emasyarakatan secara tegas mengamanatkan bahwa setiap warga binaan berhak mendapatkan pelayanan kesehatan yang setara dengan standar nasional, realitas di lapangan menunjukkan bahwa keterbatasan tenaga medis, lemahnya sosialisasi regulasi kepada pelaksana di level operasional, prosedur birokrasi yang belum sepenuhnya disesuaikan dengan regulasi terbaru, serta melemahnya jejaring pendampingan dari lembaga swadaya masyarakat menjadi hambatan nyata dalam pelaksanaannya. Penelitian ini bertujuan menganalisis implementasi kebijakan pemasyarakatan dalam pemenuhan hak pelayanan kesehatan warga binaan dengan HIV/AIDS di Lapas Narkotika Kelas IIA Jakarta menggunakan model implementasi kebijakan George C. Edwards III. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap 13 informan. Hasil penelitian menunjukkan bahwa implementasi telah berjalan, namun belum optimal, dengan dimensi disposisi menjadi kekuatan utama, sementara keterbatasan tenaga medis dan kesenjangan sosialisasi regulasi menjadi hambatan paling kritis. Melalui empat dimensi Edwards III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi, penelitian ini mengidentifikasi celah sekaligus kekuatan dalam pelaksanaan kebijakan agar warga binaan dengan HIV/AIDS dapat memperoleh pelayanan kesehatan yang manusiawi dan bermartabat.

The implementation of correctional policy faces ongoing systemic obstacles in fulfilling the health service rights of inmates with HIV/AIDS. Despite Law Number 22 of 2022 on Corrections mandating equivalent health services for inmates, practical challenges persist, including a shortage of medical personnel, inadequate dissemination of regulations, misaligned bureaucratic procedures, and limited support from non-governmental organizations. This study argues that these barriers significantly hinder the realization of humane and dignified health services for inmates with HIV/AIDS. Using George C. Edwards III's policy implementation model, the study examines these issues at the Class IIA Narcotics Correctional Institution in Jakarta. Employing a descriptive qualitative approach, it draws on in-depth interviews, field observations, and document analysis with 13 informants. Findings indicate that while policy implementation is underway, it is not yet fully optimal; disposition emerges as a strength, but medical resource limitations and weak regulatory communication remain significant barriers. Through Edwards III’s four dimensions—communication, resources, disposition, and bureaucratic structure—the study identifies gaps and strengths to guide more effective health service delivery for inmates with HIV/AIDS.

The research methodology employs a rigorous Systematic Literature Review (SLR) approach, analyzing over 150 high-quality scientific articles from leading national and international journals published between 2014-2024, utilizing a thematic synthesis framework to identify emergent patterns and significant trends in AI implementation in education. Research findings reveal that AI implementation in learning management produces multifaceted transformative impacts, including significant improvements in pedagogical decision-making quality through predictive analytics and data-driven insights, strengthening the strategic role of teachers as adaptive and responsive learning facilitators, and expanding democratic learning accessibility through adaptive learning systems and intelligent tutoring systems technologies. AI has also proven effective in optimizing educational resource allocation, enhancing student engagement through intelligent gamification, and facilitating inclusive and equitable learning.
However, this research also identifies complex challenges that must be addressed in AI implementation, including significant technological infrastructure gaps particularly in remote areas, limitations in educators' digital literacy affecting technology adoption, and ethics and data privacy issues requiring comprehensive regulatory frameworks. The implications of this research emphasize the need for a holistic and structured approach in integrating AI into educational systems, considering technological, pedagogical, and socio-cultural aspects in a balanced manner to achieve sustainable and positively impactful educational transformation.

The method used is a Literature Review with a critical approach, which collects and analyzes various literature to identify gaps in knowledge. The main findings reveal that the primary challenges include the decline of ethical values such as honesty due to the impact of social changes and technological advancements, the risk of weakened character caused by the influence of global secular culture, and the heavy curriculum burden that leads to mental and physical exhaustion as well as conflicts between academic schedules and religious obligations. Using a mixed-method approach that combines quantitative survey data and qualitative policy analysis, this research evaluates the relationship between digital adoption and farmer performance. The findings indicate that farmers utilizing digital tools demonstrate higher production stability, stronger market price awareness, and better planting planning accuracy compared to non-digital farmers. However, digital literacy gaps and limited institutional coordination constrain broader system transformation. Policy responses remain largely reactive and sectorally fragmented. The study proposes a Digital-Sustainable Self-Sufficiency Framework that integrates digital infrastructure expansion, smart irrigation governance, supply chain monitoring, and inter-agency coordination. The findings suggest that digitalization should be positioned not merely as technological adoption but as a governance transformation mechanism to strengthen adaptive capacity, enhance coordination, and achieve resilient and sustainable food security.

