Abstract: Abstract: Fantasy Kids is a children's clothing distribution in the Bangkinang area, Kampar Regency, Riau. In its operations, distros sell their products to the general public, including the sale of children's shirts, children's… ildren's shirts, jackets or children's sweaters which are usually sold in other distros. These distributions carry out product updates at certain events. Data Mining is the development or discovery of new information by looking for certain patterns or rules of a large amount of data expected to overcome these conditions. The method that will be used in the construction of this application is the Association Rule method with the Apriori Algorithm. Association Rule method is a procedure to find relationships between items in a specified data set. In determining a Association Rule, there is a measure of trust obtained from the results of processing data with certain calculations. Apriori Algorithm is an alternative Algorithm that can be used to determine the frequent itemset in a data set.   Keywords : Data Mining, Algoritma, Apriori, Association Rule, Sales, Distro     Abstrak: Fantasy Kids merupakan sebuah distro baju anak-anak di kawasan Bangkinang, Kabupaten Kampar, Riau. Dalam operasionalnya, distro menjual produknya kepada masyarakat umum meliputi penjualan kaos anak, kemeja anak, bag, jaket atau sweater anak yang biasa dijual di distro-distro lainnya. Distro ini melakukan pembaruan produk pada event tertentu. Data Mining merupakan pegembangan atau penemuan informasi baru dengan mencari pola atau aturan tertentu dari sejumlah data dalam jumlah besar diharapkan dapat mengatasi kondisi tersebut. Metode yang akan digunakan dalam pembangunan aplikasi ini adalah metode Association Rule dengan Algoritma Apriori. Metode Association Rule adalah suatu prosedur untuk mencari hubungan antara item dalam suatu kumpulan data yang ditentukan. Dalam menentukan suatu Association Rule, terdapat suatu ukuran kepercayaan yang di dapatkan dari hasil pengolahan data dengan perhitungan tertentu. IMPLEMENTASI DATA MINING DALAM ANALISA POLA PEMINJAMAN BUKU DI PERPUSTAKAAN MENGGUNAKAN METODE ASSOCIATION RULE

Because from the data lending books to the library, new information can be gleaned about what books are often borrowed and know the pattern of relationships between books that have been borrowed together so that later it can be used to compile books in accordance with the existing borrowing patterns so that they can facilitate library visitors in the process of finding books.  Keywords: Data Mining, Association Rule, FP-Growth, Library   Abstrak: Perpustakaan merupakan salah satu sarana yang sangat penting untuk menambah wawasan dan keilmuan setiap orang. Pada umumnya data transaksi peminjaman buku yang ada pada sebuah perpustakaan hanya dibiarkan saja menumpuk oleh pihak perpustakaan di dalam database tanpa ada pemanfaatan atau pengolahan lebih lanjut dari data-data yang telah lama tersimpan tersebut. Dengan melakukan pemanfaatan menggunakan Teknik Data Mining metode association rules dengan FP-Growth, data-data tersebut akan jadi sangat bermanfaat. Karena dari data peminjaman buku pada perpustakaan tersebut dapat diggali informasi baru tentang buku-buku apa yang sering dipinjam dan mengetahui pola hubungan antara buku yang telah dipinjam secara bersama-sama sehingga nantinya dapat dimanfaatkan untuk melakukan penyusunan buku sesuai dengan pola peminjaman buku yang ada sehingga dapat mempermudah para pengunjung perpustakaan dalam proses pencarian buku.   Kata Kunci : Data Mining, Asociation Rule, FP-Growth, Perpustakaan

PENERAPAN METODE BACKPROPAGATION UNTUK MEMPREDIKSI JUMLAH KUNJUNGAN WISATAWAN BERDASARKAN TINGKAT HUNIAN HOTEL

Abstract: Tourism is one of the most important factors for the revenue of an area. To attract the interest of tourists takes some supporting factors, one of which is the hotel or the guesthouse. In the process of prediction of tourists… rists visit, required data the number of tourists staying in order to predict for the next time. The prediction method used in this system is a method of Backpropagation Neural Network based on time series data forecasting component variansi random or random process beginning with autocorrelation for determination of input variables. Method of Backpropagation itself is known quite well used in the forecasting of time series data. The result of the method of Backpropagation is a number of predictions that tourists visit can be a reference for related officials in taking decisions for the period ahead.  

