Abstract: The legal outreach activity themed "Synchronization of the Mayor Regulation on Administrative Sanctions for Violations of Public Order and Peace in Yogyakarta City" aimed to enhance legal understanding and implementation… capacity of the municipal police (Satpol PP). The discussions and interactive sessions highlighted the urgent need to harmonize and update the substance of the current regulation to align with good governance principles and ensure clear and proportional enforcement. Key challenges identified included weak regulatory structure, lack of technical guidelines, and limited objection mechanisms for affected citizens. The activity also produced normative recommendations in the form of a draft regulatory formulation, covering violation classification, types of administrative sanctions, sanction procedures, and appeal mechanisms. This outreach underlines the importance of a collaborative approach between academics and practitioners in formulating effective and just local legal policies.

PENERAPAN SISTEM INFORMASI PELAYANAN PERIZINAN TERPADU (SIPINTER) DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KABUPATEN TANGERANG

Abstract: Abstract This study aims to analyze the implementation of the Integrated Licensing Service Information System (SIPINTER) at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Tangerang Regency. The research… earch is grounded in issues of low institutional responsiveness in following up on complaints, mismatches between actual service completion time and the Standard Operating Procedure (SOP), and uneven public socialization of the system. This study employs a descriptive method with a qualitative approach, using 3-dimensional e-government success model, namely Support, Capacity, and Value, as the analytical framework. Data were collected through field observation, regulatory documentation review, and in-depth interviews. The findings indicate that the Support dimension is backed by strong political will, allocated funding, and multi-channel socialization that has driven growth in registered users, though technical assistance responsiveness outside office hours remains weak. The Capacity dimension shows adequate human resources and staff competence, but the technological infrastructure remains prone to disruptions such as OTP delivery failures and server downtime. The Value dimension has produced tangible benefits in efficiency and service transparency, yet this value is undermined by document processing delays exceeding SOP standards, driven by a "digital red tape" practice among internal verification officers. This study recommends strengthening online technical support and adopting contingency resource mechanisms to improve service. Keywords: SIPINTER, e-government, licensing service, DPMPTSP, Support-Capacity-Value model   Abstrak Penelitian ini bertujuan untuk menganalisis Penerapan Sistem Informasi Pelayanan Perizinan Terpadu (SIPINTER) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tangerang. Latar belakang penelitian ini didasari oleh masih rendahnya responsivitas instansi dalam menindaklanjuti laporan, ketidaksesuaian durasi penyelesaian layanan dengan Standar Operasional Prosedur (SOP), serta sosialisasi yang belum merata kepada masyarakat. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif, dengan analisis berlandaskan model keberhasilan e-government tiga dimensi yaitu Support, Capacity, dan Value. Hasil penelitian menunjukkan bahwa dimensi Support telah didukung oleh political will yang kuat, alokasi anggaran, dan sosialisasi multikanal yang mendorong pertumbuhan pengguna terdaftar, namun masih lemah dalam responsivitas bantuan teknis di luar jam kerja. Dimensi Capacity menunjukkan kecukupan sumber daya manusia dan kompetensi petugas, tetapi infrastruktur masih rentan mengalami gangguan teknis seperti kegagalan pengiriman OTP dan server down. Dimensi Value menghasilkan manfaat nyata berupa efisiensi dan transparansi pelayanan, namun nilainya terdegradasi akibat keterlambatan penyelesaian dokumen yang melampaui SOP, yang dipicu oleh praktik birokrasi digital (digital red tape) di tingkat verifikator internal. Penelitian ini merekomendasikan penguatan dukungan teknis daring serta penerapan mekanisme kontingensi sumber daya untuk meningkatkan layanan. PENGARUH PENERAPAN METODE SAM'IYAH SYAFAWIYAH BERBASIS PENDEKATAN KOMUNIKATIF TERHADAP KEPERCAYAAN DIRI BERBICARA BAHASA ARAB

