Strategi Adaptif untuk Pemeliharaan Tahun Pertama Program Rehabilitasi Hutan dan Lahan di Wilayah Rentan Iklim: Bukti Empiris dari Gorontalo, Indonesia

Abstract: Penelitian ini menganalisis implementasi kegiatan pemeliharaan tahun pertama (P1) dalam program Rehabilitasi Hutan dan Lahan (RHL) Model UPSA di Desa Motinelo, Kabupaten Gorontalo, dengan fokus pada strategi adaptif untuk… k mengatasi tantangan kematian bibit akibat kondisi musim kemarau. Dilaksanakan dari Oktober hingga Desember 2025, penelitian ini menggunakan pendekatan observasional dengan pemantauan lapangan sistematis pada lahan seluas 2 hektar yang dikelola oleh Kelompok Tani Hutan (KTH) "Mentari Hijau". Pengumpulan data melibatkan observasi langsung, wawancara, dan dokumentasi visual terhadap delapan aspek kegiatan pemeliharaan tahun pertama sesuai dengan pedoman teknis RHL. Temuan penelitian mengungkapkan bahwa distribusi bibit ke lubang tanam telah dilaksanakan secara lengkap dengan total 2.000 bibit yang terdiri dari Nyatoh (250 batang), Nangka (250 batang), Alpukat Biji (1.000 batang), dan Alpukat Okulasi (500 batang). Namun, tingkat kematian bibit mencapai 35%, dengan angka tertinggi pada Alpukat Biji (40%) akibat musim kemarau yang berkepanjangan. Pemeliharaan teknik konservasi tanah telah dilaksanakan pada seluruh area seluas 2 hektar, dengan teras bangku (60%) dan teras gulud (40%). Aplikasi hidrogel sebanyak 3 kg terbukti sebagai strategi adaptif yang efektif, sementara kegiatan penyiangan dan pendangiran baru mencapai 60% dari total area. Analisis lebih lanjut mengungkapkan bahwa dominasi Hasil Hutan Bukan Kayu (62,5%) mencerminkan strategi KTH dalam mengoptimalkan manfaat ekonomi jangka pendek. Temuan ini memberikan kontribusi penting dalam pengembangan strategi adaptif dalam implementasi program RHL pada fase kritis pemeliharaan tahun pertama, terutama di wilayah dengan pola cuaca yang tidak menentu. Implikasi praktis meliputi kebutuhan penguatan kapasitas teknis petani hutan, pengembangan sistem pemantauan yang responsif, serta integrasi pengetahuan lokal dengan rekomendasi teknis berbasis ilmu pengetahuan untuk meningkatkan ketahanan program RHL terhadap fluktuasi iklim yang semakin tidak dapat diprediksi. Studi ini membuktikan bahwa kombinasi teknik konservasi tanah dengan aplikasi hidrogel dapat secara signifikan meningkatkan tingkat kelangsungan hidup bibit di wilayah yang rentan terhadap perubahan iklim.

Dualisme Hukum dan Otonomi Daerah: Studi Tata Kelola Pertambangan Ilegal di Wilayah Adat Kalimantan Tengah

Abstract: Pengelolaan pertambangan ilegal di wilayah adat Kalimantan Tengah memberi gambaran nyata dualisme sistem hukum nasional dan hukum adat, dengan kelemahan implementasi otonomi daerah. Dengan menggunakan pendekatan studi pustaka… staka berbasis hukum nasional, analisis difokuskan pada peraturan perundang-undangan yang berlaku, doktrin hukum, serta prinsip-prinsip pengelolaan sumber daya alam yang diatur oleh negara. Penelitian ini menemukan bahwa ketidakharmonisan antara kerangka hukum nasional dan norma hukum lokal menciptakan ruang ketidakpastian hukum yang dimanfaatkan oleh pelaku pertambangan ilegal. Selain itu, desentralisasi kewenangan melalui otonomi daerah belum mampu menjembatani konflik antara rezim hukum yang berlaku, terutama karena lemahnya koordinasi tatanan pemerintahan dan belum optimalnya integrasi hukum adat ke dalam sistem hukum formal. Hasil kajian ini diharapkan dapat memberikan kontribusi terhadap penguatan kerangka hukum tata kelola sumber daya alam yang lebih responsif terhadap hak-hak masyarakat adat dan selaras dengan prinsip keadilan ekologis serta kepastian hukum.

The Prospect of Legalizing Casinos with Strict Regulations as a Strategy for Optimizing State Revenue and Social Control in Indonesia

Abstract: The discourse on casino legalization in Indonesia arises as a response to the widespread illegal gambling that remains difficult to eradicate despite being prohibited under the Criminal Code (KUHP), Law No. 7 of 1974, and… d the Electronic Information and Transactions Law (ITE). The gap between legal norms (das sollen) and social reality (das sein) shows that prohibition alone has not been effective. This research uses a qualitative method with a normative juridical approach based on legislation and a comparative approach, particularly examining Malaysia and Singapore, which have successfully managed casinos through strict regulations. The findings indicate that casino legalization in Indonesia could serve as an alternative fiscal policy, provided that clear regulations are established, ensuring economic benefits such as increased state revenue and effective control over illegal gambling, without undermining national morals and values.

