QoS (Quality of Service) is a technology that can be applied in computer networks to provide optimal services for network users. With the existence of QoS (Quality of Service) allows network administrators to be able to perform bandwidth management to handle various effects due to congestion (congestion) in packet flow traffic in the network. In performing QoS (Quality of Service), a device that can do bandwidth management to the network is built. Mikrotik Routerboard750 is a network device using Linux-based MicroticOS that can be used in the application of QoS (Quality of Service).

Abstrak: Penggunaan Jaringan komputer pada saat ini telah terbukti sebagai sarana komunikasi dan sumber informasi yang sangat diandalkan. Seluruh instansi pemerintahan, perkantoran saat ini sudah memanfaatkan jaringan sebagai media sarana penyebaran informasi. Saat ini dalam implementasinya jaringan komputer sangat butuh dilakukan manajemen guna optimalimalisasi jaringan itu sendiri. Maka dari itu perlu dilakukan Analasis QoS (Quality of Service), guna mendapatkan jaringan yang optimal. vei eksploratif dengan teknik purposive sampling dan metode jelajah. Hasil penelitian menemukan 10 spesies tumbuhan paku yang tergolong dalam 9 genus dan 8 famili. Nilai indeks keanekaragaman Shannon-Wiener (H') sebesar 2,18 (kategori sedang) dan indeks kemerataan (E) sebesar 0,95 (kategori tinggi). Kondisi lingkungan berupa suhu 28°C, kelembapan 82%, pH tanah 6,4, dan intensitas cahaya 1.200 Lux mendukung pertumbuhan tumbuhan paku. Keanekaragaman tumbuhan paku di lokasi penelitian tergolong cukup baik dan berpotensi menjadi data dasar inventarisasi flora lokal serta konservasi keanekaragaman hayati.
This study aimed to identify fern (Pteridophyta) species and determine their diversity level in Terentang Baru Village, Batin XXIV District, Jambi. Conducted in May 2026 using an exploratory survey, purposive sampling, and roaming methods, the study identified 10 fern species belonging to 9 genera and 8 families. The Shannon-Wiener diversity index (H') was 2.18 (moderate), while the evenness index (E) was 0.95 (high). Environmental conditions, including a temperature of 28°C, humidity of 82%, soil pH of 6.4, and light intensity of 1,200 Lux, supported fern growth. The findings indicate relatively good fern diversity and provide baseline data for local flora inventory and biodiversity conservation.

ceptual findings published between 2017 and 2026 concerning the determinants, measurement, and consequences of regional financial independence, particularly the role of local own-source revenue (PAD), intergovernmental transfers, and capital expenditure. Using a systematic search of Scopus, Google Scholar, and Garuda databases, 30 relevant articles were screened, selected, and analyzed following defined inclusion and exclusion criteria. The review finds that fiscal decentralization consistently strengthens local revenue mobilization and administrative accountability when accompanied by adequate institutional capacity, transparent governance, and effective management of natural and economic resources. However, the effectiveness of decentralization varies considerably across regions due to disparities in economic potential, human resources, and political commitment. The synthesis further shows that financial independence positively affects the quality of public services and regional economic growth, although the relationship is moderated by expenditure efficiency and governance quality. The novelty of this review lies in its integrative framework linking revenue-side determinants, expenditure behavior, and governance mechanisms within a single analytical narrative, an integration rarely addressed jointly in prior single-country studies. The findings offer practical implications for policymakers designing fiscal transfer formulas and for future researchers seeking to test moderating variables such as digitalization and institutional quality in the fiscal decentralization–financial independence nexus.

and long-term sustainability challenges. This article presents a systematic literature review examining tourism as an alternative sector for regional economic transformation in Kutai Kartanegara. Drawing on 15 peer-reviewed studies from 2016–2024, the review synthesizes evidence on: (1) the role of tourism-led growth and its multiplier effects on local economies; (2) community-based tourism (CBT) as an inclusive development model; (3) structural transformation theory as a framework for economic diversification; and (4) the specific potentials and constraints facing tourism development in resource-dependent regions. The review finds that tourism exhibits significant forward and backward economic linkages, stimulates SME growth and creative economy, and can meaningfully reduce reliance on extractive industries. Key barriers include infrastructure gaps, limited human resource capacity, and suboptimal governance coordination. The findings provide a theoretical and empirical foundation for the ongoing field research into tourism's transformative role in Kutai Kartanegara's regional economy.