Perancangan Antarmuka Aplikasi Berbasis Web Menggunakan User Centered Design Dalam Pembelajaran Keragaman Budaya

The use of UCD can be used in designing an application for cultural diversity learning in Asahan with the Web-based. The element in the information system explained graphically and expose the close relationship of each element. So by the detail design dan user need oriented, the youth attracted and willing to learn their culture by the comprehensive information system.   Keywords: User Centered Design, Unified Modelling Language, culture diversity of Asahan     Abstrak: Sebuah perancangan antarmuka aplikasi pembelajaran disusun dan dibuat berdasarkan kebutuhan penggunanya. User Centered Design (UCD) bertujuan untuk membantu perancangan sesuai dengan kebutuhan yang berorientasi pada usability pengguna. Setelah disusun sesuai kebutuhan tersebut, maka aplikasi dimodelkan dengan menggunakan Unified Modelling Language (UML) sehingga terlihat jelas seperti apa sistematika dan operasi penggunaan dari aplikasi yang dirancang. Penggunaan UCD dapat digunakan dalam merancang suatu aplikasi pembelajaran keragaman budaya di Asahan berbasis Web. Elemen yang ada pada aplikasi ini digambarkan secara grafis dan dapat memperlihatkan hubungan yang erat antar elemennya. Sehingga melalui perancangan yang detail dan berorientasi pada kebutuhan pengguna, generasi muda tertarik dan mau mempelajari kebudayaannya sendiri melalui sistem informasi yang komprehensif.   Kata kunci:  User Centered Design, Unified Modelling Language, keberagaman budaya Asahan.

Fiscal Decentralization and Regional Financial Independence in Indonesia: A Systematic Literature Review

Abstract: This study examines the development of fiscal decentralization and its relationship to regional financial independence in Indonesia through a systematic literature review. The objective is to synthesize empirical and conceptual… ceptual findings published between 2017 and 2026 concerning the determinants, measurement, and consequences of regional financial independence, particularly the role of local own-source revenue (PAD), intergovernmental transfers, and capital expenditure. Using a systematic search of Scopus, Google Scholar, and Garuda databases, 30 relevant articles were screened, selected, and analyzed following defined inclusion and exclusion criteria. The review finds that fiscal decentralization consistently strengthens local revenue mobilization and administrative accountability when accompanied by adequate institutional capacity, transparent governance, and effective management of natural and economic resources. However, the effectiveness of decentralization varies considerably across regions due to disparities in economic potential, human resources, and political commitment. The synthesis further shows that financial independence positively affects the quality of public services and regional economic growth, although the relationship is moderated by expenditure efficiency and governance quality. The novelty of this review lies in its integrative framework linking revenue-side determinants, expenditure behavior, and governance mechanisms within a single analytical narrative, an integration rarely addressed jointly in prior single-country studies. The findings offer practical implications for policymakers designing fiscal transfer formulas and for future researchers seeking to test moderating variables such as digitalization and institutional quality in the fiscal decentralization–financial independence nexus.

The Effect of Algorithmic Performance Appraisal on Employee Trust in Digital and Technology-Based Companies

Abstract: This study examines how employees perceive and trust Algorithmic Performance Appraisal (APA) in digital-native and technology-driven companies. Adopting Organizational Justice Theory, the Trust in Technology Framework, and… nd Cognitive Appraisal Theory, the research explores both the direct and indirect effects of APA on employee trust, with Perceived Procedural Fairness (PPF) as a mediating variable. The study uses a quantitative, cross-sectional approach, collecting data from 200 employees in technology-based organizations and analyzing the data with Partial Least Squares Structural Equation Modeling (PLS-SEM). Results show that APA significantly enhances both procedural fairness and employee trust, with PPF playing a partial mediating role in this relationship. These findings underscore the importance of transparency, procedural legitimacy, and avenues for employee voice in cultivating trust in algorithmic systems. The study’s theoretical contribution lies in its integration of multiple perspectives on trust and fairness within algorithmic HR management. The practical implication calls for the careful design and implementation of APA systems that employees perceive as fair and trustworthy. Future research should investigate these relationships in longitudinal and multi-contextual settings to deepen the understanding of trust dynamics in evolving AI-mediated work environments.

Constitutionality Testing of Presidential Candidacy Thresholds in Elections Based on the Principle of Popular Sovereignty

Abstract: This study critically examines the constitutionality of Indonesia’s presidential candidacy threshold under Article 222 of Law No. 7 of 2017 in relation to the principle of popular sovereignty in Article 1(2) of the 1945… 5 Constitution. The threshold requiring a party or coalition to hold 20% of DPR seats or 25% of the popular vote has been controversial for limiting voter choice and reinforcing oligarchic dominance. Using a normative legal research method, the study applies doctrinal interpretation through grammatical, systematic, historical, and teleological approaches to evaluate whether the threshold is consistent with constitutional democracy. The analysis identifies a disconnect between the legislative rule and the constitutional concept of sovereignty residing with the people, informed by theories of democracy, sovereignty, and progressive legal thought. While procedurally legitimate, the threshold lacks substantive constitutional validity because of its exclusionary impact on political participation. The study proposes four reform options: repeal, proportional adjustment, judicial reinterpretation, and constitutional amendment. These reforms would realign electoral rules with democratic principles and restore voters’ political agency. A doctrinal reinterpretation model is offered, framing the threshold as a regulatory instrument rather than a rigid barrier, advocating a legal structure that promotes inclusivity and reflects the people’s general will.