The Transition from Conventional Constitutions to Digital Law: Constitutional Law Challenges in the Age of Artificial Intelligence

Abstract: The rapid advancement of digital technology and artificial intelligence (AI) in the twenty-first century has fundamentally transformed the structure of modern constitutional governance. Digitalization has reshaped the interactions… teractions between governments and citizens, altered the patterns of political participation, and presented major challenges to constitutional principles. This study aims to analyze the implications of technological development for constitutional law and propose the concept of a digital constitution as an adaptive framework in the AI era. This study employs a normative legal method, using both conceptual and statutory approaches. Legal materials consist of primary, secondary, and tertiary sources, which are analyzed qualitatively and descriptively. The findings reveal that, while digital transformation enhances governmental efficiency and public transparency, it also generates serious risks, including data misuse, digital surveillance, and political disinformation. These dynamics demand a reinterpretation of constitutional norms to protect citizens' digital rights in cyberspace. The concept of a digital constitution is proposed as a normative response that integrates digital rights into constitutional rights and reaffirms the principle of the rule of law within technological governance. To achieve a democratic and just constitutional order, it is crucial to strengthen regulatory frameworks, ensure algorithmic accountability, and foster collaboration among state institutions, civil society, and the private sector. Ultimately, constitutional law must evolve into an adaptive, transparent, and fair system that can address the profound challenges of the digital and AI-driven era.

Integration of Neuroscience Principles in Science Learning Media: A PICO-Based Systematic Literature Review

Abstract: Science education at the elementary school level plays a crucial role in fostering scientific thinking, curiosity, and problem-solving skills from an early age. Nevertheless, science instruction in elementary schools often… en remains teacher-centered, verbalistic, and insufficient in promoting meaningful scientific literacy. In response to these challenges, neuroscience provides a theoretical and empirical foundation for designing learning media that align with how the brain processes, stores, and retrieves information. This study aims to systematically examine the integration of neuroscience principles into science learning media and their effects on elementary students' scientific literacy. A Systematic Literature Review (SLR) was conducted using the PICO framework (Population, Intervention, Comparison, Outcome). Relevant peer-reviewed studies published between 2019 and 2024 were retrieved from Scopus, Google Scholar, ERIC, and DOAJ databases. The review followed four stages: identification, selection, quality appraisal, and thematic synthesis. The results indicate that neuroscience-based interventions—such as Augmented Reality (AR), Brain-Based Learning (BBL), interactive multimedia, and multisensory instructional strategies—consistently improve students' motivation, attention, conceptual understanding, critical thinking, and scientific literacy compared to conventional instructional approaches. The novelty of this study lies in its systematic synthesis of neuroscience-based science learning media through a PICO-oriented framework, highlighting the interaction between cognitive, affective, and technological dimensions of learning. The findings provide important implications for science education, particularly in guiding the development of neuroscience-informed learning media and instructional designs to enhance scientific literacy in elementary schools.

Application Of Neuroplasticity Principles In Primary School Learning : Analysis Of Instruments And Interviews With Teachers At Dharma Putra Primary School

Abstract: This study aims to examine in depth the application of neuroplasticity principles in learning at elementary schools, focusing on the teaching practices of five teachers at SDS Dharma Putra. Neuroplasticity, as a core concept… cept in neuroscientific learning, describes the brain's ability to form, strengthen, or modify neural networks through experience, repetition, meaningful activities, and students' emotional involvement. Given the characteristics of elementary school students who are at a stage of cognitive development that is highly responsive to learning environment stimulation, a study of the application of neuroplasticity by teachers is important to ensure that the learning process is in line with the brain's working mechanisms.This study used a neuropsychological instrument measuring the dimensions of neuroplasticity to assess four main indicators, namely repetition & practice, dedicated time for review, use of interactive activities, and contextual learning that connects the material to students' real experiences. The data was reinforced through in-depth interviews and thematic analysis of the learning strategies applied by each teacher. The results showed variations in application between teachers. Some teachers showed strong implementation in interactive activities and contextual learning (score of 5), while structured repetition showed lower consistency (score of 3). The interview findings reinforced the instrument results by showing patterns of strategies such as the use of inspirational stories, educational games, quizzes with prizes, conveying the benefits of learning, and scaffolding through easy material as a starting point. This study concludes that the application of neuroplasticity principles is present in teachers' teaching practices, although the level of depth and routine still needs to be strengthened. The theoretical implication confirms that learning that integrates positive emotions, collaborative activities, planned repetition, and contextualization of material has the potential to have a significant impact on the formation of students' neural networks. Practically, this study provides recommendations for strengthening neuroscientific learning-based instructional design as an effort to optimize the learning process of elementary school students.

