Analisis Strategi Pengembangan Pasar Untuk Meningkatkan Kunjungan Wisata Religi Patung Yesus Buntu Burake Di Tana Toraja

Abstract: Penelitian ini bertujuan untuk menganalisis strategi pengembangan pasar yang diterapkan dalam mengatasi stagnasi kunjungan wisatawan (di bawah 50.000 pengunjung per tahun) akibat kejenuhan pasar pada objek wisata religi… Patung Yesus Buntu Burake di Tana Toraja. Industri pariwisata religi di Indonesia memiliki potensi besar, namun banyak destinasi menghadapi tantangan dalam mempertahankan dan meningkatkan jumlah kunjungan akibat persaingan yang semakin ketat dan perubahan perilaku konsumen. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi langsung, dan dokumentasi. Informan penelitian terdiri atas pengelola objek wisata (Dinas Pariwisata) dan wisatawan yang dipilih secara purposive. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa strategi pengembangan pasar saat ini masih berada pada fase transisi dan belum berjalan secara optimal. Promosi destinasi masih sangat didominasi oleh konten organik (word-of-mouth digital) yang diunggah secara sukarela oleh pengunjung melalui media sosial visual seperti TikTok dan Instagram, sedangkan iklan resmi berbayar dan kemitraan strategis dengan biro perjalanan berskala besar masih sangat minim. Selain itu, ditemukan adanya kesenjangan antara daya tarik utama objek wisata yang dinilai sangat memuaskan dengan kualitas infrastruktur layanan pendukung yang masih memerlukan standardisasi, meliputi aksesibilitas jalan, kebersihan toilet, keterbatasan tempat sampah, serta minimnya fasilitas ramah muslim (muslim-friendly) khususnya kepastian kuliner halal. Penelitian ini menyimpulkan bahwa strategi pengembangan pasar memerlukan peralihan pendekatan dari promosi pasif menjadi pemasaran digital berbayar yang terstruktur, perluasan segmen pasar geografis dan demografis, serta peningkatan kualitas fasilitas operasional demi menciptakan kepuasan pengunjung yang berkelanjutan. This study aims to analyze the market development strategy implemented to overcome the stagnation of tourist visits (under 50,000 visitors per year) caused by market saturation at the religious tourism object of the Jesus Statue Buntu Burake in Tana Toraja. The religious tourism industry in Indonesia has great potential, yet many destinations face challenges in maintaining and increasing visitor numbers due to increasingly intense competition and changing consumer behavior. This research employs a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observation, and documentation. Research informants consisted of tourism site managers (Tourism Office) and tourists selected purposively. Data analysis used the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing. The results indicate that the current market development strategy is still in a transitional phase and has not operated optimally. Destination promotion is still heavily dominated by organic content (digital word-of-mouth) voluntarily uploaded by visitors on visual social media platforms such as TikTok and Instagram, while official paid advertisements and strategic partnerships with large-scale travel agencies remain highly limited. Furthermore, the study identifies a gap between the core attraction, which is rated highly satisfying, and the quality of supporting service infrastructure that still requires standardization, including road accessibility, toilet cleanliness, availability of trash bins, and the lack of Muslim-friendly facilities, particularly the certainty of halal culinary options. This study concludes that the market development strategy requires shifting from a passive promotion approach to a structured paid digital marketing campaign, expanding geographical and demographic market segments, and upgrading operational facilities to create sustainable visitor satisfaction.

IMPLEMENTATION OF POLICY ON HANDLING VAGRANTS AND BEGGARS AT THE SOCIAL AFFAIRS OFFICE OF GORONTALO CITY

Abstract: This descriptive qualitative research analyzes the effectiveness of policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City. Four indicators from George… orge C. Edward III's policy implementation theory—communication, resources, disposition, and bureaucratic structure—are employed as the analytical framework. Field data obtained through observation, interviews, and documentation were systematically analyzed using the data condensation, display, and conclusion drawing model of Miles, Huberman, and Saldana. The findings indicate that the policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City has been running fairly well but has not yet been optimal. In the communication aspect, coordination among implementers has been functioning well; however, information dissemination to target groups and the general public remains suboptimal. In the resources aspect, policy implementation has been supported by human resources, authority, and facilities, yet is still constrained by limited personnel and underutilized facilities and databases. In the disposition aspect, officials demonstrate commitment, responsibility, and a professional attitude in implementing the policy; however, guidance programs have not been able to reach all vagrants and beggars on a sustainable basis. In the bureaucratic structure aspect, policy implementation has been supported by Standard Operating Procedures (SOPs), clear task distribution, and inter-division coordination; nevertheless, SOP implementation in the field still needs optimization to ensure services reach all target groups. Based on these findings, the Social Affairs and Community Empowerment Office of Gorontalo City needs to enhance communication and socialization to target groups, strengthen human resources and supporting facilities, optimize guidance and empowerment programs, and improve inter-agency coordination so that the policy implementation on handling vagrants and beggars can be more effective in improving social welfare.