The research was conducted from February to March 2026 at the experimental field of the Pusat Riset Bisnis Kopbun Suka Tani Sejahtera, Kota Juang District, Bireuen Regency, using a factorial Randomized Block Design (RBD) of 4 × 3 with three replications. The first factor was the dosage of manure (control, 1 kg/plant, 1.5 kg/plant, and 2 kg/plant), while the second factor was the type of natural PGR (onion extract, rice water, and coconut water). Data were collected through direct observations on several parameters, including number of fruits, fruit weight, fresh biomass weight, root fresh weight, and root length, and were then analyzed to determine the effects of treatments and their interactions.
The results showed that certain doses of manure had a significant effect on increasing yield and root growth, while natural PGRs were able to enhance flowering, reduce flower drop, and accelerate fruit formation. The interaction between both treatments indicated that the optimal combination produced higher results compared to single treatments. The novelty of this study lies in the use of a combination of manure and natural PGRs based on local materials as a strategy to improve the generative phase. The implications of this research are expected to serve as a scientific reference for the development of sustainable cultivation techniques, as well as learning material and further research in the fields of agronomy and horticulture.

ach was used to examine how the policy is translated into public service practices, particularly in a local context where the waiting period has reached approximately 18 years, with about 2,500 prospective pilgrims and an annual quota of 135 people. Data were obtained through interviews, observation, and document review involving officials responsible for Hajj and Umrah services and relevant community informants. The data were analyzed using the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings show that policy implementation is supported by four interrelated factors: bureaucratic structure, resources, communication, and the disposition of implementing officers. A clear organizational structure and standard operating procedures facilitate coordination and accountability. Competent human resources, adequate facilities, and the use of Siskohat strengthen service accuracy and transparency. Multi-channel communication helps reduce misunderstanding, while professional and empathetic officer attitudes build public trust. The novelty of this study lies in its local-level analysis of Hajj waiting list implementation in an archipelagic regency. The study implies that transparent, responsive, and humanistic public services are essential for maintaining fairness and legitimacy in long-term Hajj queue management.

The exploratory qualitative phase involved in-depth interviews and focus group discussions to uncover major determinants influencing professional commitment. From the thematic analysis, four principal variables emerged—teamwork, organizational climate, religiosity, and work motivation—which were validated through expert judgment. Quantitative verification was subsequently performed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) technique to examine both direct and indirect relationships among constructs. The analysis confirmed that all variables exert positive and significant effects on lecturers’ professional commitment, with work motivation being the most dominant factor. To refine improvement priorities, the SITOREM (Scientific Identification Theory for Conducting Operational Research in Educational Management) method was applied, identifying indicators that should be improved, maintained, or further developed. The findings offer empirical and practical insights, including: (1) a validated POP-SDM–based commitment model combining cultural and organizational dimensions; (2) evidence-based strategies to enhance lecturer professionalism; and (3) an optimization framework to guide sustainable lecturer development in higher education institutions.

However, it raises legal concerns regarding ambiguous authority distribution between central, provincial, and municipal levels, as well as the unclear operational role of the Papuan People’s Assembly (MRP). The main research problem is whether PP No. 106/2021 provides a coherent and constitutionally consistent governance framework. This study applies doctrinal legal research using normative-analytical methods, including statutory interpretation, constitutional tests, and comparative perspectives. The findings indicate weak accountability mechanisms in managing Special Autonomy Funds, limited integration of customary law, and institutional fragility in newly established bodies such as BP-DOP and UPAP. The study concludes that PP No. 106/2021 does not fully align with the constitutional principles of legal certainty and decentralization. It recommends substantial revisions, strengthening MRP’s legal status, formal recognition of customary law through Perdasus, and an institutional blueprint with clear performance indicators to ensure effective, inclusive, and adaptive governance in Papua

Grounded in framing theory, narrative theory, and social capital theory, the research explores how volunteers construct persuasive anti-drug messages through culturally rooted storytelling, emotional framing, and symbolic communication. Using a qualitative case study approach, data were gathered through interviews, focus groups, observations, and campaign materials with 18 youth volunteers. The findings reveal that volunteers effectively used personal experiences and local narratives to foster trust and collective identity, transforming individual challenges into shared stories of hope and resistance. Emotional strategies, such as gain-framed and fear-based appeals, were deliberately crafted to trigger empathy and promote behavioral change. Volunteers also capitalized on their deep integration within community networks to enhance message credibility and reach, cultivating both bonding and bridging social capital. The study challenges top-down approaches in health campaigns, illustrating the power of peer-led, culturally resonant communication. It contributes a layered communication model for grassroots health advocacy and underscores the transformative impact of narrative-driven volunteer engagement. The study recommends integrating cultural framing in training programs and exploring digital channels to scale grassroots messaging in future research.