The Effect of Timeliness, Transparency, and Effectiveness of Recommendations on Audit Quality (Study at the Audit Board of Southeast Sulawesi Province)

Abstract: This study aims to analyze the influence of timeliness, transparency, and the effectiveness of recommendations on audit quality at the Audit Board(BPK) of Southeast Sulawesi Province. The research focuses on an economic-financial… financial perspective, namely how these three variables play a role in improving the efficiency of fiscal governance, public spending accountability, and the effectiveness of state financial oversight. Research data were obtained through questionnaire distribution and audit document analysis. The results show that timeliness has a significant effect on audit quality because it is able to maintain the relevance of findings and accelerate follow-up. Transparency has a significant effect on increasing public trust and auditor credibility. The effectiveness of recommendations has the strongest influence on audit quality because it determines the implementation of financial governance improvements in audited entities. This study emphasizes the importance of promoting a fast, open, and responsive audit system to improve the quality of state financial management

The Influence of Employee Motivation on the Quality of Administrative Services at the Leihitu Sub-District Office, Central Maluku Regency

Abstract: Public service quality is one of the fundamental indicators in assessing the performance of government institutions, especially at the district level where direct interactions with citizens take place. This study aims to… analyze the influence of employee motivation on the quality of administrative services at the Leihitu Sub-district Office, Central Maluku Regency. The research employs a quantitative approach with an explanatory design to identify causal relationships between variables. The population in this study consists of all employees involved in administrative services, and total sampling was used due to the manageable number of staff. Data were collected through a structured questionnaire using a Likert scale to measure motivation and service quality indicators. The data were analyzed using descriptive statistics and linear regression to determine the effect of motivation on service quality. The results show that employee motivation significantly and positively influences administrative service quality. Employees with higher intrinsic and extrinsic motivation tend to demonstrate better responsiveness, discipline, communication, and consistency in carrying out public service functions. The study concludes that strengthening motivation is essential to improve public service performance. Therefore, organizational leaders are encouraged to enhance work motivation through recognition, supportive leadership, fair reward systems, and professional development opportunities to ensure services meet community expectations.

Komunikasi Pejabat Publik di Tengah Krisis: Analisis Gaya Bicara dan Dampaknya pada Aksi Demo 29–31 Agustus 2025

Abstract: Penelitian ini menganalisis gaya komunikasi pejabat publik dalam merespons krisis politik dan sosial yang terjadi pada 29–31 Agustus 2025 di Indonesia, ketika aksi demonstrasi besar-besaran pecah akibat kontroversi kenaikan… aikan tunjangan DPR dan menimbulkan eskalasi berupa kerusuhan, penyerbuan gedung DPRD, serta pembakaran fasilitas publik. Tujuan penelitian ini adalah untuk mengidentifikasi gaya komunikasi pejabat—baik defensif, teknokratis, maupun akomodatif—serta mengkaji dampaknya terhadap persepsi publik dan mobilisasi aksi massa. Penelitian menggunakan pendekatan kualitatif deskriptif dengan metode analisis wacana kritis (Critical Discourse Analysis), berdasarkan pernyataan pejabat di media, konferensi pers, dan unggahan media sosial, yang kemudian dipadukan dengan respons publik melalui media digital. Hasil penelitian menunjukkan bahwa gaya komunikasi defensif dan teknokratis memperparah ketidakpercayaan publik, sementara respons akomodatif pemerintah datang terlambat dan gagal meredam eskalasi. Media sosial terbukti memainkan peran strategis sebagai arena counter-narrative yang mempercepat delegitimasi komunikasi elit, dengan memobilisasi solidaritas digital menjadi aksi nyata di jalanan. Nilai kebaruan penelitian ini terletak pada analisis integratif antara gaya komunikasi pejabat, dinamika digital, dan eskalasi demonstrasi kontemporer. Implikasi penelitian menunjukkan perlunya model komunikasi pejabat publik yang lebih transparan, empatik, dan partisipatif dalam menghadapi krisis demi menjaga legitimasi politik dan stabilitas sosial.

Judicial Reasoning in Sidoarjo District Court Decision No. 199/Pid.Sus/2023: Corporate Criminal Liability in Environmental Crimes

Abstract: This study analyzes the judicial reasoning behind Putusan Pengadilan Negeri Sidoarjo No. 199/Pid.Sus/2023/PN Sda, a landmark decision involving corporate criminal liability for environmental violations in Indonesia. The… case centers on PT Surya Prima Semesta’s illegal disposal of hazardous waste (fly ash and bottom ash) without an environmental permit, resulting in the prosecution of its corporate director. Employing a normative juridical method, the research examines the court’s application of doctrines such as strict liability and identification theory within the framework of Law No. 32 of 2009 on Environmental Protection and Management. The findings show that the court adopted a formalistic, text-based legal reasoning model, treating permit violations as inherently punishable acts regardless of actual environmental harm. While the decision reinforces regulatory compliance and affirms corporate culpability, it lacks engagement with broader organizational responsibility and foundational environmental law principles like the precautionary principle and sustainability. This study argues for a more integrated doctrinal approach one that balances rule-based logic with value-oriented reasoning to enhance legal consistency, advance environmental justice, and align Indonesia’s corporate accountability framework with international standards.
