tion, internal migration, and changes in demographic structure, have become determining factors in the success of development. The method used is a qualitative approach with a literature review sourced from official documents, scientific journals, and reports from international institutions. The results show that rapid population growth and uncontrolled urbanization have led to spatial inequality, reduced green open space, pressure on public infrastructure, and increased environmental degradation. Furthermore, unpreparedness in spatial planning and weak integration of population data into development policies exacerbate socio-economic imbalances between regions. The shift in demographic structure toward a predominance of the productive age group presents the opportunity for a demographic bonus, but also the risk of a demographic burden if not balanced by improvements in the quality of human resources. This study emphasizes that successful sustainable development requires data-driven, gender-equitable, environmentally friendly, and participatory population policies. The integration of technologies such as Geographic Information Systems (GIS) and spatial analysis is a strategic step in realizing inclusive, adaptive, and sustainable development for future generations.

erlap in law enforcement, particularly when investigators and public prosecutors apply more severe charges without comprehensively examining the legal construction of the defendant’s actions, including the social and situational context behind them. This study is a normative legal research that examines the doctrine of judicial legal discovery, principles of criminal law, and the principle of proportionality in sentencing in a more in-depth and structured manner. The results of the study indicate that judges have the authority to interpret the elements of narcotics criminal acts systematically, grammatically, and teleologically to clearly distinguish between “abusive users” and “dealers with the intent to distribute.” Legal discovery is needed to prevent overcriminalization and to ensure the protection of the rights of suspects and defendants throughout the entire criminal justice process. This study concludes that the appropriate method of interpretation is an integration of systematic interpretation, teleological interpretation, and the ratio legis of the Narcotics Law.

time voters from a total population of 182 PPKn students from the Faculty of Teacher Training and Education, Cenderawasih University, who were selected using a purposive sampling technique. Data were collected through a Likert scale questionnaire and analyzed using validity, reliability, Pearson correlation, and simple linear regression tests using SPSS 26. The results showed that the majority of respondents had a high to very high level of political awareness, as did their level of political participation. Statistical analysis showed a very strong relationship between political awareness and political participation (r = 0.826), with a significant positive effect of 68.2%. Based on the research results, it can be concluded that the higher the political awareness of first-time voters, the higher their participation in elections. Political awareness is a key factor driving the involvement of the younger generation in the democratic process. Therefore, first-time voters are expected to be more active and critical in determining their political choices, while political parties and prospective leaders need to convey clear, transparent, and educational political messages. Furthermore, educational institutions play a strategic role in fostering students' political awareness as part of civic education, thereby shaping a generation that is critical, participatory, and responsible for the future of Indonesian democracy.

The research population includes all academic communities in State Madrasah Aliyah in Riau Islands Province. The sample consisted of 155 respondents, selected through purposive sampling techniques. A questionnaire with a Likert scale was used as the instrument. Data were analyzed using correlation analysis. The results show that: (1) Entrepreneurial Competence (X1) has a direct influence on Strategic Decisions (Y) by 27%. (2) Social Competence (X2) has a direct influence on Strategic Decisions (Y) by 30%. (3) Managerial Competence (X3) has a direct influence on Strategic Decisions (Y) by 44%. (4) Entrepreneurial Competence (X1), Social Competence (X2), and Managerial Competence (X3), simultaneously, have a direct influence on Strategic Decisions (Y) by 48%. The conclusion of this study is that Entrepreneurial Competence, Social Competence, and Managerial Competence can influence Strategic Decisions. Strategic decisions are a crucial element in determining the direction and sustainability of an organization. This study employs a normative juridical method with a comparative approach, analyzing doctrinal sources, statutory law, and scholarly debates from both civil law and common law perspectives. The findings suggest that while the adversarial system traditionally restricts judges to a passive role, the notion of an active judge has emerged to prevent procedural abuses and ensure substantive justice. For Indonesia, integrating aspects of the active judge model may contribute to enhancing transparency, protecting defendants’ rights, and harmonizing procedural justice with societal expectations. Nevertheless, challenges remain, particularly concerning judicial independence, consistency of application, and potential conflicts with established inquisitorial practices. This study concludes that the adoption of active judge principles must be carefully contextualized, reinforcing Indonesia’s hybrid system rather than replacing its legal traditions.