ISLAMIC SPIRITUAL GUIDANCE MODEL FOR STRENGTHENING THE MORAL CHARACTER OF INMATES IN CLASS IIB PADANGSIDIMPUAN CORRECTION

Abstract: This research aims to determine the Islamic spiritual guidance model in strengthening the morals of inmates at the Padangsidimpuan Class IIB Correctional Institution. This research is motivated by the importance of religious… ious formation as an effort to shape changes in behavior, spiritual awareness and morals of inmates while serving their sentence. The research method used is qualitative research with a descriptive approach. Data was obtained through observation, interviews and documentation of development officers, spiritual mentors and inmates. The research results show that the Islamic spiritual guidance model is implemented through religious lectures, learning to read the Koran, Islamic studies, congregational prayers, dhikr, and daily moral development. Guidanceis carried out on a scheduled basis and involves cooperation between correctional institutions and religious leaders. Islamic spiritual guidance has a positive influence on changes in the attitudes and behavior of inmates, such as increasing discipline, awareness of worship, mutual respect, and decreasing deviant behavior in the correctional environment. Supporting factors in implementing this program include support from officers and enthusiasm of the inmates, while inhibiting factors are limited facilities and a lack of spiritual mentors.

The Effects of Market Access and Logistics Efficiency on The Competitiveness of Salt Farmers in Jeneponto Regency

Abstract: constrained by limited buyer options, price-information gaps, high distribution costs, inadequate storage facilities, and fragmented product flows. This study examines the effects of market access and logistics efficiency&#8230; y on the competitiveness of salt farmers. A quantitative explanatory survey was conducted with 100 active salt farmers. The three constructs were measured using a five-point Likert-scale questionnaire and analyzed through multiple linear regression. Market access had a positive and statistically significant effect on competitiveness (p < 0.05), indicating that broader buyer networks, timely price information, alternative marketing channels, and stronger negotiating opportunities improve farmers’ ability to reach markets and sustain sales. Logistics efficiency also had a positive and significant effect (p < 0.05); reliable transportation, lower distribution costs, appropriate storage, proper handling, and shorter delivery times help preserve quality and reduce avoidable losses. The simultaneous test confirmed that both variables jointly affected competitiveness (p < 0.05). These findings indicate that increasing production alone is insufficient when farmers cannot reach profitable markets through efficient product flows. Collective marketing, transparent market information, shared storage, coordinated transportation, and direct relationships with processing industries are therefore essential for strengthening farmers’ bargaining power and market performance

Development of Kampung Chocolate Tourism Destinations in Blitar Regency as Sharia-Based Tourism

Abstract: Based on GMTI 2019 data, it shows that until 2030, the number of Muslim tourists (wislim) is projected to reach 230 million worldwide, and in 2024 as many as 8.5 million tourists. This provides an opportunity for Indonesia&#8230; ia to accelerate the development of national halal tourism destinations with global standards for potential destinations, one of which is the Blitar chocolate village. This study aims to determine the development of chocolate village tourist destinations into sharia-based tourist destinations through a qualitative approach, data collected through interviews, and sources from the chocolate village website, observations and documentation, and related subumber sources. Based on the analysis that has been carried out, it can be concluded that the tourist destination of Kampung Chocolate Blitar is an educational tourism by offering 8 kinds of educational packages and family entertainment tours and ecotourism by offering a natural and cultural atmosphere. The measurement of halal tourism in the Blitar chocolate village destination starts from the implementation of tourist destinations that provide benefits and benefits, tourism facilities that are representative and friendly to Muslims as evidenced by CHSE (Cleanliness, Health, Safety, Environment Sustainability) certificates from the Ministry of Tourism and Creative Economy and being a member of the Indonesia Halal in Tourism Association (PPHI), goods and services products have been guaranteed to be halal and avoid disobedience and dishonesty, and the contract applied by susuai is the a'mal contract to employees and the musyarokah and mudhorobah contract to MSME partners and external parties, as well as the ijaroh contract to tourists. From the potential possessed by this chocolate village, the Blitar Chocolate Village destination has great potential to become a sharia-based tourist destination (halal tourism).

The Impact of SIAkad E-Service Quality and Campus Facilities on Institutional Image Through Student Satisfaction

Abstract: The digital transformation in higher education requires universities to provide not only reliable technology-based academic services but also physical facilities that support the student learning experience. This study aims&#8230; ims to analyze the effect of the Academic Information System (SIAKAD) e-Service Quality and campus facilities on institutional image, with student satisfaction as an intervening variable. The study employed a quantitative approach with a causal associative design. Data were collected through a five-point Likert-scale questionnaire from 80 active students of STIMI-YAPMI Makassar selected using a purposive sampling technique. Data analysis was conducted using validity and reliability tests, path analysis, and the Sobel test to examine the mediating role. The results showed that e-Service Quality and physical facilities had a positive and significant effect on student satisfaction and institutional image. E-Service Quality had the most dominant influence on student satisfaction. Furthermore, student satisfaction was shown to mediate the effect of e-Service Quality on institutional image, but not the effect of physical facilities on institutional image. These results indicate that e-Service Quality shapes institutional image through student experience and satisfaction, while physical facilities act as a reputational symbol that directly influences image. This research provides theoretical contributions in the development of higher education service management models as well as practical implications for higher education managers in formulating strategies for improving service quality and strengthening the institution's image in a sustainable manner.