Abstract: This study aims to examine the effect of implementing the Sam'iyah Syafawiyah method based on a communicative approach on students' self-confidence in speaking Arabic through a library research approach. The study employs… s a qualitative method with a systematic literature review, analyzing and synthesizing scientific sources including books, international and national journals, articles, proceedings, and relevant research findings. Data sources were obtained from scientific databases such as Google Scholar, JSTOR, ScienceDirect, ERIC, and national digital repositories. The findings consistently demonstrate that the Sam'iyah Syafawiyah method integrated with the communicative approach has a positive and significant influence on students' self-confidence in speaking Arabic. This effect operates through four main mechanisms: (1) repetitive drilling builds mastery experience; (2) native speaker audio models provide vicarious experience; (3) the communicative approach reduces affective filters; and (4) intensive practice promotes automaticity in Arabic speech production. This study concludes that the integration of both methods constitutes an effective and recommended pedagogical strategy for improving self-confidence in Arabic speaking.   Penelitian ini bertujuan untuk mengkaji pengaruh penerapan metode Sam'iyah Syafawiyah berbasis pendekatan komunikatif terhadap kepercayaan diri peserta didik dalam berbicara bahasa Arab melalui pendekatan library research (studi kepustakaan). Penelitian menggunakan metode kualitatif dengan kajian literatur sistematis, yakni menganalisis dan mensintesis berbagai sumber ilmiah berupa buku, jurnal nasional dan internasional, artikel, prosiding, dan hasil penelitian yang relevan. Sumber data diperoleh dari berbagai basis data ilmiah seperti Google Scholar, JSTOR, ScienceDirect, ERIC, dan repositori digital nasional. Hasil kajian secara konsisten menunjukkan bahwa metode Sam'iyah Syafawiyah yang diintegrasikan dengan pendekatan komunikatif memberikan pengaruh positif dan signifikan terhadap kepercayaan diri peserta didik dalam berbicara bahasa Arab. Pengaruh ini bekerja melalui empat mekanisme utama: (1) latihan drill berulang membangun mastery experience; (2) model audio native speaker memberikan vicarious experience; (3) pendekatan komunikatif menurunkan filter afektif; dan (4) latihan intensif mendorong otomatisasi produksi ujaran bahasa Arab. Penelitian ini menyimpulkan bahwa integrasi kedua metode tersebut merupakan strategi pedagogis yang efektif dan direkomendasikan untuk meningkatkan kepercayaan diri berbicara bahasa Arab.

Abstract: This study aims to examine the academic resilience of Islamic boarding school students through a library research approach by reviewing national and international literature related to personal, social, spiritual, and pedagogical… dagogical factors that shape students’ academic endurance. Findings indicate that academic resilience among santri develops through the interaction of self-efficacy, intrinsic motivation, self-regulation skills, and social support from peers, teachers, and dormitory caregivers. The disciplined, communal, and religious environment of pesantren strengthens adaptive coping mechanisms, particularly in managing academic pressure, demanding study schedules, and religious obligations. International literature highlights that interpersonal support and religious culture enhance students’ psychological resilience and academic engagement. Moreover, spiritual routines such as prayer and scriptural study function as emotional regulation tools that promote mental stability. The review also reveals that pesantren’s intensive instructional methods foster long-term academic perseverance, although they may increase stress when not accompanied by adequate social support. Overall, this study underscores that academic resilience among santri is a product of the holistic ecology of Islamic boarding school education. Therefore, strengthening resilience requires integrated strategies that simultaneously develop psychological, social, and spiritual capacities.   Keywords : Academic Resilience, Islamic Boarding School,Students

Abstract: This study explores how Bahasa Indonesia operates as a diplomatic instrument in global legal negotiations, positioning it as a culturally embedded yet strategically functional tool in the international legal arena. Using… doctrinal legal research, the article examines treaties, legal frameworks, and diplomatic practices involving Indonesia to uncover the mechanisms through which language contributes to legal engagement and negotiation. The findings underscore the role of Bahasa Indonesia not only as a medium of communication but also as a conveyor of legal identity, national values, and negotiation strategy. The research concludes that linguistic representation in international law fosters legal pluralism and enhances the legitimacy and inclusiveness of global legal norms.  

ACCURACY OF QUR'AN INTERPRETATION: Semiotic Approach

Abstract: This study aims to evaluate the accuracy of the interpretation of the Qur'an text through a semiotic approach, which can provide a holistic understanding of the mechanism of interpretation and the validity of the interpretation… etation method used by the mufasir. This study examines three main works of interpretation and applies qualitative content analysis to uncover the semiotic aspects underlying the interpretation of sacred texts. This research also seeks to answer research questions regarding the validity of the interpretation methodology in representing the meaning of the Qur'an text as a whole. The results of the study show that there are certain patterns in the use of symbols and signs that significantly affect interpretation, thus demanding an in-depth understanding of the semiotic framework in the study of interpretation. The contribution of this research is expected to enrich the study of interpretation and provide strategic recommendations for further research in the field of Qur'an studies.