of modern crimes often leads to legal gaps or vague norms that require judges to conduct judicial law-finding (rechtsvinding) when resolving criminal cases. This research aims to analyze the position of the principle of legality as a legal limit to judicial authority and examine how far judicial law-finding can be carried out without violating the essential principles of criminal law. This study employs a normative legal research method with a statute approach, conceptual approach, case approach, and historical approach. The results demonstrate that the principle of legality plays a crucial role in restricting judicial interpretation to prevent the creation of new offenses that may harm defendants and to ensure punishment can only be imposed based on pre-existing laws. Nonetheless, judicial law-finding remains necessary to address contemporary crimes that are not yet regulated under statutory law. Therefore, a proportional balance between legal certainty and substantive justice is required so that the principle of legality and judicial law-finding can work synergistically within Indonesia’s criminal justice system.

A systematic literature review guided by PRISMA principles was conducted, selecting peer-reviewed empirical and conceptual studies that examine HRM, organizational agility, and sustainability. Thematic synthesis and reflexive analysis produced a circular puzzle architecture representing these dimensions and their interconnections. Findings reveal that integrated people-centric policies, robust knowledge management, embedded innovation practices, continuous learning, and distributed decision-making create synergistic capabilities that enable rapid adaptation while maintaining long-term viability. Critical enablers include psychological safety, holistic wellness initiatives, adaptive learning programs, and outcome-based empowerment. The framework addresses gaps by showing sustainability and agility as complementary imperatives rather than competing priorities. Future research should validate the framework through multi-level and longitudinal studies, incorporate diverse language sources for broader context, and explore the impacts of AI-enabled HRM on each dimension. This qualitative descriptive study was conducted at Dharma Yadnya General Hospital, Denpasar, which has fully implemented EMR since 2024. Data were obtained through in-depth interviews with five informants: two medical record officers, the head of the emergency nursing unit, the head of the inpatient nursing unit, and the head of the medical record department. Data analysis used the 3M framework: Man, Method, and Material. From the Man aspect, heavy workloads of doctors and the lack of administrative support staff often caused delays and incomplete documentation. From the Method aspect, although Standard Operating Procedures (SOPs) and system reminders existed, monitoring relied mainly on manual follow-ups via WhatsApp groups, limiting effectiveness. From the Material aspect, the EMR system was user-friendly and supported by weekly vendor maintenance, but occasional network disruptions and insufficient administrative staff still hampered real-time documentation. Incomplete medical assessments in EMR directly affect INA-CBGs claims, especially when comorbidities, complications, or procedures are not recorded, resulting in under-coding and reduced reimbursement. A mixed-methods approach was employed, combining qualitative and quantitative techniques through household surveys, in-depth interviews with farmers and policymakers, field observations, and secondary data from the Central Statistics Agency and the South Sulawesi Agricultural Department.
The results reveal persistent production deficits for rice and soybeans, while corn has reached a surplus, illustrating structural imbalances among staple commodities. Approximately 62% of respondents reported difficulties in transportation and storage due to inadequate infrastructure, contributing to post-harvest losses and unstable food prices. Government programs such as irrigation development, input subsidies, and farmer training have provided partial benefits, yet 57% of farmers indicated irregular access to such support. Moreover, climate shocks such as El Niño continue to depress yields and increase vulnerability among smallholder farmers. Conversely, social capital, manifested in farmer groups and cooperative networks, has played a significant role in sustaining household food availability and resilience.
The findings suggest that food security in South Sulawesi cannot be addressed solely through production increases. A multifaceted strategy is required, emphasizing rural infrastructure development, climate-smart agricultural innovation, institutional and irrigation reform, and community-based mechanisms that strengthen social capital. This integrative approach provides empirical evidence for policy design and contributes to the broader discourse on sustainable food self-sufficiency in Indonesia.