Principles of Emotions Affecting Learning and Social Learning in Elementary School

Abstract: This study aims to develop a comprehensive constellation model and identify optimal strategies for strengthening lecturers’ professional commitment in the largest private universities in Bogor. Penelitian ini mengkaji secara&#8230; secara mendalam bagaimana emosi dan belajar sosial memengaruhi proses pembelajaran di sekolah dasar melalui perspektif neuropedagogik dan brain‑based learning. A mixed methods approach was used by combining quantitative analysis (meta-analysis of 173 respondents and 47 indicators of NP, EC, OB, MS, BS) and descriptive qualitative analysis using thematic analysis techniques on semi-structured interviews with five elementary school teachers. The meta-analysis results showed a very strong average effect of the latent construct relationship (t(128) = 12.92; p < 0.001; r ≈ 1.00) with almost zero heterogeneity (Qₑ(128) = 1.67; τ² = 0; I² = 0%), and no significant moderating effects were found for all indicators; the partial meta-regression coefficients for all items were very close to zero and the R² value was 0.000. Qualitatively, three main themes emerged: (1) positive emotions as the foundation of learning readiness, (2) social interaction as a reinforcement of meaning formation, and (3) contextual learning that integrates cognitive, emotional, and social dimensions. Although most teachers have not yet mastered the concepts of neuropedagogy and brain-based learning theoretically, they have intuitively implemented its principles through motivation, praise, humor, group work, collaborative projects, and learning experiences relevant to students' real lives. These findings support the latest theory that places emotions and social interactions as the main drivers of brain function in learning (Immordino Yang, 2016; Tyng et al., 2017; Vygotsky, 1978; Jensen, 2008), and emphasizes the importance of strengthening teachers' competence in understanding and designing brain- and emotion-based learning to support the holistic development of elementary school students.

Optimizing The Strengthening Of Lecturer’s Professional Commitment Based On Local Wisdom And Organizational Support

Abstract: This study aims to construct an integrated constellation model and determine optimal strategies for reinforcing lecturers’ professional commitment at leading private universities in Bogor. Utilizing the POP-SDM (Modeling&#8230; ng and Optimization of Management Resources) framework, the research integrates elements of local wisdom and organizational support within a systemic approach to human resource development. The exploratory qualitative phase involved in-depth interviews and focus group discussions to uncover major determinants influencing professional commitment. From the thematic analysis, four principal variables emerged—teamwork, organizational climate, religiosity, and work motivation—which were validated through expert judgment. Quantitative verification was subsequently performed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) technique to examine both direct and indirect relationships among constructs. The analysis confirmed that all variables exert positive and significant effects on lecturers’ professional commitment, with work motivation being the most dominant factor. To refine improvement priorities, the SITOREM (Scientific Identification Theory for Conducting Operational Research in Educational Management) method was applied, identifying indicators that should be improved, maintained, or further developed. The findings offer empirical and practical insights, including: (1) a validated POP-SDM–based commitment model combining cultural and organizational dimensions; (2) evidence-based strategies to enhance lecturer professionalism; and (3) an optimization framework to guide sustainable lecturer development in higher education institutions.

The Influence of Employee Motivation on the Quality of Administrative Services at the Leihitu Sub-District Office, Central Maluku Regency

Abstract: Public service quality is one of the fundamental indicators in assessing the performance of government institutions, especially at the district level where direct interactions with citizens take place. This study aims to&#8230; analyze the influence of employee motivation on the quality of administrative services at the Leihitu Sub-district Office, Central Maluku Regency. The research employs a quantitative approach with an explanatory design to identify causal relationships between variables. The population in this study consists of all employees involved in administrative services, and total sampling was used due to the manageable number of staff. Data were collected through a structured questionnaire using a Likert scale to measure motivation and service quality indicators. The data were analyzed using descriptive statistics and linear regression to determine the effect of motivation on service quality. The results show that employee motivation significantly and positively influences administrative service quality. Employees with higher intrinsic and extrinsic motivation tend to demonstrate better responsiveness, discipline, communication, and consistency in carrying out public service functions. The study concludes that strengthening motivation is essential to improve public service performance. Therefore, organizational leaders are encouraged to enhance work motivation through recognition, supportive leadership, fair reward systems, and professional development opportunities to ensure services meet community expectations.
