a positive and significant effect on SPBE (β = 0.026; p = 0.032). The effect operates through content rather than appearance: among regencies, organizational information and financial transparency correlate significantly (p < 0.05) with SPBE, website accessibility does not. The results provide recommendations that local governments should adopt a standardized minimum financial-disclosure content and prioritize the weakest indicators, which are raw data, citizen-friendly budget summaries, and personal data protection. Also the provincial government should channel budget-capacity support to low-DFTI regencies, where transparency and maturity are most strongly associated with budget resources to advance SDG 17.

Determinants of Microenterprise Performance in Surabaya: The Role of Financial Capability, Intellectual Capital, and Digital Payment

Abstract: This study aims to examine and analyze the effects of financial capability, intellectual capital, and digital payment on the performance of microenterprises in Surabaya City. The study employed a quantitative approach using&#8230; ing primary data collected through questionnaires distributed to microenterprise owners operating in the Culinary Tourism Centers (Sentra Wisata Kuliner) of Surabaya. The study population consisted of 1,154 microenterprise owners. Based on the Yamane formula, the minimum required sample size was 174 respondents; however 182 valid respondents were successfully obtained through a cluster random sampling technique and included in the analysis. Data were analyzed using the Partial Least Squares Structural Equation Modeling (PLS-SEM) method with the assistance of SmartPLS version 4 software. The results indicate that financial capability, intellectual capital, and digital payment have positive and significant effects on microenterprise performance in Surabaya. These findings suggest that the ability of business owners to manage financial resources, leverage intellectual resources, and utilize digital payment systems plays a crucial role in improving business performance. Enhanced financial capability enables entrepreneurs to make more effective financial decisions, while the utilization of intellectual capital supports more efficient business management. Furthermore, the use of digital payment systems provides greater convenience and efficiency in business transactions.

THE DYNAMICS OF USER-GENERATED CONTENT ON TIKTOK SOCIAL MEDIA IN RELATION TO BRAND TRUST AND UNIVERSITY CHOICE DECISIONS: THE ROLE OF BRAND AUTHENTICITY AS A MEDIATING VARIABLE

Abstract: This study aims to examine the influence of User-Generated Content (UGC) on the TikTok platform on Brand Trust and the Decision to Choose a Higher Education Institution, with Brand Authenticity serving as the mediating variable.&#8230; ariable. This study employs an explanatory quantitative approach. Data were collected via an online survey of a purposive sample comprising prospective students or first-year students (aged 17–21) who actively use TikTok and interact with university-related content. Data analysis was conducted on a minimum of 250 respondents using Partial Least Squares (PLS)-based Structural Equation Modelling (SEM) with the aid of SmartPLS software. The results of the outer model testing showed that all indicators used in the questionnaire were valid and reliable. Hypothesis testing confirmed that User-Generated Content has a direct, positive and significant effect on Brand Authenticity, Brand Trust and Choice Decision. Furthermore, Brand Authenticity also has a positive and significant effect on Brand Trust and Choice Decision. Mediation analysis revealed that Brand Authenticity acts as a partial mediator, bridging the influence of UGC on Brand Trust and Choice Decisions. This study confirms that user-generated organic content on TikTok is a crucial instrument in building trust and influencing the academic decisions of Generation Z. Higher education brands that are authentically represented through UGC will find it easier to win the trust and preference of prospective students.

FACTOR OF SAFETY AND PROBABILITY OF FAILURE ASSESSMENT OF ROCK SLOPES IN ARTISANAL KAOLIN MINE USING LIMIT EQUILIBRIUM METHOD AND MONTE CARLO SIMULATION

Abstract: This study aims to evaluate the stability of three rock slopes in an artisanal kaolin mine in Semin, Gunungkidul, Yogyakarta, Indonesia, using deterministic and probabilistic approaches, and to identify the geotechnical&#8230; parameters most influencing slope stability. The evaluation is conducted in compliance with Indonesian Mining Regulation (Kepmen ESDM No. 1827 K/30/MEM/2018) to provide quantitative geotechnical evidence for a mine that has been operated without prior formal geotechnical assessment. Field data were collected using the scanline method to characterize rock mass discontinuities. Laboratory tests comprising direct shear and physical properties tests were conducted to determine cohesion (c), friction angle (ϕ), and unit weight (γ) for each slope. Seismic coefficient (ks = 0,0913) was incorporated as a dynamic loading parameter. Slope stability was analyzed using the General Limit Equilibrium (GLE) method to obtain the deterministic Factor of Safety (FoS). Monte Carlo simulation (N = 10.000 iterations) was applied to determine the Probability of Failure (PoF), coefficient of variation of FoS (CoV), and reliability index (β). Sensitivity analysis was performed to quantify the contribution of each geotechnical parameter to FoS reduction. Results show that FoS values ranged from 2,019 (Slope III) to 10,55 (Slope II), all exceeding the regulatory minimum of 1,1. The PoF was 0,00% for all three slopes, well below the maximum allowable limit of 25%, with reliability indices ranging from 5,70 to 31,38. The CoV of FoS ranged from 3% to 9%, indicating low dispersion in stability outcomes despite parameter variability. Sensitivity analysis identified cohesion as the most dominant parameter in Slopes I and II, contributing 28% and 31% to FoS reduction respectively, while Slope III exhibited near-equal contributions from cohesion (20%) and friction angle (21%), reflecting its lower shear strength conditions. All three slopes satisfy the acceptance criteria of Kepmen ESDM No. 1827 K/30/MEM/2018 under current geotechnical and geometric conditions. The combined deterministic-probabilistic approach provides a more comprehensive slope safety assessment than deterministic analysis alone and is recommended for application in artisanal kaolin mining operations. Cohesion is identified as the critical parameter to be monitored and preserved to maintain slope stability.
