t occurs in the village office is the poor service so that the community complains about the service provided because the manufacturing process is very convoluted and waits for a long time The purpose of this study is to find out the effectiveness of the work of village officials in improving services in Yanggandur Village, Sota District, Merauke Regency. This study uses a qualitative research method with a descriptive approach. The data collection technique uses observation, interview, and documentation techniques. The results of this study illustrate that the effectiveness of the work of village officials in improving services in Yanggandur Village, Sota District, Merauke Regency in the implementation of services has not been carried out effectively. This happens because there is still a lack of government responsibility, especially village officials in providing good services to the community. The lack of initiative of the village officials to adapt to the community environment and also the lack of village office facilities so that all activities do not run well and efficiently. For the Yanggandur village apparatus to be able to improve the quality of service, meet the needs of the community well and also build relationships with a more participatory approach with the community so that the services provided will produce good results.

an ini adalah untuk menganalisis efektivitas implementasi kebijakan berkelanjutan serta mengidentifikasi dampaknya terhadap pembangunan lokal dan kesejahteraan masyarakat. Metode penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam dan observasi partisipatif. Hasil temuan menunjukkan variasi dalam efektivitas implementasi kebijakan, dengan beberapa program berhasil meningkatkan kondisi lingkungan dan ekonomi masyarakat, sementara program lain mengalami kendala seperti kurangnya koordinasi dan partisipasi masyarakat. Temuan ini mengindikasikan perlunya pendekatan adaptif dan partisipatif yang lebih kuat dalam merancang kebijakan yang responsif terhadap konteks lokal.

The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders.
The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services.
Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

The organizational characteristics show that duties and functions have been carried out properly, although challenges remain, particularly regarding employee capabilities, which affect the timeliness of task execution. The work environment is divided into external and internal environments. The external environment, which includes factors outside the organization, influences decision-making and organizational actions. The internal environment, which encompasses the organizational climate, plays a crucial role in the overall functioning of the organization. Regarding employee characteristics, there is a variation in educational levels and employee competencies, which contribute to delays in completing tasks. Efforts to improve performance are being made through training provided by the sub-district head, which gradually helps employees master their duties.

The findings indicate that youth empowerment by Karang Taruna in Dewasari Village has been initiated but not yet optimal according to empowerment theory. Challenges identified include low youth interest in training, lack of awareness about the importance of organizations, and constraints in entrepreneurship and funding. Efforts to address these barriers involve more intensive approaches, enhanced socialization and networking, and knowledge enhancement through seminars, workshops, and training sessions. Additionally, providing financial support is crucial to enhance empowerment effectiveness. This study provides insights into real challenges faced in enhancing youth participation in community development. By implementing appropriate strategies, it is expected that youth empowerment through Karang Taruna will become more effective and significantly contribute to Dewasari village's progress.

n this context, youth not only act as users of technology, but also as developers of innovations that support the efficiency, transparency, and responsiveness of public services. Secondary data collected through document searches of literature, journal articles, government reports, and other official documents form the basis of this research analysis. The descriptive-analytical qualitative method is used to describe and criticise various aspects of the role of youth in e-government. Case studies such as "LAPOR!" and "Qlue," as well as hackathon initiatives, show how youth directly contribute to the development of digital solutions. In addition, their participation in e-participation platforms such as "Musrenbang Online" shows active engagement in technology-based decision-making processes. Youth also play a role in digital literacy campaigns, helping less tech-savvy communities to utilise e-government services. Involvement in advocacy and research further underlines the potential of youth as a source of innovative ideas and solutions. The results of this study confirm that the contribution of youth in supporting e-government is significant and covers various aspects, from technology development, participation in policy processes, to education and advocacy. Thus, youth are the main key in accelerating the digital transformation of government, ensuring that technology can be maximally utilised to improve the quality of public services and meet the needs of society in the digital era 5.0.

The aim of this research is to describe how the Health Insurance Administering Agency (BPJS) provides services at the Merauke Regency Regional General Hospital (RSUD Merauke Regency). The research method used is a qualitative descriptive technique. Based on the research results, the availability of adequate health facilities and equipment at BPJS counters can help officers in carrying out their duties in providing services to BPJS participants and is a factor that influences services at BPJS counters in Merauke-General Region. the affected hospitals are physical evidence. The results of the analysis show that (1) the overall level of farmer participation in agricultural extension activities is included in the less active category. Compared to the participation stage, farmers are more active in implementation than planning. Corn farmers in Marobea Village are more active than corn farmers in Lakalamba Village. (2) Agricultural extension communication between corn farmers in Marobea and Lakalamba Villages is most effective in increasing knowledge (cognitive) and subsequently influencing attitudes (affective), but less effective in encouraging action tendencies (behavioral). Extension communication between corn farmers in Marobea Village is more effective compared to corn farmer groups in Lakalamba Village. The more active farmers are, the more motivated they are to apply extension materials. and (3) Factors that determine the effectiveness of extension communication include extension factors, extension methods, and facilities and infrastructure. Extension factors related to the effectiveness of extension communication are the attitude, communication and knowledge aspects of the instructor. Aspects of method suitability and effectiveness are also related to the effectiveness of extension communication which is supported by the availability of extension infrastructure.

Metode yang digunakan adalah pendekatan Participatory Action Research (PAR) dengan desain one-group pretest–posttest untuk mengukur efektivitas pelatihan. Pelatihan dilaksanakan melalui penyuluhan, demonstrasi, praktik langsung, serta pendampingan intensif selama dua minggu. Hasil menunjukkan peningkatan signifikan pada pengetahuan peserta mengenai konsep digital marketing setelah pelatihan. Peserta mampu memproduksi konten digital, menggunakan media sosial secara konsisten, membuka toko pada marketplace, serta meningkatkan interaksi digital dengan pelanggan. Evaluasi pascapelatihan menunjukkan adanya peningkatan aktivitas pemasaran digital dan potensi peningkatan omzet usaha. Temuan ini menegaskan bahwa pelatihan digital marketing efektif dalam meningkatkan kapasitas UMKM. Kegiatan ini membuktikan bahwa digital marketing merupakan strategi penting dalam memperluas pasar dan meningkatkan daya saing UMKM di era digital.