The Effect Of Increasing Servicescape And Modernizing Petrol Station Services On Pertamax Series Purchase Decisions Through Perceived Value

Abstract: This study aims to analyze the effect of increasing servicescape and modernization of Public Fuel Filling Station (SPBU) services on the purchase decision of Pertamax Series products with perceived value as a mediating variable.&#8230; ariable. This study uses a Systematic Literature Review (SLR) approach combined with bibliometric analysis to identify, map, and synthesize relevant research developments related to the quality of the service environment, modernization of fuel retail services, perceived value by consumers, and purchasing decisions. Research data was obtained from various reputable scientific articles indexed in academic databases such as Scopus and Google Scholar with a range of publications of the last ten years. The literature selection process is carried out systematically through the stages of identification, screening, feasibility, and inclusion using the PRISMA guidelines. Bibliometric analysis is used to map research trends, author collaboration, and keyword linkages analyzed using VOSviewer software. The results of the study show that increasing servicescape such as facility comfort, cleanliness, physical design, and the availability of supporting facilities is able to increase consumer perception of gas station services. In addition, service modernization through payment digitalization, self-service systems, and technology-based service innovations also strengthen customer experience. The combination of these two factors has been proven to increase perceived value which ultimately encourages consumers to make a decision to purchase Pertamax Series products. The findings of this study make a conceptual contribution to the development of a study of consumer behavior in the energy retail sector and provide practical implications for petrol station managers in designing strategies to improve service quality and modernize facilities to increase consumer preference for high-quality fuels.

The Effect of Patient Wait Time Efficiency on Patient Satisfaction Level

Abstract: Patient satisfaction is a key indicator of health service quality and is closely related to loyalty, intention to repeat visit, and institutional reputation 1. Waiting time reflects the efficiency of the process and the&#8230; responsiveness of services at the stages of registration, administration, and consultation which have a direct impact on the perception of quality and satisfaction 2. Literature review shows a consistent pattern: long wait times decrease satisfaction, while short, predictable wait times increase satisfaction, especially in outpatient services that have higher expectations of timeliness 3. Waiting longer than 60 minutes is associated with a significant decrease in satisfaction scores, making the management of wait time duration and variability crucial.  Determining factors include queue design, health worker capacity, administrative complexity, and timeliness of doctors; Meanwhile, digital solutions (e.g. Mobile JKN) speed up the pre-visit and visit process and related to a 5.6 reduction in waiting time. This review summarizes the findings of 2015–2024, maps the determinants and mechanisms of the relationship between wait time and satisfaction, and offers managerial strategies for healthcare facilities in Indonesia and internationally 7

Analysis of Human Resource Policy in Improving The Quality of Employee Performance in The Department of Population Control, Women's Empowerment and Child Protection of Gunungsitoli City

Abstract: This study aims to analyze human resource policies to improve the quality of employee performance at the Population Control, Women's Empowerment, and Child Protection Service of Gunungsitoli City. The research focuses on&#8230; three main objectives: (1) to determine the form of human resource policies implemented to improve performance quality, (2) to identify supporting and inhibiting factors in the implementation of these policies, and (3) to formulate appropriate strategies to improve employee performance. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The results show that the implemented human resource policies include training and competency development, performance assessment based on work indicators, and a reward system and work discipline. Supporting factors for the implementation of these policies include leadership support, active employee participation, and the availability of a training budget. However, there are also inhibiting factors such as a lack of professional human resources, limited supporting facilities and infrastructure, and low work motivation among some employees. The strategies implemented to improve performance quality include strengthening supervision, developing a collaborative work culture, improving the quality of training, and regular evaluation of policy implementation. This study concludes that appropriate and consistent human resource policies play a crucial role in building more optimal employee performance within the service environment.

Analysis of Promotion Mix and Place in Increasing Sales at Murai Coffee Gunungsitoli

Abstract: This research is motivated by the phenomenon of cafe business competition in Gunungsitoli City, which demands effective marketing strategies, particularly in the utilization of promotional mixes and business location selection.&#8230; ection. The purpose of the study is to analyze how promotional mixes and location aspects play a role in increasing sales at Murai Coffee Gunungsitoli. The research method used is a qualitative approach with data collection techniques through interviews, observation, and documentation. The research informants consisted of the owner, employees, and customers of Murai Coffee. Data were analyzed using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The results show that Murai Coffee has implemented promotional strategies such as simple advertising, sales promotions, personal selling, public relations, and direct marketing that gradually increase customer interest. Meanwhile, the location factor, although not located in the city center, still provides sales opportunities through a comfortable atmosphere and quality service. However, challenges are still found in the comfort aspect, such as noise from outside and hot room temperatures, so that improvements to supporting facilities are needed. This research is useful for Murai Coffee in designing more optimal promotional strategies and location arrangements, for Nias University as a contribution to the development of marketing science, and as a reference for future researchers who want to study marketing strategies in the culinary sector.
