edium for the local community to express gratitude, seek blessings, and maintain a spiritual connection with their ancestors. Utilizing a qualitative approach with ethnographic methods, data were gathered through field observations, structured interviews with traditional elders (Tua Adat), and documentation of the ritual steps. The findings reveal that the ritual embodies deep philosophical values, including cosmic balance, kinship solidarity, and cultural identity preservation. Furthermore, the Bau Lolon ritual functions as a social mechanism that strengthens communal bonds among the villagers. Despite modern societal shifts, the people of Kolilanang continuously preserve this ritual, demonstrating a resilient synthesis between ancestral traditions and contemporary community life.

Anthropological analysis reveals that while ecotourism provides alternative livelihoods and fosters local pride, it also introduces challenges regarding cultural commodification, shifts in communal values, and spatial contestation. The findings indicate that the local community exercises significant agency by integrating their ancestral kinship networks (siri’ na pacce) into modern tourism management. mentation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency and to identify the factors inhibiting its implementation in the region. This study applies Edward C. III’s policy implementation theory and uses a qualitative research approach through in-depth interviews with 16 informants to explore their meanings, perceptions, and understandings. A semi-structured interview approach was employed to enable the researcher to obtain flexible yet focused data, as stated by Prof. Dr. Lexy J. Moleong (2014). The study utilized an interactive data analysis technique consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Digital Population Identity (IKD) policy in Merauke Regency has been carried out in accordance with directives from the central government through a tiered and continuous communication mechanism. However, its implementation has not yet been optimal at the regional level. The main obstacles include limited socialization, low understanding and acceptance of the policy among implementers, the absence of specific Standard Operating Procedures (SOPs) for IKD, and the lack of motivation, commitment, and integrity of human resources, ICT infrastructure, and budgetary support. In addition, the social, economic, cultural, and geographical conditions of the community also hinder the utilization of IKD, resulting in its limited use and the continued dominance of physical population documents. The findings of this study emphasize the need to strengthen communication aspects, resources, implementers’ commitment, and policy adjustments to local conditions in order to achieve the objectives of the IKD policy effectively and equitably.

Based on the discussion of the three dimensions of tangible public service, reliability, and responsiveness, it can be concluded that public services in Harapan Makmur Village have shown real efforts to meet community expectations, although their implementation still faces various challenges. In terms of tangible, the availability of information boards is quite good physically, but not yet fully effective in conveying messages clearly and inclusively. From the aspect of reliability, the commitment to timely and procedural services is indeed visible, but it is not evenly distributed and there are still complaints regarding inconsistency. Meanwhile, in terms of responsiveness, village officials have shown good intentions to respond to community needs, but consistency in responding to complaints and needs of residents still needs to be improved.

The study analyzes organizational effectiveness based on four indicators: Human Relations (focusing on organizational involvement), Open System Model (adaptation and innovation), Internal Process Model, and Rational Goal Model (productivity and goal achievement). The results show that in Kampung Jaya Makmur, the head of the farmer group association has never conducted socialization or training for farmer groups on how to produce or provide natural fertilizers using locally available materials, despite the uncertainty of continuous fertilizer supply. The effectiveness of farmer group associations in empowering the community is highly needed to support farmers in becoming more independent. Farmer group associations can provide services such as access to technological information and capital, as well as establish partnerships with external parties. This study recommends that farmer group associations strengthen participation and member involvement through more regular deliberation forums and active engagement of all levels of farmers. It also emphasizes the need to enhance the use of technology and alternative agricultural methods, such as organic fertilizers, and to expand training and mentoring programs so that farmers can reduce their dependence on chemical fertilizers.

cted through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.

This study aims to analyze the implementation of forest and land fire control policies and identify factors influencing their effectiveness. A qualitative descriptive approach was employed through in-depth interviews, field observations, and document analysis. The study applies Edward III’s policy implementation framework focusing on communication, resources, disposition, and bureaucratic structure. The findings indicate that although the regulatory framework is adequate, implementation remains constrained by limited resources, suboptimal inter-agency coordination, and low public awareness. Compared to provinces such as Riau and Central Kalimantan, South Papua is still in the institutional strengthening phase. This study proposes a collaborative and community-based preventive approach rooted in local wisdom as a long-term strategy for sustainable fire management.

retically grounded in Amirullah’s (2017) leadership framework, which emphasizes leader–member relations, task structure, and position power, and Sariani’s (2020) motivation theory, focusing on educational background, personal expectations, and job satisfaction. A qualitative descriptive approach was employed to capture in-depth perspectives on leadership practices and motivational dynamics within a newly established provincial government organization. Data were collected through observations, in-depth interviews, and document analysis. A total of 22 informants, comprising senior officials, section heads, and staff members, were purposively selected based on their institutional roles and direct involvement in organizational processes. The findings indicate that leadership style significantly influences employees’ work motivation. Effective leadership is reflected in open and transparent communication, participatory decision-making, clear task delegation, consistent supervision, and fair recognition of employee performance. Moreover, job satisfaction, clarity of work roles, coordination across organizational units, availability of work facilities, and opportunities for capacity building emerged as critical supporting factors in sustaining motivation. The study concludes that a communicative, participative, and supportive leadership style is essential for strengthening work motivation and improving organizational effectiveness in public sector institutions, particularly within developing regional government contexts.

on public popularity, personal image, and emotional proximity to gain electoral support. A qualitative approach was used to explore voter preferences, campaign strategies, the role of social media, and the challenges faced by celebrities entering the political arena. Data were collected through literature review, media documentation, and content analysis of social media platforms. The findings reveal that voters tend to support celebrity candidates not based on their political vision or programs, but due to symbolic closeness and personal appeal developed through entertainment media. Social media serves as the primary tool to construct a populist, “people-oriented” image, although often lacking substantive political content. On the other hand, limited political capacity, public skepticism, and the challenge of adapting to party structures are major obstacles faced by celebrity candidates. These findings suggest that while celebrity populism may broaden political participation, it also risks diminishing the quality of political representation. Therefore, strengthening political literacy and party-based political development is essential to safeguard the quality of democracy amid growing trends of political personalization.