ENVIRONMENTAL RISK MITIGATION ANALYSIS OF GLASS INDUSTRY DEVELOPMENT POLICY ON REMPANG ISLAND

Abstract: This research comprehensively analyzes the glass industry development policy on Rempang Island, Batam City, Riau Islands Province, using an environmental risk mitigation approach. Employing a descriptive qualitative method… od with a case study design and library research, this study examines five main dimensions: the chronology of the Rempang Island case, policy conflicts and controversies, the government regulatory framework, disaster risk analysis from nine environmental perspectives, and overall policy evaluation. The findings reveal that the Rempang Eco City project, designated as a National Strategic Project (PSN) through Permenko for Economic Affairs Number 7 of 2023, triggered prolonged agrarian conflict due to the absence of meaningful participation from indigenous Malay communities who have inhabited 16 ancient villages on the island since 1834. The project implementation was marked by forced evictions, repeated acts of violence, and non-transparent environmental impact assessment (AMDAL) processes. Disaster risk analysis from nine environmental perspectives covering air quality, water quality, coastal and marine ecosystems, sand mining and geological degradation, biodiversity, community health, social-cultural impacts, climate change vulnerability, and environmental governance consistently produces high-risk assessments, affirming that Rempang Island as a small island ecosystem lacks adequate carrying capacity for large-scale glass industrial development without permanent and irreversible ecological damage. Although Presidential Regulation Number 12 of 2025 de facto removed Rempang Eco City from the list of 77 National Strategic Projects under President Prabowo Subianto’s administration, the absence of an explicit revocation of Permenko Number 7 of 2023 creates ongoing legal ambiguity for affected communities. This research concludes that Indonesia urgently requires fundamental reform in its investment-based development policy paradigm, encompassing strengthened indigenous community participation mechanisms, elevation of AMDAL as a non-circumventable legal requirement prior to investment designation, and application of the ecological precautionary principle in small island development.

HOSPITAL RESPONSIBILITY FOR MEDICAL MALPRACTICE IN THE PERSPECTIVE OF INDONESIAN CRIMINAL LAW

Abstract: This study aims to analyze the concept and application of hospital criminal liability in cases of medical malpractice in the Indonesian criminal law system, as well as examine the relationship between the individual responsibility… onsibility of medical personnel and the responsibility of hospital institutions. This study uses a qualitative approach with case study methods and a juridical-normative approach enriched with empirical data. Data was collected through in-depth interviews with legal practitioners, medical personnel, and hospital managers, accompanied by a documentary study of laws and regulations, court rulings, and related literature. The results of the study show that criminal liability in cases of medical malpractice is generally still focused on individual medical personnel as direct perpetrators, while the accountability of hospital institutions has not been optimally applied in criminal law enforcement practices. In addition, it was found that there is a complex relationship between the professional responsibilities of medical personnel and the institutional obligations of hospitals in ensuring health service standards, including aspects of supervision, risk management, and medical service systems. This study concludes that it is necessary to strengthen the concept of corporate criminal liability for hospitals in cases of medical malpractice in order to create legal certainty and more balanced protection for patients, medical personnel, and health service institutions. The findings of this study contribute to the development of health law studies and become a basis for consideration for policymakers in formulating more effective regulations and law enforcement mechanisms.

STRENGTHENING COMMUNITY AWARENESS OF THE IMPORTANCE OF HALAL CERTIFICATION FOR CONSUMER PRODUCTS AMONG PKK WOMEN IN SIDODADI VILLAGE, KEDATON DISTRICT, BANDAR LAMPUNG CITY

Abstract: Halal certification has become an essential mechanism for ensuring that products meet Islamic requirements while also maintaining standards of safety, quality, and consumer protection. Despite its growing importance, awareness… reness and understanding of halal certification remain relatively limited among community members, particularly women who play a central role in household purchasing decisions. This community engagement initiative was designed to enhance the knowledge and awareness of members of the Family Welfare Empowerment Organization (PKK) in Sidodadi Village, Kedaton District, Bandar Lampung City, regarding the significance of halal certification in consumer products. The program engaged 30 participants and applied a participatory educational approach consisting of counseling sessions, interactive discussions, lectures, and question-and-answer activities. Knowledge acquisition was evaluated through pre-test and post-test assessments. The findings demonstrated a marked improvement in participants’ understanding, with average scores increasing from 51.3% prior to the intervention to 94.0% afterward. The program not only strengthened participants’ awareness of halal-certified products but also encouraged more informed and responsible consumption practices. These results highlight the effectiveness of community-based halal literacy initiatives in fostering greater public understanding and supporting the development of a halal-conscious society.

THE ROLE OF PROFESSIONAL ORGANIZATIONS IN EARLY CHILDHOOD EDUCATION POLICY IMPLEMENTATION IN EAST KALIMANTAN

Abstract: This study aims to examine the strategic role of professional associations in early childhood education policy implementation, focusing on HIMPAUDI East Kalimantan. Non-formal early childhood educators in developing regions… ons face severe structural vulnerabilities, characterized by a substantial policy gap between central government expectations and local capacities, geographical isolation, and low digital literacy. Utilizing a descriptive qualitative design, this research gathered empirical data through in-depth interviews with the Regional Head of HIMPAUDI East Kalimantan and document analysis. The findings reveal that the association does not merely serve as a gathering platform but functions as a vital strategic partner for local governments. Through multi-layered communication, self-funded tiered training programs, and data-driven political lobbying, the association successfully translates rigid macro-regulations into applicable classroom practices while securing local financial incentives for marginalized educators. This community-based resilience mechanism effectively mitigates administrative burdens and compensates for local government bureaucracy delays. The study implies that local governments should transition toward a co-governance model by formally involving professional networks in policy formulation to ensure equitable educational quality in the new capital city (IKN) era.