In the midst of the increasingly complex dynamics of urbanization in Indonesia, the question of how religious values, especially those contained in the Qur'an, can encourage collective action based on social justice is very relevant. By examining in depth the relationship between the teachings of the Qur'an and social solidarity, this article contributes to the development of social theory and practice in urban Indonesian society. It is hoped that the findings and recommendations presented can be a reference for academics, researchers, and policymakers in formulating strategies for integrating Islamic values into contemporary social dynamics, so that in the end it can produce a more just, inclusive, and dignified society. The results of the study show that there is a strong integration between the theological message in the Qur'an and the dynamics of social interaction, as well as its implications in the formation of pro-people public policy. Thus, the conceptual framework proposed in this study not only makes a theoretical contribution to the development of Islamic studies and sociology, but also offers practical recommendations that are applicable to the strengthening of social solidarity in the modern era. This study suggests that further studies can explore more empirical aspects, involving field data and participatory analysis, to ensure that the values of the Qur'an are truly integrated into social life and public policy as a whole. This research invites further dialogue between stakeholders in an effort to realize solid social solidarity, as a tangible manifestation of the application of the principles of goodness and justice enshrined in the Qur'an.

the constitutional mandate for cooperatives as a cornerstone of the Indonesian economy, the KDMP program aims to establish 80,000 village-level cooperatives through state-facilitated credit lines and technical assistance. However, this top-down model raises concerns about undermining cooperative autonomy enshrined in Law No. 25/1992 and the principle of subsidiarity. Employing a normative juridical research design, this study draws on secondary data from legal literature and primary legal materials to systematically examine relevant norms and doctrines. Findings reveal a tenuous alignment between state financing mechanisms and cooperative autonomy, primarily due to the proposed reliance on state-owned bank credit lines rather than direct state budget grants, leading to legal ambiguity regarding accountability and oversight. The potential for mass loan defaults and the contentious use of Village Funds as collateral further complicate legal certainty and risk hidden liabilities. Comparative insights from India's Amul cooperative and the Philippines' barangay cooperatives illustrate successful models where government acts as a facilitator without impinging on cooperative self-governance or member control. This study advocates for a recalibrated regulatory approach featuring transparent oversight, proportional supervision, and participatory decision-making to reconcile developmental imperatives with cooperative principles, ultimately enhancing legal certainty and ensuring that state-supported cooperatives remain genuinely member-driven enterprises.

Examining the verses of the Qur'an that discuss the afterlife has relevance to the interpretation of Shaykh Najmuddin al-Kubra in the book of tafsīr at-ta'wīlāt an-najmiyyah which has a style of isyari or sufistic interpretation, so that understanding the verses about the afterlife becomes new knowledge that is applied and experienced using the heart. This research produces a discussion of the verses of the Qur'an that explain the afterlife, such as the explanation of the realm of barzakh (QSal-Mu'minun: 100), the Day of Judgment (QSibrahīm: 48), the realm of resurrection (QSar-Rūm: 56), Yaum al-Mīzān (QSal-A ʻraf : 8-9), Yaum al- Ḥisāb (QSal-Kahf: 49), Yaum at-Tagābun (QSat-Tagābun: 9), Yaum al-Aʻraf (QSal-Aʻraf: 46), hell (QSal-Baqarah: 24), and heaven (QSaz-Zumar: 73). Thus, this research concludes that the fate of a creature will be determined according to the good deeds carried during life in this world. If more good deeds are brought then the fate of life in the afterlife will be determined by Allah SWT, but conversely if there are more bad deeds brought then the fate of life in the afterlife will be a place cursed by Allah SWT.
